Box t 179 Southold, New York 11971-0959 A meeting of the Southold Town Conservation Advisory Council was held Tuesday, January 13, 2004 at Down's Farm Preserve. Present Were: Don Wilder, Chairman Tom'Schlichter, Mere Der William Cook, Jr., Member Nicholas Dickerson, Junior Member Madeline Brisotti. Junior Member Peggy Dickerson, Trustee Lauren Standish, Secretary Absent~Vere: Melvyn Morris, Member William McDermott, Member CALL TO.ORDER Chairman Don Wilder called the meeting to order at 6:00 PM. CHAIRMAN'S ANNOUNCEMENTS None REPORTS Trustee Peggy Dickerson announced that the amendments to Chapters 97 & 32 have been completed and will be presented to the Town Board at their next meeting. 2 : · :,~APPROVAL OF MINUTES .:~:~Moved by Don Wdder, seconded by Tom Schlichter to Approve the IV ~nutes of December 8, 2003. The ,CAC (eco~mends the applicantsubmit a detailed plan of what the excavat on entails. he GAG recommends no pressure treated lumber on the new bu khead ,Vote of Coencil: Ayes: All Motion, Carried Moved by Tom Schlichter, seconded by William Cook, Jr. it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A CONDITION of the Wetland Permit application of ELENA & ANDREAS KARACOSTAS to renovate and add to the existing residence on first and second floors. Addition of an attached deck with small pool in side yard. Located: 21275 Soundview Ave.. Southold. SCTM#135-1-2 The CAC recommends Approval of the application with the Condition hay bales are placed down 'before construction and drywells are installed away from the bluff. Vote Of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Tom Schiichter, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A CONDITION of the Wetland Permit application of MATT-A-MAR MARINA, LLC to expand the existing boat storage building, relocate existing office, and replace sanitary system. Located: Wickham Ave., Mattituck. SCTM#114-3-1 The CAC recOmmends Approval of the application with the Condition drywells are installed and hay bales are placed down before construction. ,Vote of Council: Ayes: All Motion Carried MAGGIE-MEG REED & MICHAEL SCHUBERT to construct additions and renovations to the existin9 residence landward of the existing deck. Located: 815 Fire Rd., East Marion. SCTM#21-1-1.3 The CAC did not make an inspection, however the CAC recommends no further enoroachment toward the Sound or Coasta] Erosion Hazard line. Moved by Don Wilder, seconded by William Cook, Jr., it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH STIPULATIONS of the Wetland Permit application of MIRIAM MEYERS & GARY MANGUS to construct a house addition, an accessory garage, and repair the existing bulkhead. Located: 1295 Island View Lane, Green port. SCTM#57-2-16 The CAC recommends Approval of the application with the following Stipulations: a 10' non-turf buffer is installed landward of the bu khead no pressure treated wood is used on the bulkhead drywells are installed to contain the roof run-off. ¥ote of Council: Ayes: All Motion Carried Moved by Tom Schlichter, seconded by William Cook, Jr., it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Permit application of ANTHONY MACALUSO to construct a deck onto the existing dwelling. Located: 1900 Reydon Dr., Southold. SCTM#80-3-12 Vote of Council: Ayes: All Motion Carried Moved by William Cook, Jr., seconded by Don Wilder, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A CONDITION of the Wetland Permit application of CAROL & ANTHONY MITAROTONDO to remove and replace (in-place) approx. 94 linear ft. of existing timber bulkhead with vinyl bulkheading and backfill with approx. 25 cy. of clean sand fill to be trucked in from an approved upland source. Temporarily remove existing dock during construction and replace in same location and configuration. Located: 950 Little Peconic Bay Rd., Cutchogue. SCTM#111-14-15 The CAC recommends Approval of the application with the Condition a 10' non- turf buffer is installed landward of the bulkhead. Vote of Council: Ayes: All Motion Carried Moved by William Cook, Jr., seconded by Nicholas Dickerson, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the wetland Permit application of ELLEN RIEGER to remove and replace (in-place) approx. 50 linear ft. of existing timber bulkhead with vinyl bulkhead and backfill with approx. 20 cy. of clean sand fill to be trucked in from an approved upland source. Located: 4235 Carhp'Mineola Rd., Mattituck. SCTM#123-5-25 Vote ol= Council: Ayes: All Motion Carried DISCUSSION AND RECOMMENDATION OF AMENDMENTS TO PERMITS APPLICATIONS Moved by Don Wilder, seconded by Tom Schlichter, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Amendment application of GARBINERS BAY ESTATES HOMEOWNERS ASSOC. to Amend Permit #5003 to use dredged sand to fill 33'X 40' area with spoil and use dredged sand for beach nourishment on adjacent parcel owned by Thomas Aprea. Located: Gardiners Bay Estates channel/boat basin, East Marion. SCTM#37-4-7 Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by William Cook, Jr., it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A CONDITION of the Amendment application of FAYE REYNOLDS to Amend Permit #5338 to add to and include in the project the inkind/inplace replacement of an additional 142' of existing bulkhead. Located: 855 Old Salt Rd., Mattituck. SCTM#144-5-16 The CAC recommends Approval of the application with the Condition no pressure treated wood is used on the bulkhead. Vote of Council: Ayes: All Motion Carried ROLLA CAMPBELL to, Amend Permit #5201 to add 24 (+/-) If. of 4' wide fixed wood pile and timber pier extension and a 30 (+/-) If. X 4' wide wood fixed "L'. a boat-lift including associated braced support piling and relocate three braced tie-off pilings all waterward of the apparent high water line. Located: Private Rd., Fishers Island. SCTM#4-4-16 The CAC did not make an inspection, therefore no recommendation was made. Moved by Don Wilder, seconded by Tom Schlichter, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Amendment appl cat on ,of'JOHN:JOY tO Amend Permit #5762 to change the width of the 33' dock from 3' to 4'. Located: t330 Deep Hole Dr. Mattituck. SCTM#115-12-18 Vote of Council: Ayes: All Motion Carried The next meeting of the Conservation Advisory Council has been set for Monday, February 23. 2004 at 6:00 PM at Down's Farm Preserve.
