A meeting of the Southold Town Conservation Advisory Council was held Wed., January
10, 2024 in the Town Hall Conference Room and via Zoom.

CALL TO ORDER
John Stein called the meeting to order at 4:30pm.

NEW BUSINESS
Moved by Carol Brown, seconded by Maggie Merril to appoint Caroline Burghardt as
Chairperson to the Conservation Advisory Council. Ayes: All - Motion Carried
The CAC will consider the appointment of a vice-chairperson at the next monthly meeting.
Carol Brown will draft a letter to the Town Board requesting support for the appointment of
students interns to the CAC.

CLIMATE SMART COMMUNITIES
Joshua Klainberg and Ella Nielsen, along with 2 interns, joined the CAC as guest
speakers and presented a power point on Climate Smart Communities and NYLCVEF
goals and objectives. Southold Town is a registered community and made a commitment
by taking the pledge. We are now on our way to achieving Bronze certification. April 5th is
the next deadline with July 5th being the last for 2024. The PDF slide deck and survey will
be e-mailed to the CAC members as they continue to achieve Bronze certification. Joshua
and Ella suggested the members refer to the Town of East Hampton's application on the
NYSDEC website.
John Stein agreed to e-mail all movement with his progress in working with Andrew
Manitt, and his involvement in CSC, to Carol Brown as the co-chair of the task force and
to Brian Mealy, as the Town Board liaison.
APPROVAL OF MINUTES
Moved by Maggie Merrill, seconded by Carol Brown to Approve the Minutes of December
6, 2023.
RECOMMENDATIONS —WETLAND PERMIT & COASTAL EROSION PERMIT
APPLICATIONS
Moved by Carol Brown, seconded by Maggie Merrill, it was
RESOLVED to NOT SUPPORT the application of ALBERT J. BRENEISEN & HELEN E.
BRENEISEN for the existing 3'X 28' catwalk, 2.5'X 11' ramp and 6'X 40' float. Existing
brick patio 35 sf. landward of bulkhead with 4' wide brick steps; existing brick patio around
pool 45'X 50' and existing pool fence. Existing two-story house with 5'X 20' deck and
stairs, 9'X 10' deck and stairs with balcony above and cellar entrance seaward of deck,
gravel driveway from attached garage to Dawn Drive, and covered equipment on west
side of house.

The CAC does Not Support the application as applied for. There is a concern with the
location of the house and the pool being too close to the water. The CAC recommends
gutters, leaders and drywells for the pool and the house, an I/A septic system and a 15'
non-turf vegetated buffer planted with native vegetation.

Moved by Carol Brown, seconded by Maggie Merrill, it was
RESOLVED to SUPPORT the application of URSULA VAVAS to remove and replace, in-
place functional wood groin and bulkhead with return plus beach stairs. Groin replacement
beginning at MLW and extending landward to proposed terminal end approx. 50' in length.
Elevation of new groin to be no more than 18" above grade on north side. Groin to
include 6' vinyl C-loc sheathing with 10" piles, 10' in length with 10" batter piles on north
side. Terminal seaward end to include 4 10" pilings. Bulkhead with associated 17' return in
place replacement at existing height to include 10" piles 6".on center, three 6"X6" timber
whalers, one inch tie rods leading to horizontal lay-logs with vertical deadman, with a
fiberglass cap. Existing stair to beach to be removed during construction then placed back
as same location post construction. Project includes a 10' non-turf buffer along entire
length of bulkhead.

The CAC Supports the application with a non-turf, unfertilized buffer and retractable stairs
parallel to the shoreline at the base of the beach stairs.

Moved by Carol Brown, seconded by Maggie Merrill, it was
RESOLVED to NOT SUPPORT the application of AMY ORR to install a sanitary system
and construct a dwelling with front porch. The proposed dwelling with front porch totals
1,534.5 sf. Single-family home to be built on upper bank of the property. Existing shed will
be moved to the southwest corner. The new house with porch will be set back 25' from the
top of bank and over 150' from the MHTL.

The CAC does Not Support the application due to the current and future conditions of sea
level rise in this area, and the proposed structures are located 25' from the top of the bluff,
which is out of compliance with Ch. 275.

Moved by Carol Brown, seconded by John Stein, it was
RESOLVED to SUPPORT the application of DANIEL T. & JUSTINE T. SWEENEY to
construct an "L" shaped fixed timber dock (with water and electricity), consisting of a 4'X
89' fixed timber catwalk (constructed with open-grate decking) and a 4'X 16' terminal
platform (with ladders).

Moved by Maggie Merrill, seconded by John Stein, it was
RESOLVED to SUPPORT the application of CHARLES & LYNN HILL to replace existing
bulkhead, float and ramp to the exact same dimension using new approved building
materials and construction applications. Existing 15'X 61' long gravel (buffer zone) and the
existing 8"X1 2"X3" pavers bordering the turf and gravel buffer will be stockpiled towards
the middle of the lawn area.

in addition to the gravel.

Moved by Maggie Merrill, seconded by Shannon Wright, it was
RESOLVED to NOT SUPPORT the application of WALTER GLESS to construct an
addition to the single-family residence, rebuild and add to deck and construct new
screened porch. Install new I/A septic system, gutters, leaders and drywells, and a 10'
vegetated non-turf buffer seaward of the wetland boundary.

The CAC does Not Support the application because the proposed project is within the
flood zone and out of compliance with-Ch. 275.

Moved by Maggie Merrill, seconded by Shannon Wright, it was
RESOLVED to NOT SUPPORT the application of PABLO LEON to construct a 4'X 60'
timber stairway with associated landings and access steps to provide pedestrian access
down bluff to beach.
Located: 1400 Salt Marsh Lane, Peconic. SCTM#68-3-2

The CAC does Not Support the application as submitted. The stairway should have
retractable stairs parallel to the shoreline at the base, and there are no erosion control
measures in place.

Moved by Maggie Merrill, seconded by John Stein, it was
RESOLVED to SUPPORT the application of BARBARA & JOSEPH ISABELLA to
remove and replace (in-place) approx. 82 If. of existing timber bulkhead and +/-15'
southerly return; backfill with approx. 15 cy. clean sand to be trucked in from an approved
upland source; remove one Oak tree and one Black Cherry tree located behind bulkhead
and plant one Oak tree farther landward; and maintain existing 10' wide non-turf buffer
adjacent to bulkhead.

The CAC Supports the application with a 15' non-turf buffer planted with native vegetation,
and the trees to be removed are replaced with new trees of the same diameter and
species, 2 trees for every 1 tree removed, and outlined in the Comprehensive Plan.

Motion Carried
Carol Brown will attend the Board of Trustees meeting scheduled for Wed. January 17,
2024.
The next meeting of the Conservation Advisory Council is tentatively scheduled for
February 7, 2024 at 4:30PM in the Conference Room.
There being no further business to come before the Council, the meeting was adjourned
at 6:30 PM.
