SCTM# 1000-24-2-26.5 Owner: William King RESOLUTION: WHEREAS, 225 Bay Lane, Orient,NY, is on the Town of Southold Registry of Historic Landmarks; and WHEREAS, as set forth in Section 56-7 (b) of the Town Law(Landmarks Preservation Code) of the Town of Southold, all proposals for material change/alteration must be reviewed and granted a Certificate of Appropriateness by the Southold Town - Historic Preservation Commission prior to the issuance of a Building Permit; and WHEREAS, on October 25, 2023, the applicant's representative, David Dafydd Snowdon- Jones, representative, submitted a proposal to construct additions and alterations to a single family dwelling and install roof mounted solar panels, upon residential property listed on the Town of Southold Registry of Historic Landmarks; and WHEREAS, a Site Plan and Architectural Plans indicating proposed improvements, were prepared by David Snowdon-Jones, and signed and sealed by Nicholas J. Mazzaferro, LPE, last revised January 18, 2024; and WHEREAS, the applicant and the applicant's representative came before the Commission on _January 25, 2024, at a public hearing in order to review the proposed improvements to the single family dwelling, including the roof mounted solar panels; and WHEREAS, the applicant shall submit to the Commissioners photographs of the finished improvements upon completion; and Certificate of Appropriateness#01.25.2024.1 HPC,Wm King,225 Bay Lane, SCTM No. 1000-24-2-26.5 WHEREAS, the Commissioners may conduct a site inspection of subject premises once improvements are completed. NOW THEREFORE BE IT RESOLVED,that the Southold Town Historic Preservation Commission determines that Site Plan and Architectural Plans prepared by David Snowdon-Jones, signed and sealed by Nicholas J. Mazzaferro, LPE (14 Sheets), last revised January 26, 2024, meets the criteria for approval under Section 170- 8(A) of the Southold Town Code; and BE IT FURTHER RESOLVED,that the Commission approves the issuance of a Certificate of Appropriateness, subject to approvals by all involved agencies; and BE IT FURTHER RESOLVED,that any deviation from the approved plans referenced above may require further review from the Commission. The building was originally built as a practice "studio"for the Orient Cornet Band, by the band members,Amy Folk does not have a date, but it was after 1873. It had a distinctive two roofs (side by side)top. It was sold in 1892 to Edward F Dewey who used it as a tobacco and candy store. Dewey ran it until the late 1930s. In 1.939 it was remodeled to become a one family cottage. 2. The home is situated within the Historic District of Orient Village.The North East of the home is visible from the public right of way—Village Lane. Bay Ave is Private, only other residents with a right of way have access. 3. 1 think this is very clear:The Southold Town Code, Chapter 170-6,A.,states that"no person shall carry out...the demolition or removal..." or"the alteration of the facade of landmarks designated as historic...without first obtaining a certificate of appropriateness specifically permitting such activity"from the Town of Southold Landmarks Preservation Commission. For the purposes of Commission consideration, 'the fagade'shall include such portion of the exterior of a structure as is open to view from a public street. 4. 1 have designed the 2"d story reverse gable extension as a continuation of the look and feel of the home.The extension would be over the existing porch at the rear of the home therefore not expanding the footprint. We propose to replace the existing cedar shingle with treated cedar - 8 , 01 ie 2023 SNOVVDoN shingle, replace the existing asphalt roofing with treated Western Red Cedar. HPC Approved Hardie Board Trim and Andersen A-Series windows in keeping with surrounding historic homes. 5. Aside from following the guidelines in chapter 170; preserving not only the look and feel of an antique home but valuing its importance and place in the historic district. I live and walk through this district daily. It was one of the reasons my wife and I chose to live here.The idea is a simple one,as neighbors and visitors to the area walk by the home,the proposed 2"d floor extension on the rear will look like it belongs in the district.The siding,windows and trim will match the existing house. 6. Images of the neighboring houses attached. 7. In terms of scale,the proposed rear addition allows for a tub to replace a very small shower, increase the existing size of the bedrooms/closets. After the addition, it will still be one of the smaller,homes of this period in the area and especially similar period neighboring homes to the Fast and West of the house. 8. The existing home is 728Sf 9. The updated total would be 918SF,Adding 190Sf 10.The height of the existing home is 277' 11.The height of the proposed rear addition over the existing porch is the same as the existing roof height. 12. 1 would be using Andersen A-Series Double Hung windows & Doors to replace the existing assortment of windows and doors.Siding would be Maibec Nantucket"A" Cedar Shingles Stain light gray H2B0,Trim would be prefinished white Hardie-Plank Select Cedarmill by James Hardie.To match exactly with the existing siding and trim.
