Minutes
Present were: Dick Ryan, Ray Huntington, Fred Lee, Ray Blum, Bill Edwards, Reed Jarvis and Melissa Spiro.
Work Session:
New Applications/Inquiries
· Dowd (56-1-5.1) Application requires further information and Coordinator Melissa Spiro will pursue.
Pending Applications
The Coordinator's report of General Status (6 pp. 9/17/01) was discussed. The discussion included:
· 19-1-1.2 (Cullinane) Referred to Executive Session.
· 44-4-5 & 45-1-9 (Levin) Planning Board approved lot line change and sale should close in October.
· 56-4-16 (Aurichio) Town Attorney will send letter to landowners attorney requesting steps to resolve
driveway/mowed-area encroachment problem
· 106-6-14 (McGunnigle) Driveway encroachment problem appears near resolution by contract of sale
between the two parties.
· 115-2-9.1 (B. Sidor) Ray Huntington reported that our offer was well received and that we should hear of
Mr. Sidor's decision concerning the sale of his development rights by the end of September.
Other business
· Fishers Island visit of 9/5/01: Melissa, Dick Ryan, Brian Murphy and Tim Caufield met with representatives
of several Fishers Island organizations and reviewed ideas for various parcels. For most situations on
Fishers Island the conservation easement appears to be the most suitable instrument. The LPC decided to
have the Peconic Land Trust facilitate conservation easement preservation efforts directed by the
Coordinator.
· Community Preservation Fund Plan/Map Third Year Update: It was agreed that the update is to be inclusive
and to add certain parcels not now in the CPF plan. The added properties are certain parcels currently under
LPC review, certain Ag-inventory parcels and certain parcels coded as agriculture by the assessors.
· Land Management: It was agreed that the Coordinator will contract to have the Town property adjacent to
the Custer Institute mowed and also address longer term management plans. The LPC will assist as the
coordinator requests. The Coordinator will accept a no cost offer made by Peconic Land Trust (Americorp)
to improve trails. Direction as to the nature of the trail improvements on the former Neuer-Sutermeister
parcel is to be provided by the Coordinator.
· Outreach: The cost of land and the effect of rumors and misinformation was discussed. It was agreed to put
a ;;marketing plan" brainstorming session on a near-future agenda.
· Pipes Cove/Creek area: This creek/marsh/upland area of about 70 or more acres was discussed. It was
agreed that the Coordinator would review The Nature Conservancy's potential role in Pipes Cove
preservation efforts and seek the Town Board's view on the matter.
Executive Session
· 19-1-1.2 (Cullinane) Resulted in an action item for the Coordinator.
Next Meeting: Tuesday, October 2, 2001 at 7:30 P.M.
The minutes of the 9/4/01 meeting were accepted. There being no further business to be discussed, the meeting
was adjourned at 10:30 P.M.
