I told Supervisdr Cochran and I told Tom Wickham, when he was Supervisor, you have to reach a happy medium in the To~na. That is all [ hear. Open s~ace and land preservation. Is that all we have to wons~ about in this Toxsm? There are other things that matter in this Town. Reach a happy medimn. All I hear before this was the Blue-Ribbon Commission, you thought that was the only thing that mattered' in the Town. Ax~ ful. There are a lot of things that should be done in this Town, I will only mention three of them tonight. A2d I won't speak on the details. One is our garbage system. To me, it sti~gzs. We are 75 3ears behind the times, believe me. Curbside is the only way to go, like Riverhead has. We are Jiving in the 21~t centre3'. Our water system, everybody should.have the oppotq, unib' to have water in the Town not chosen areas where there are enough si~mmtures. That should be looked at. We handle streetlighis like they are made ont of gold. There is funding to be gotten for those streetlights. If we can't find how to get them, see Mayor Kapell, he will tell you how to get funding. That is all I hear, after $27,000, the other day it was $30,000 and it started with $10,000 but the people don't realize that it all comes out in the tax payers money, be it State, Count,,,' or where. There are other things in this Town to be considered not alol~e just open space and land preser~ ation. And I am also going to speak, but not tonight, on your moratorimn. I want to think about that. Okay. But believe me, a happy mediuln. \Vhen you use a happy medium, you use three thingg in life-logic, cormnon sense mhd reasoning. That is all for now. DOMINIC MOTARELLI: My name is Dominic Motarelli, I live very close to the land. l would like to say that one of the reasons that I moved out here is because at night when you look at the stars you can actually see them. That is bedause we don't have streetlights. I would like to keep it that xx ay so keep the lights the way they are, please. The other thing is I would like to commend the a&ninistration for doing all of the purchasing that they are doing where it comes to preserving land and preservmg land from being developed by purchasing the development do=hts. It is true that there are other things that we have to worry about but at the same time if we want to avoid out' streets to become what the Southampton streets are, impossible to get tln:ough dm'lng the snmmer, we have to do something to limit the number of developers who would come here, so this is a priority..~nd I want to sa5, good job. SUPERVISOR HORTON: Thank-_5ou. Would anybody else care to address the Town Board on this public hearing? have a hot water tank that only lasts for seven 3'ears from the water. How about it, isn't it true? Don't tell me that that water you can buy it to preserx e the water, it stinks. In fact, the inforu~ation.center four years ago drove a well their water was so bad that they couldn't use it for the toilet even. They sprinklers plugged up. Krieger had to go back about two 3'ears ago and drive dowa 130', that is how bad our water is. ,~xd ygt we can't even get water along our road there even a fire hydrant from the Suffolk County Water Authority. And I'll be speaking on that subject in the ftxmre. JOAN EGAN: I just think that it is ~-eat having these places but I always come back to the maintenance, the protection of the people who go there to swim and the like. I don't kmow how you resolve it, I don't lmoxx how you control it, through the park or this or that. )md again I always fight along, you dmx't have enough police and you are spending money for that and you are not getting a larger police force and it takes one 5ear, fight Mr. Richter, you hax~e done your homework on that, haven't you? The property that is the subject of today's heating is located on the south side of Sound Avenue in Mattituck and is identified as SCTM #1000-121-5-4.1. The subject property is shoxxm in red on the map. The property is part of the Laurel Lake area that has been on the Town's priority acquisition list for many years. The property is withLn the Special Groundwater Protection 'Area and it is listed on the Town's Community Preservation Plan as property that should be preserved_ In July 2002, this property came before the Town Board for a public heating. The proposal at that time was for the Town and Comity to purchase 69.4 acres of the 71.4 acre parcel as tenants in common. Since the hearing, the partnership in the project has changed in that the County of Suffolk is now purchasing approximately 59.4 acres and the Town of Southold is purchasing approximately 10 acres_ The 10 acre parcel is outlined in black within the red area on the map. The same area is being preserved as ~vas originally proposed, the change is that the To~xm will be buying one part and the County will be buying a separate part_ The change in the project required a new hearing, and that is the reason for tonight's heating. The Laurel Lake area is significant in that it is part of the Toam's Special Groundwater Protection Area. Preservation efforts in the area have been quite successful in that over 400 acres have been preserved in this area. Presetw~ation has been achieved through many different means: In the general area there is land owned by the Town (shown in blue), the County (pink), the Water Authority(light purple), the DEC (bright yello~v), in addition to land that is the clustered open space from subdixfsions (dark purple) and farmland on which the development rights are owned by the Town (green). The purpose of the acquisition is the same as last time. Both the County and the Town properties will be used in conjunction with the existing preserved land in the vicinity. This may include the establishment of a nature preserve, a passive recreational area with trails, and a parking area for access purposes. The xfsion for this area is to develop a trail system. It is likely that there will be a trail head and parhng area with a kiosk located on the Tox~m's property. The purchase price is $27,000 (twenty-seven thousand dollars) per acre for the 10 acre acquisition. This is the same per acre fee as was orighxally proposed, and the san~e per acre fee that the County will be paying. The Tox~m's purchase is pursuant to the provisions of Chapter 6. The Land Preservation Committee has reviewed the proposed purchase. The Committee and I support the acquisition of this important property and recommend that the Town Board proceed with the proposed acquisition. Thanks. CATHERINE STEADMAN: I wasn't aware that the Town was planning on putting any buildings, you are saying a kiosk? What will that entail: What is inx olved in that? MS. SPIRO: We have been putting very small kiosks, there is one do~xm on the property, Arshamomaque Preserve. It is just a small little thing that has a sign on it that says what it is and there will be trail maps. Just the usual, I think they have it at the DEC land, nothing big. STEADMAN: I would just like to say that I would like to see it become passive recreational and while I know that, I don't see mlybody here representing the Horsemen's Association, there is no place for them axxd I know that they have been looldng and perhaps they would be ~anted permission to use this property. I ~ew up ~4th horses, I have horses, I had a handful of friends that had horses. Fortunately, our parents or our grandparents had fanns and we used this land. It would be nice to see it go back to be used for passive recreation for which maybe the horsemen could be allowed to do that. SUPERVISOR HORTON: Is there any other comment on this hearing? The subject property is shown in red on the map. The property is part of the Laurel Lake area that has been on the Town's priority acquisition list tbr many years. The property is listed on the Town's Cmmnunity Preservation Plm~ as propdrty that should be prese~,~'ed_ The original parcel is about 71.4 acres. There is an existing house and accessory storage structures on the 71.4 acre parcel, ttowever, these are being excluded from the acquisition and the proposed acquisition is for about 69.4 acres. The properl3/is located ~4thin the R-80 Zoning District. The Laurel Lake area is significant in that it is pa,t of the Town's Special Groundwater Protection Area. Prese,x'ation efforts in the area have been quite successful in that over 400 acres have been preser~red in this area. Preservation has been achieved through many different means: In the general area there is land owned'by the Town (shox~m in blue), the County (pink), the Water Authority(light purple), the DEC (bright yellow), in addition to land that is the clustered open space from subdivisions (dark purple) and rain, land on which the developmem fights are owned by the Town (green). The subject property contains flat fallow land, rolling wooded areas, and some steep sloped wetland areas. The properB' is ideal for a trail system together ~ith the properties ah'eady protected that are adjacent to and in the xScinit3, of propert3r. The vision for t/tis area is to develop a n-ail system. It is likely that there will be a limited parking area with a Mosk, etc., for access to the trail system There are existing trails on the subject property and on most of the properties in the area. The Tm~m is lucky to have Ed Wankel, a resident of the Tox~m and fotTnar Commissioner of Parks and Recreation for Suffolk County, who has ~olunteered to work on developing a trail system in this area. MELISSA SPIRO: Well, it is a special =m-oundwater protection area that is the main area in town for our water, is armmd and surrom~ding Lamel Lake so any development on those areas could si~maificantly affect our drinking water. This piece in addition to one other piece on the south side of the Lake are the last two major parcels in that area and then we have basically completed the acquisition, which was a sig3~ificant effort. There are other things that matter in this Town. Reach a happy medium. All I hear before this was the Blue-Ribbon Commission, you thought that was the only tiring that mattered in the Town. Awful. There are a lot of things that should be done in this Toxvn, I will ot~ly mention three of them tonight. ,~nd I won't speak on the details. One is our garbage system. To me, it stinks. We are 75 ~,ears behind the times, belieYe me. Curbside is the only way to go, like Riverhead has_ We are living in the 21~t canruDr. Our water system, everybody should have the opportuhity to have water in the Town not chosen areas where there are enough siocmatures. That should be looked at. We handle streetlights like they are made out of gold. There is funding to be gotten tbr those streetlights. If we can't find how to get them, see Mayor Kapell, he will tell you how to get funding. That is all I hear, after $27,000, the other da3' it was $30,000 and it started with $10,000 but the people don't realize that it all comes out in the tax payers money, be it State, Comity or where. There are other things in this Toxxm to be considered not alone just open space and land preservation. And I am also going to speak, but not tonight, on 3'our moratorium. I want to think about that. Okay. But beliex'e me, a happy medium. When you use a happy medium, you use three thing~ in life-logic, common sense and reasoning. That is ail for now. I would like to say that one of the reasons that I moved out here is because at night when you look at the stars you cml actually see them. That is because we don't have streetlights. I would like to keep it that way so keep the lights the wa5~ they are, please. The other thing is I would like to commend the administration for doing all of the purchasing that the3: are doing where it comes to preset'lng land and presen-ing land from being developed by purchasing the development rights. It is tree that there are other things that we have to worry about but at the same time if we want to avoid our streets to become what the Southan~pton streets are, impossible to get through during the summer, we have to do something to limit the number of developers who wotfld come here, so this is a priority. I just have a question about this property. Was this property rezoned recently? Was it always R-807 SUPERVISOR HORTON: In 1999, it was rezoned from light industrial to residential 80. JOHN NICKLES, JR_: How much of it was, the whole thing? MELISSA SP]t~O: I believe that was a split parcel, there were three zones. It was LI, I think and also R-80. JOHN ROONEY: I basically think what we are talking about here is not just open space for us but for our children and our grandchildren. I think it is time.that people see that what the Town is beginning to do, it is not just for us to have a nice vista when we drive along but it is part of a whole national and worldwide realization that what has been going on in the environment cmmot go on. So the preservation of the aquifer is so extremely impo,tant for the future generations. So there is a lot here of real substance, it is not just prettiness although that is important, too.
