POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly
address the Town Board relating to agenda resolutions prior to their enactment; the public will
also be given time at the conclusion of the regularly scheduled business agenda to address the
Board on any given topic.

173. Establish rate of pay for Town Director of Human Services.
174. Authorize modification to the General Fund Whole Town 2003 budget for Programs for the
Aging, supplies/materials and equipment.
175. Amend resolution #153, adopted February 24, 2004, to authorize police officers to attend
Taser Instructor Training replacing PO Scott Latham with Det. Steven Harned.
176. Grant permission to Det. John Sinning to attend the Mid-Atlantic Great Lakes Organized
Crime Law Enforcement (MAGLOCLEN) Annual Business Meeting and Training
Conference April 5-9, 2004 in Cleveland, OH.

177. Accept the resignation of Sally Pankhurst, Assistant Cook with the Human Resource
Center.

Grant permission to Lt. Martin Flatley to attend the International Association of Chiefs of
Police training conference in conjunction with the Milford Massachusetts Police Department
entitled "Managing the New Breed: Generation X in Law Enforcement" April 19-20, 2004
in Milford, MA.
179. Authorize and direct the Town Clerk to advertise for bids for the removal and/or disposal of
construction and demolition debris from the Cutchogue Transfer Station.

Set 8:10 p.m., March 23, 2004, Southold Town Hall, as the time and place for a public
hearing for the purchase of the property of Vreeland and Wills, SCTM #1000-1-106-1-7,
1860 Ruth Road, Mattituck.
181 Authorize modification of the 2004 Solid Waste District Capital Budget to appropriate
revenue for a forklift.
182. Appoint Valerie Scopaz to the position of full-time position of Town Planning Director in
the Planning Department.

Set 8:00 p.m., March 23, 2004, Southold Town Hall, as the time and place for a public
hearing for the purchase of development rights easement on agricultural lands of Sepenoski,
Jr. and others, SCTM #1000-69-1-6, 37025 County Route 48, Southold.
184. Set the fee for the Domestic Partnership Certificate at $20 and the fee for the Termination
Statement at $20, additional certified copies at $10 each.
185. Promote Theresa VanEtten to the position of Senior Citizens Center Manager in the Human
Resource Center.
186. Authorize and direct the Town Clerk to advertise for bids to supply the Highway
Department with Type 6 Asphalt.

Grant permission to Damon Rallis, Patricia Conklin, Bob Fisher and Michael Verity of the
Building Department to attend a Fire Protection Training Seminar on March 24, 2004 in
Lindenhurst.

Act in the role of Lead Agency, pursuant to SEQRA, and determine that the acquisition of a
street sweeper and payloader for the Highway Department is a Type II Action requiring no
further review.

Authorize modification to the 2003 Fishers Island Ferry District budget for various claims
and expenses.
Authorize modification to the 2003 Fishers Island Ferry District budget for dock repairs.
Authorize modification to the 2003 Fishers Island Ferry District budget for insurance.
Authorize modification to the General Fund Whole Town 2003 budget to appropriate funds
from the NYS Department of State grant for the eelgrass culture facility project.
Authorize modification to the 2004 Solid Waste District budget for maintenance and repairs.
Accept the bid of United Services Group, Inc. for supplying the Solid Waste District with a
new Gas Powered Forklift Truck.
Authorize modification to the General Fund Whole Town 2003 Budget to appropriate
donated funds for the SEQRA review for the proposed Animal Shelter.
Authorize modification to the General Fund Whole Town 2003 Budget to cover over-
expended appropriation lines.

203. Agree to finance $30,000 (cash and in-kind contribution) of the Orient Causeway Feasibility
Project, #SB-2003-ny-500399.

Set 8:15 p.m., March 23, 2004, Southold Town Hall, as the time and place for a public
hearing on a Local Law to set the Park and Playground fee for Conservation Subdivisions as
defined under the Subdivision Moratorium at $2,500.

Agree to a two-month extension, to April 30, 2004, of the existing agreement between the
Village of Greenport and the Town of Southold, pursuant to which the Greenport Fire
Department provides emergency services to the East-West Fire Protection District.

Request Suffolk County District Attorney Thomas Spota to designate Assistant Town
Attorney, Kieran M. Corcoran, as Special Assistant District Attorney, for the purpose of
prosecuting violators of the Codes of the Town of Southold.
207. Grant permission to Christina M. Loria to serve an internship in the Southold Town Justice
Court.

Authorize and approve Town Attorney Patricia A. Finnegan to attend a CLE seminar,
"Public Sector Employment Law in New York State: A Primer", April 29, 2004 in
Hauppauge.

Grant permission to Det. Sgt. John Sinning and Det. Steven Harned to attend the CTS
Associates course "Identity Theft - Understanding and Investigation" March 25, 2004 in
Hicksville.
210. Determine that the proposed "A Local Law in relation to Determination of Site Plan
Requirement" is a Type II Action pursuant to SEQRA and is not subject to review.
211 Accept the bid of Southold Marine Center for the purchase of two Honda 200hp four
stroke outboard motors for the Police Dep't. Marine Division.

Authorize the Town Attorney to intervene in the Matter of the Application of the
Successor Trustee of the Will of Patricia Toner Troxel for an interpretation and
construction of the provisions of said will.
213. Grant permission to the Southold Village Merchants to use town roads for their "Home
Town Parade" on July 4, 2004.
214. Approve the request of applicants Ralph and Patricia Pugliese to substitute a Certificate of
Deposit in lieu of a performance bond or letter of credit relating to their minor subdivision.

Revoke the Disposal Permit of Shaun Bumble, pursuant to Section 48-7 of the Southold
Town Code.
Revoke the Disposal Permit of John Rutkowski, pursuant to Section 48-7 of the Southold
Town Code.
Authorize the Town Attorney to commence legal action against The Estate of Grace R.
Edson and Lewis Edson, a/k/a Lefferts P. Edson, to enforce provisions in the Town Code.
Engage the services of Lisa Kombrink, Esq. to redraft Chapter 106 (Subdivision of Land)
of the Southold Town Code.
Retain Mary C. Wilson, Esq. as hearing officer in the disciplinary charges brought against a
town employee.
Enact "A Local Law in Relation to No Parking on Hummel Avenue, Southold, New York".
Enact "A Local Law in Relation to Determination of Site Plan Requirement".
