A meeting of the Southold Town Conservation Advisory Council was held Monday, December
2003 at Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 6:00 PM.
CHAIRMAN'S ANNOUNCEMENTS
Chairman Don Wilder read a letter from the LI North Shore Heritage Area Planning Commission
and suggested we refer the letter to the Southold Historical Society.
Chairman Wilder announced that there has been no progress with the read-end project.

STIPULATION of the Wetland Permit application of BARBARA S. KELSEY & ELIZABETH
CORYDON-APICELLA to install a foundation under the existing residence. Excavation spoil will
be partially spread on site and the remainder to be removed to an approved site.
Located: 4000 Pecenic Bay Blvd., Laurel. SCTM#128-6-2
The CAC recommends Approval of the application with the Stipulation there is no change to the
bluff area and hay bales are placed down around the construction area.

Moved by Don Wilder, seconded by Tom Schlichtor, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
STIPULATIONS of the Wetland Permit application of JOHN MORSE to replace (within 18")
approx. 81 linear ft. of existing timber bulkhead with vinyl bulkhead and backfill with approx. 30
cy. of clean sand fill to be trucked in from an upland source. Replace existing one-story
dwelling with two-story dwelling and attached deck and porch; construct second-story addition,
shed and landing to existing one-story garage; and install a drainage system of drywells.

The CAC recommends Approval of the application with the following Stipulations:
1. The bulkhead should be replaced in-place only and with no treated
lumber.
2. Aiteretions to dwelling should ae within axisting footprint.
3. Slope all land away from James Creek.
4. Installation of roof drains and drywells installed on the landward side of
the dwelling.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
STIPULATION of the Wetland Permit application of DOROTHY FARNBACH to resheathe
approx. 103 linear ft. of existing timber bulkhead (indue ng return); backfill with apprex. 15 cy. of
dean sand robe trucked in from an upland source; and remove tree behind bulkhead.

The CAC recommends Approval of the application with the Stipulation there is a 15' non-turf

deck landward of the bulkhead

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
STIPULATION of the Wetland Permit application of CHRISTOPHER PlA to reconstruct in-
place, 937' of timber bulkhead utilizing vinyl sheathing, to reconstruct in-place, two 50' timber
groins utilizing vinyl sheathing, to reconstruct in-place, two timber jet[les (60' and 50') utilizing
vinyl sheathing, and to dredge an existing 55'X 115' boat basin to -4 ALW. The resultant spoil,
300 cy. of sand, shall be utilized as backfill for the reconstructed buIkheading as needed, and to
reconstruct in-kind/in-p~ace, 4,000 sq.ft, existing timber walks.
Located: 5900-6000 Vanston Rd., Cutchogue. SCTM#118-1-2
The CAC recommends Approval of the application with the Stipulation no treated wood is used
and a non-turf buffer is established below the bluff level.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
STIPULATION of the Wetland Permit application of PETER'S NEOK ASSOCIATION to
replace, in-kind, approx. 560 linear ft. of old and decayed wood bulkheadinc~ on both sides, on a
raised access road. Fill on each side of roadway to be removed, stored on site, then re-installed.
Located: Peter's Neck Rd.. Orient. SCTM#32-1-3
The CAC recommends Approval of the application with the Stipulation no treated wood is used.

win;dows and re-build bluff stairs.

first and partial second-story additions to the existing one-story residence and construct a 3.5
car garage at the easterly end of the property.

The CAC recommends Approval of the application with the Stipulation all excavation is moved
away from the water.

STIPULATIONS of the Wetland Permit application of MONTE REDMAN (AS CONTRACT
VENDEE) to construct 100' of bulkhead (with C-Loc Series 9000 vinyl sheathing) 15" face-to-
face in front of existing bulkhead.
Located: 4510 Peconic Bay Blvd., Laurel. SCTM#128-4--21
The CAC recommends Approval of the application with the Stipulation the bulkhead is replaced
in-place only, a 10' not,-turf buffer is installed behind the bulkhead, and there are no changes on
the bluff.

DISCUSSION AND RECOMMENDATION OF AMENDMENT TO PERMIT APPLICATIONS

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
STIPULATIONS of the Amendment Request of BARBARA A. BRUNJES to Amend Permit
#5194 to remove and reconstruct in same location 70' of existing bulkhead.
Located: 975 Arshamomaque Ave., Southold. SCTM#66-3-5
The CAC recommends Approval of the application with the Stipulation ne treated lumber is used
and a 10' nomturf buffer is established behind the buIkhead.

existing single-family dwelling.

The CAC did not make a recommendation because the project was unclear.
SANDRA & FRANK CURRAN to Amend Permit #4666 to install a 3'X 12' double-hinged ramp
and 5'X 12' Iow-prefile kayak float off existing fixed dock. (No pilings to be installed.)

The CAC did not make an inspection, [herefore no recommendation was made.

Tuesday, January 13, 2003 at 6:00 PM at Down's Farm Preserve,
There being no further business to come before the Council, the meeting was adjourned at 7:15
PM.
