RE: Public Notice—Request for Written Comments on Proposed Shellfish Aquaculture Lease Sites
Dear Mr.Noncarrow:
The Suffolk County Department of Economic Development and Planning (Department) initiated the
implementation of the Suffolk County Shellfish Aquaculture Lease Program in Peconic Bay and Gardiners
Bay—2024 Lease Application Cycle on January 8,2024. The application period for this Lease Cycle closed
on February 21, 2024; during which the County received 13 applications.
Enclosed for your review and posting is the Public Notice and respective summary pages, which identify
the lease sites that have been submitted for consideration under the 2024 Lease Application Cycle. As
indicated in the Public Notice,the Department requests receipt of written comments on any of the proposed
lease sites by Monday, May 6, 2024. Please post this Public Notice and the respective summary pages at
the appropriate location in your office where access is available for the public to view notices of this nature.

PUBLIC NOTICE
QUEST FOR WRITTEN COMMENTS ON PROPOSED SHELLFISH AQUACULTURE LEASE SITES
Notice is hereby given,pursuant to Chapter 475,Article II of the Suffolk County Code,the Suffolk
County Department of Economic Development and Planning has received a total of thirteen (13)
applications for shellfish aquaculture lease sites in Peconic and Gardiners Bay solicited under the
2024 Lease Application Cycle. These applications from eligible candidates who are interested in
obtaining a lease from Suffolk County for the controlled raising, breeding, growing, and
containment of shellfish through on-bottom and/or off-bottom culture techniques for a term of 10
years.
Eight (8) of the applications were submitted by aspiring new shellfish farmers, each interested in
obtaining one 10-acre lease. One (1) application is for a private oyster grant owner to receive a
lease site overlay on their grant to grow species other than oysters. Two (2) applications are to
relocate existing leases. Two(2)applications were submitted by existing shellfish farmers seeking
to obtain a second 10-acre lease.
Each applicant was permitted(but not required)to include up to three proposed lease sites in their
respective applications, this notice includes a total of 35 proposed sites for leasing. While all
proposed sites are located within the adopted Shellfish Cultivation Zone; dna NI a pifli attit IIray mly
receive one of their proposed lease sites under 2024 Lease Application.
Pertinent information on each of the applications is contained in Attachment A of this Notice. A
map showing the locations of all proposed lease sites, as well as this public notice are available for
review on the Lease Program website listed below:

Prior to deploying gear and/or conducting any type of shellfish aquaculture on a lease site, lease
sites must be approved by the Aquaculture Lease Board and a Shellfish Aquaculture Lease
Agreement must be executed by the County. Additionally, regulatory permits and/or approvals
from the pertinent regulatory agencies for that lease site must also be obtained.

PUBLIC COMMENT:
Comments regarding the proposed lease sites must be prepared in writing and mailed to the contact
person listed below. All comments must be post marked by M::)fir 6, 2024. Such comments should
be targeted to a specific lease site(s) by referencing the applicable Lease Site Map ID #(s), as
shown on Attachment A in this Public Notice. The comments should include supporting
documentation and data to the maximum extent possible. Those parties raising an objection to the
leasing of a particular site or sites based on reasons of natural productivity and commercial fishery
should send a notarized letter, stating the particular reason(s) for the objection. Documentation
supporting the claim should also be provided, including a copy of the parties' commercial harvest
license, and documentation on harvests and sales, as applicable.
