POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly
address the Town Board relating to agenda resolutions prior to their enactment; the public will
also be given time at the conclusion of the regularly scheduled business agenda to address the
Board on any given topic.

II. PUBLIC NOTICES
Department of the Army, NY District, Corps of Engineers Notice of application of Frank
Martorana to construct an elevated pier in Deep Hole Creek, Great Peconic Bay, Mattituck,
Town of Southold. Comments by July 30, 2003.
New York State Department of Environmental Conservation Notice of Complete
Application of Corazzini Brothers, Inc. to approve applicant's existing pavement process
facility at 67240 Route 25, Greenport, Town of Southold. Written comments by August 22,
2003.

V. RESOLUTIONS
Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to
speak on the following resolutions.
445. Authorize and direct Supervisor Horton to sign an agreement with the CSEA relative to
Public Safety Dispatcher overtime.
446. Authorize modification to the General Fund Whole Town 2003 budget to appropriate funds
for upgrading software for Justice Court and Police Department computers.

Determine that Supervisor Horton, or his successor in his office, is authorized to act on
behalf of the Municipality's governing body in all matters related to State assistance under
Environmental Conservation Law Article 56, Title 3 for the Mattituck Creek Nonpoint
Source Pollution Mitigation Project.

Authorize Deputy Town Comptroller Connie Solomon to attend the Basic Accounting
School Training Seminar for Government Employees on September 9-11, 2003 in
Hauppauge.

Accept the resignation of Bonnie Aldcroft from her position of Student Intern in the Town
Clerk's office and appoint Michael W. Doroski to the position of Student Intern in the
Town Clerk's office.
450. Appoint Sally Pankhurst to the position of part-time Assistant Cook in the Human Resource
Center.
451 Provisionally promote Michael Verity to the full-time position of Chief Building Inspector in
the Building Department.
452. Grant permission to Timothy and Margaret Hollowell to locate a temporary single family
house trailer on their property during the demolition and reconstruction of their dwelling.
453. Authorize and direct the Town Attorney's Office to proceed with the filing of a Writ of
Prohibition pursuant to CPLR 7803 in the matter involving the Riverhead Justice Court.
454. Appoint Douglas Williams and Jared Marsh to the positions of part-time Seasonal
Deckhands for the Fishers Island Ferry District.
455. Appoint Joseph Magagnin to the position of part-time Maintenance Mechanic I for the
Senior Services Program.

hearing on the purchase of a portion of the property owned by Zoumas Contracting Corp,

Authorize modification to the Solid Waste District 2003 budget for miscellaneous supplies
and repairs.
Establish a $2.00 fee to be collected from residents for the disposal of empty propane tanks
at the Town Collection Center.
Authorize the establishment of the Bag Storage Shed in the 2003 Capital Budget.
Provisionally appoint Georgia Rudder to the position of Head Clerk in the Building
Department.
Authorize and direct the Town Clerk to advertise for one re-furbished 1996 Mobil M-9d
High Dump Street Sweeper or vehicle of like kind.
Authorize and direct Supervisor Horton to execute the proof of loss statement for Kemper
Insurance for losses sustained at the Human Resource Center.
Authorize and direct Supervisor Horton to execute termination of temporary easement
agreements with certain reputed parcel owners.
Authorize and direct Supervisor Horton to execute a Cooperative Agreement with the
United States of America Commodity Credit Cooperation.
Rescind the following bid resolutions adopted at the July 8, 2003 regular Town Board
Meeting: V400, V401, V402, V403, V404, V405 and V406.
Accept the bid of Montecalvo Paving Corp. for furnishing and placing Hot Mix Asphalt
Concrete Pavement "Type 5 Shim" Sand Mix Asphalt.
Accept the bid of Montecalvo Paving Corp. for furnishing and placing Hot Mix Asphalt
Concrete Pavement "Type 6 Top".
Accept the resignation ofPaula Quintieri from her position as Clerk Typist in the Zoning
Board of Appeals.
Authorize modification to the Community Preservation Fund 2003 budget for improvements
at the Custer Preserve Site.
Request the County of Suffolk to transfer to the Town of Southold SCTM #1000-45-1-10,
pursuant to Section72-h of the General Municipal Law and Local Law 13-1976.

Determine that the construction of the proposed Animal Shelter is an Unlisted action and
will not have a significant impact on the environment and adopt a Negative Declaration
pursuant to SEQRA for the construction.

Designate the Town Board as the Lead Agency for the SEQRA Review of the Unlisted
action involving amendments to the Town Zoning Code and determine that the proposed
action will not have a significant adverse effect on the environment.

Determine that "A Local Law in Relation to a Ninety Day Extension of the Temporary
Moratorium on the Processing, Review of and making Decisions on applications for Major
Subdivisions, Minor Subdivisions and Special Exemption Use Permits and Site Plans
Containing Dwelling Unit(s) in the Town of Southold" is a Type H Action pursuant to
SEQRA Rules and Regulations.
