Motion carried 4/0. (Fred Lee absent from vote) Applications: MAGG PROPERTY SCTM #: Location: Acreage: Zoned: 1000-94-3-1.3 n/s Oregon Road, Mattituck 10.5 acres easement area A-C Presentation made by Jim GIover. Jim & Joanne Glover are interested parties as purchasers of the Magg property. Jim presented his plan/sketch to relocate his present wholesale perennial nursery to the Magg property, using the back acreage for his farming business. The house on a two-acre parcel, would remain with Magg. His future proposal would be to construct a 6,000 square foot barn behind the house within the easement area and located towards the front (southerly side) of the parcel. The middle portion of the property would be used for year round covered gardens, poly hoop greenhouses, and the back portion for open growing and seasonal Iow tunnel structures/cold frames. The structures he intends to put on the PDR would comprise approximately 12% lot coverage, and he does not anticipate exceeding 20% lot coverage. He is ready and willing to go to contract with Mr. Magg, but time is a factor, as other parties are also interested in purchasing the property. The members entered into EXECUTIVE SESSION. MOTION was made by Ray Blum, seconded by John Sepenoski, to present another offer to Magg, at the original purchase per acre cost, but eliminating the federal requirements. Motion carried 5/0. Melissa to negotiate amended purchase offer. GRIPPA PROPERTIES SCTM #: 1000-122-1-2.2 Acreage: +11.9 acres (easement area +9.5 acres) Location: 1100 County Route 48, Mattituck Zoned: R-40 EXECUTIVE SESSION Reviewed status of PDR offer/Grippa counter-offer and found acceptable. · HARBES PROPERTY SCTM #: 1000-112-1-7 Acreage: +31.0 acres Location: n/s Sound Avenue, Mattituck Zoned: A-C EXECUTIVE SESSION Appraisal reviewed by committee. MOTION made by Fred Lee, seconded by Eric Keil, to make purchase offer to Harbes for the development rights easement as presented. Melissa Spiro and John Sepenoski to negotiate purchase offer with Mr. Harbes. END OF EXECUTIVE SESSION MACARI PROPERTY SCTM #: Location: Acreage: Zoned: 1000-84-4-1 s/w corner of County Route 48 & Cox's Lane, Cutchogue 6 acres A-C SCTM #: Location: Acreage: Zoned: 1000-96-2-10 s/w corner of County Route 48 & Cox's Lane, Cutchogue 27 acres A-C Reviewed concept plan with Tim Caufield, Peconic Land Trust. He needs to meet with Town Planning Board at a work session for lot line modification, resulting in the formation of two fairly equally sized small farms (16 acres and 17 acres). Each farm parcel would have a reserved area. Cox Lane site would have a reserved area of approximately 4 acres and potential for further subdivision. Route 48 site would have a reserved area of approximately 3 acres and wrap around the existing house. An appraisal is needed. LPC to review whether or not structures allowed within the easement area and, if so, placement area for structures to be determined at time of negotiation. MOTION made by Ray Blum, seconded by John Sepenoski, to retain an appraiser for the purpose of obtaining a written appraisal on the Macari property for the purchase of development rights and scenic easement. Motion carried 5/0. · COSTELLO/CORAZZINI PROPERTY SCTM #: Location: Acreage: Zoned: 1000-52-4-4 n/s Albertson Lane, Greenport 12.7 acres (offering 10.7) R-80 Reviewed new PDR application and staff report (hand-out). The owner, Corazzini, is to be given a life estate by Costello, contract vendee. Applicant requesting set-off for existing house and barn, and another reserved area for possible future home in northwest corner. Wetlands, comprising 4.2 acres (as per the Town's unofficial wetland layer), would not be included in purchase. PDR area intended for possible use by grazing animals. LPC not necessarily in favor of reserved area. Concerns were raised by Margot Booth to number and kinds of grazing animals that could ultimately destroy the existing vegetation. Melissa to discuss the removal of the proposed reserved area with the contract vendee. M ILAZZO PROPERTY SCTM #: 1000-53-1-9 Location: Pipes Neck Road, Greenport Acreage: total 13 acres Zoned: R-80 Reviewed new open space application. Proposal to LPC is to reserve about 3 acres and offer remainder to Town. LPC authorized Randy Parsons to meet with Mr. Milazzo for further discussion and to report back to LPC. WESNOFSKE PROPERTY (add-on to a,qenda) SCTM #: 1000-69-4-8.1 Location: s/s Route 48, Southold Acreage: 8.2 acres Zoned: A-C Wesnofske made inquiry to the Land Preservation Department as he has a buyer interested in purchasing his property with development rights sold to the Town. The PDR would be on all but the existing house. If Town Board policy to include farmstands within PRD area, the committee would be in favor of including Wesnofske's existing farmstand within the easement. MOTION made by Ray Blum, seconded by Eric Keil, to retain an appraiser for the purpose of obtaining a written appraisal on the VVesnofske property, subject to a formal application by owner (or contract vendee) for the purchase of development rights and scenic and agricultural easement. Motion carried 5/0. General: · AG STRUCTURES ON PDR LAND Updates on discussion at Town Board work session held on Tuesday, February 24, 2004. Board seems firm on at least 20% lot coverage figure (3 Town Board members supported 20%, 1 Town Board member supported 50%, and 2 Town Board members supported NO restrictions) and will allow things like corn mazes on PDR lands. Nothing in writing yet. Town Board discussed temporary farm labor housing (trailer with permit) and farmstands within PDR also. · STATUS UPDATE Melissa's Status Update report was not handed out. Next Regular Meeting: The next regular meeting will be held on Tuesday, March 9, 2004, in the Town Hall Meeting Room at 7:00 p.m. (please note change in time and return to Tuesday evening) · Upcoming meeting will be scheduled for Tuesday, March 30, 2004, in conference room.
