The Southold Town Planning Board, as lead agency, has determined that the proposed action described below will not have a significant effect on the environment and a Draft Environmental Impact Statement will not be prepared. Name of Action: Mattituck Contractors Campus SCTM#: 122.-6-35.7 Location: 7055 NYS Route 25 SEAR Status: Type I ( ) Unlisted (X) Conditioned Negative Declaration: Yes ( ) No (X) Description of Action: This site plan application is for the proposed construction of two commercial contractor office and storage buildings at 7,000 sq. ft. and 4,700 sq. ft., off-street parking, ingress/egress driveway, utilities and other site amenities on 1.83 acres in the General Business Zoning District. The north building .is proposed as 144' x 48' (6,912 sq. ft.) with six (6) interior suites at 1,152 sq. ft. each (24' w X 48' deep) with one overhead bay door, one rest room and office space each. The south building is proposed as 96' x 48' (4,608 sq. ft.) with four (4) interior suites at 1,152 sq. ft. each with one overhead bay door, with one rest room and office space. Reasons Supporting This Determination: An Environmental Assessment Form has been submitted and reviewed and it was determined that no significant adverse effects to the environment were likely to occur should the project be implemented as planned. The property is currently partially cleared of vegetation and is improved with a storage container in the General Business (B) Zoning District. To the north is the LIRR tracks and SCWA Laurel Lake well field supply facility. To the east is a 4.2 acre "B" zoned parcel with a commercial office plaza of multiple buildings and parking; to the southeast is a 0.4 acre "B" zoned parcel with existing residence and a 0.52 acre "B" zoned parcel with Starlite Auto Body. The west property boundary abuts a 50' wide SCWA access easement (subject parcel owns the ROW and SCWA has rights over easement for access), Laurel Stone Supply Yard and wireless communications monopole with ground equipment. The dominant land use on site is commercial. The surrounding land uses within the vicinity of the site are also commercial. The location and distance of the lot in relation to New York State Route 25, a designated scenic byway, conceals the proposed buildings (slab on grade, no basement). The maximum lot coverage area is 30%; 14.6% is proposed. The required minimum landscape coverage is 30% minimum and 54% is proposed Potential Impacts to Ground or Surface Water Quality or Quantity The parcel is located south of the Suffolk County Water Authority potable water supply property and wellhead. The property is managed for potable groundwater supply. It is a designated "Critical Environmental Areas" (CEAs), which are areas in the state that have a feature that,is a benefit or threat to human health and an inherent ecological, geological, or hydrological sensitivity to change that may be adversely affected by any physical disturbance. Protecting the property and groundwater from pollutants capable of influencing potable water supply is required. All best management practices that mitigate the potential introduction of pollutants, including all industrial chemicals, must be managed. Signage and directions on how to dispose of chemicals and other hazardous substances should also be required by the landowner in multiple languages. The proposed use is expected to generate 460.8 GPD of sanitary waste. The applicant has proposed a Hydro-Action AN550 I/A Septic Tank @ 550GPD with 50% leaching capacity future expansion leaching pool for total allowable density of 1,103AGPD. To conserve potable water, a 49.83% irrigation area is proposed across 5 zones (with one as drip irrigation). The irrigation system will use soil moisture sensors to water only during times of low soil moisture. No more than 1,000 GPD shall be used for irrigation, and the facility will not run the irrigation system between 2:00 a.m. and 7:00 a.m. Impacts on Transportation Proposed access is a 26' wide stone pavement driveway to Main Road. The driveway will add vehicle trips which will enter a complicated, unsignalized intersection of three existing roads. NYS Route 25, Bray Avenue, and Old Main Road. A fuel station with no definitive curb cuts is opposite the proposed driveway. 2 The applicant has provided traffic vehicle estimates for the use. The AM weekday peak hour trips=17, 12 entering 5 exiting and PM weekday peak hour trips=15, 5 entering 10 exiting. The expected impacts to transportation are low. Parking required: Building, electrical or plumbing contractor's business or yard = 1 space for each employee, plus 2 spaces. Parking provided 1 stall / 1,000 sq. ft. = 11.7 (12 stalls including ADA). The proposed action will minimize ground disturbance and not significantly impact agricultural, open space, or recreational resources. No substantial adverse change in existing air quality or noise level is expected. No major change in the use of the quantity or type of energy will occur. The site is currently mostly cleared and used for storing materials and therefore will not likely adversely affect Federally Listed species in New York, nor will it significantly impact migratory birds or other trust resources. No substantial interference with the movement of any resident or migratory fish or wildlife species or significant habitat area or adverse impacts to a threatened or endangered species or the habitat of such a species are expected to occur. No significant removal or destruction of large quantities of vegetation will occur. No significant, new ground disturbance will occur; therefore, The action would not result in adverse impacts on cultural/historic resources nor impair the character or quality of important historical resources. The action will not result in significant adverse impacts to aesthetic resources or to existing community or neighborhood character or result in a material conflict with the community's current plans or goals as officially approved. Based upon such, no significant adverse environmental impacts are expected to occur should the project be implemented as planned.
