Regular Meeting Minutes
TOWN HALL ANNEX CONFERENCE ROOM
(Via ZOOM Webinar)
THURSDAY, JANUARY 25, 2024 at 3:00 PM
Attendees: Chairperson Ostroski, Commissioner Surchin, Commissioner Wexler, Commissioner
Woodhouse, and Commissioner de Conciliis.

Executive Session —3:00 PM
3:06 P.M. Motion was offered by Chairperson Ostroski, seconded by Commissioner Santana to
enter into Executive Session in order to receive Attorney Advice. Vote of the Commission: Ayes:
Commissioners Ostroski, Surchin, Santana, Woodhouse and de Conciliis. (This Resolution was duly
adopted (5-0).
3:30 P.M. Motion was offered by Chairperson Ostroski, seconded by Commissioner Santana to exit
Executive Session. Vote of the Commission: Ayes: Commissioners Ostroski, Surchin, Santana,
Woodhouse and de Conciliis. This Resolution was duly adopted (5-0).
Work Session: 3:30 P.M.
The Commission discussed Town Code Change and reviewed a final draft. Further discussion
included penalty fees for violations with a comparison as to how other municipalities issue fines for
violations.
A Motion was made to accept the final draft as is by Commissioner Ostroski and
seconded by Commissioner Surchin. AYES: Commissioners Ostroski, Surchin,Wexler,
Woodhouse and de Conciliis (5-0).
Pre submission Conferences: (30 Minutes allotted to each presentation)
3:53 P.M. -ASIP HOUSE— Richard B. Sachs—8255 Bridge Lane—for a Certificate of
Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark
property to construct alterations and additions to an existing single-family dwelling, including the
new fencing; located at 8255 Bridge Lane, Cutchogue, SCTM No. 1000-84-1-4.6.
• The applicant, Richard Sacks and his representative, Daniel Butler,Architect, appeared
before the Commission to describe the dwelling, accessory buildings. He presented photos,
and indicated that construction date of the structure is unknown.
• Mr. Butler indicated that the condition of the structures was dire and requested the

Commission's guidance in determining which of the four courses of action to undertake;
preservation, rehabilitation, restoration or reconstruction.
• The Commission agreed that there was little to save of the structures, "it was too late".
• It was recommended that if rebuilt, the design should maintain proportion, elevations and
relationship between the structures.
• The new design should recreate, where possible, the proportions of the existing house,
overall building height and fenestration on the building facades visible from the road.
• Additionally, it was suggested that moving the dwelling farther back from the road to meet
setback requirements, so to avoid any variance relief.
• Relating to history of the home, it was suggested that the applicant research the Southold
Town Assessor's property card and deed history at the County Center to see who had
owned and lived on the property from the time it was built.
• Dan Butler will return to the Commission with architectural plans.
4:29 P.M. -2440 VILLAGE LANE, LLC — MOLLY MCNAIRY(Peter Marren) -for a Certificate of
Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark
property to construct alterations and additions to an existing single-family dwelling, located at 2440
Village Lane, Orient, SCTM No. 1000-26-1-17.1.
• The applicant's representative, Peter Marren,Architect, appeared before the Commission for
the purpose of receiving feedback from the members relating to additions and alterations of
the subject dwelling.
• The improvements include a second story above the garage.
• It was determined that the proposed improvements will require variances for exceeding
Gross Floor Area and Sky Plane (pursuant to Section 280-207 and Section 280-208 of the
Town Code) among other area variances.
• The Commission commented that the improvements were out of scale, and requested that
the applicant reduce massing, by possibly lowering the roof height.
• The applicant will return to this Commission after a receiving a decision from the Zoning.
Board of Appeals.
4:49 P.M. -ANDREA SWITCH -for a Certificate of Appropriateness under Section 170-7(b) of the
Southold Town Code at a registered landmark property to replace roofing of an existing single-
family dwelling, located at 2500 Hobart Road, Southold, SCTM No. 1000-64-3-7.
• The applicant's representative, Ronald Gomez, appeared before the Commission to
describe roof replacement of the subject property.
• The Commission discussed suggestions and requested that the applicant submit
specifications to the them prior to the next meeting.
• The applicant proposes to install structural insulated panels on the roof which would
increase the overall thickness of the roof, and therefore, increase the dimension of the roof
eave fascia boards.
• It was requested the applicant submit specifications for the SIPs pane and a detail of the
roof assembly.
• The Commission made a motion to move this matter to a public hearing.

1 A Motion was made to set a public hearing for February 22, 2024 by Commissioner
Ostroski and seconded by Commissioner Wexler. AYES: Commissioners Ostroski,
Surchin, Wexler, Woodhouse and de Conciliis (5-0).
Regular Meeting Called to Order: 5:10 PM
Motion to open the regular meeting by Commissioner Ostroski, seconded by Commissioner
Woodhouse. AYES: Commissioner Ostroski, Surchin, Wexler, Woodhouse and de Conciliis.
(5-0). Motion approved.
Pledge of Allegiance:
Approval of Minutes: Motion to approve December 14, 2023 meeting minutes by
Commissioner Ostroski, seconded by Commissioner Surchin. AYES: Commissioner
Ostroski, Surchin, Wexler, Woodhouse and de Conciliis. (5-0). Motion approved.
PUBLIC HEARINGS: (0)
5:12 P.M. -William King (David Snowdon)—for a Certificate of Appropriateness under Section
170-7(b) of the Southold Town Code at a registered landmark property to construct alterations and
additions to an existing single-family dwelling, including the installation of roof mounted solar
panels; located at 225 Bay Lane, Orient, SCTM No. 1000-24-2-26.5.
• The applicant's representative, David Snowdon, designer, appeared before the Commission to
describe the proposed improvements as depicted in the plans presented. The applicant
described Hardie siding, raising foundation to comply with FEMA regulations which would
expose 18 inches of the foundation wall.
• Tim Frost, local resident, appeared to comment.
• In addition to the exposed new foundation wall being finished in stucco, the Hardie shingle
siding shall be extended down past the top of foundation to expose a maximum of 18" of the
foundation (the exposed height of foundation wall would otherwise be more).
• The commission also requested that the added handrail at the front entry stoop (now required
because the house is being raised up) match the detailing of the railing at the rear porch.
• The Commission agreed that the Site Plan and Architectural Plans prepared by David Snowdon-
Jones, signed and sealed by Nicholas J. Mazzaferro, LPE (14 Sheets), last revised January 18,
2024, meets the criteria for approval, subject to the condition that the 18-inch exposed
foundation wall be covered with stucco. An amended plan is forthcoming.
A motion was made to Close the Public Hearing by Commissioner Ostroski, seconded by
Commissioner Wexler. AYES: Commissioners Ostroski, Wexler, Surchin, de Conciliis,
and Woodhouse. (5-0). Motion approved.
A motion was made to approve a Certificate of Appropriateness to construct alterations
and additions to an existing single-family dwelling, including the installation of roof
mounted solar panels, subject to conditions aforementioned; by Commissioner Ostroski,

seconded by Commissioner Wexler. AYES: Commissioners Ostroski, Surchin, Wexler, de
Conciliis, and Woodhouse. (5-0). Motion approved.
Old Business:
1. Landmark Incentive— No new activity
2. Potential Awards or Request Historical Status, include individuals, non-profit organizations,
etc. Discussion of individuals in the community.
3. HPC Handbook. Revision is currently in process.
4. Shiloh Baptist Church — Prior Commissioner is still research funding. Discussion ensued on
possible grant applications. The Commission discussed making a requested for more
resources from the Town Board; such as a consultant to assist in grant writing/funding.
New Business:
1. The Commission discussed a possible new member to be invited to the next meeting.
2. The Chairperson read aloud a Resolution of Oyster Ponds Historical Society.
Meeting Adiourned: 6:02 P.M.
Motion to exit the public meeting was made by Commissioner Woodhouse, seconded by
Commissioner Ostroski. AYES: Ostroski, Surchin Wexler, Woodhouse and de Conciliis.
Motion approved. (5-0)
Next HPC work session and regular meeting, with Zoom access, scheduled for February
22, 2024 hearing scheduled in the Annex Building, Second Floor Conference Room.
