Comm. Bergen moved that the minutes of the October 5, 2023 minutes be approved. Motion was seconded by Comm. Vail. Voting showed Comm. Bergen Yes, Comm. Picchione Yes, and Comm. Vail Yes. Motion approved. Comm. Bergen asked if there were any comments from the public on any of the resolutions. Debra Scuracchio - Is there a drawing that goes with that resolution of the park? Comm. Bergen — There was a drawing included in the bid packet. D. Scuracchio - Where are they locating the parking area? Going where it was or is it going in the front of the park? Comm. Bergen — The parking area is going toward the front of the park. I did not bring a drawing with me. It's coming in approximately where the flag pole is, but we are not moving the flagpole. I think it goes to the right of the flagpole and then going to the right. There will be three parking spaces. Vehicles will be parked towards the children's play area. The vehicle protection barrier will be around the entire parking area and road. There will be a pathway going, from the ADA spot down to the basketball court. The most waterside spot will be a handicapped spot and there will be a pathway going from the handicapped spot down to the green building which will be ADA accessible. D Scuracchio - So it's not touching the basketball court? Comm. Bergen — That pathway ends at the court. Pat Kelly — on the court? Comm. Bergen —Yes. Pat Kelly - In the papers, the election was labeled as 5:00 P.M. to 9:00 P.M. The library closes at 8:00 P.M. So was that correct? Comm. Bergen Yes, the 5 — 9 P.M. was correct and I thought the library was reserved from 5-9 P.M. already. We will double check that when we are leaving, because the reservation was made. Comm. Vail — Fred Kaelin made the reservation, but we can verify. Can I comment on this resolution? Comm. Bergen —Yes Comm. Vail — I would like to defer action on resolution No I. Awarding the contract of Allison parking area. I believe we will have an incoming commissioner who may not be in agreement with this policy. And I think we reached a point in this year now. Through no fault of your own, you certainly have handled this situation well. Where it would be more appropriate for us to wait for the incoming person to confirm this. Number 2 - Lori Hulse. She certainly is a very competent lady, but of course I am a dissenter. The policies you have been following. Even so this should be left to the incoming people because she will be representing them. I mean she will you and me. But we will have had the addition of this person to verify my request tonight. Comm. Bergen — Hearing no other comments, we move to the resolutions. Resolution 23-036, awarding the contract for the construction of the Allison Park parking area to KCB Industries for the bid price of $68,614.00 as per bid dated November 3, 2023. 1 move Resolution 23-036 be approved. Do I have a second? Comm. Picchione seconded the motion. Comm. Bergen Yes, Comm. Picchione Yes and Comm. Vail No. Motion accepted. Resolution 23-037 —to hire Fred Kaelin at an annual salary of $8,200.00 until December 31, 2024. Motion made, seconded and approved unanimously. Resolution 23-038 —To hire Kenneth Reeves as Recreational Manager at an annual salary of $6,900.00 until December, 31, 2024. Motion made, seconded and approved unanimously. Resolution 23-039 —to engage Attorney Lori Hulse as Park District's attorney at an hourly rate of $250.00 per hour, until December 31, 2024. Motion by Comm. Bergen, Seconded by Comm. Picchione. Comm. Bergen yes, Comm. Picchione Yes, and Comm. Vail No. Motion accepted. Resolution 23-040 — Hire Frank Apadula as Maintenance Manager until December 31, 2024 .Motion made, seconded and approved unanimously. Resolution 23-041 — Retain the services of Sofija Shashkin as inspector and Chris Shashkin teller for the 2024 Park District election at a rate of $125.00 each, for the election. Motion made, seconded and approved unanimously. Comm. Bergen — That completes the business of the meeting. Any other comments from the public? Debra Scuracchio — Question of vote on resolution #23-041. Comm. Bergen — Ok. Comm. Vila seconded and all voted yes. Debra Scuracchio- I have a question on the quote. Was this the least expensive bid? Comm. Bergen — There was a less expensive bidder but he did not meet the qualifications of a Qualified Bidder. Debra Scuracchio — Well so, there were the same design? Comm. Bergen —Yes there were three bidders. This was for design and build, they all got a map of what we wanted, so they are going to design and build for the price agreed. Debra Scuracchio — When is that going to start? Comm. Bergen — We have to enter into a contract with them and once we enter into it, we have to see what the schedule is. Comm. Vail — Getting seasonal to go. Pat Kelly- I have a question about the cameras specifically causeway Park. So a series of questions. Do they work, how do they work, Are they motion activated and who monitors them? Comm. Bergen — First question, Yes they work. Second question Nobody monitors them. They are recorded on a loop and I can't remember how many days the loop is because we used them a couple of times, when we needed them this year. They are in a loop and you have to go back and look at them. Pat Kelly — So in the last 2 weekends, there is cars, you can see it in the sand. That's why I am asking do they work and how they are triggered, people doing donuts in the park lot? Comm. Bergen — I saw that. Pat Kelly — I was wondering, can you go back? Comm. Bergen — The cameras in Nassau Point are on the buildings. Pat Kelly — Oh I see. Comm. Bergen — They are not down towards the road, that happened about halfway between the booth and the buildings. I'm guessing because I did see the donuts myself. We had another incident of bottles and cans. Bottles broken and cans left, that I went out and cleaned up. Frank got some broken glass but again it was outside the areas that the cameras cover. Pat Kelly — Okay Comm. Bergen — Did I get all of them? Pat Kelly — That's it yes. I am concerned because it's quiet down there and unless you were driving by, no one would see or hear it because those homes are not occupied full time. It seems dangerous to me that people are carrying on in the parking lot. John Marino — you put remote cameras in there and tie it all into the network. The cost of that stuff has gone down so much. Group discussion of skid marks on streets around town. Comm. Bergen —Anything else? This is Artie's last meeting. Thank you very much for all your hard work for 5 years in the park district. Comm.
