TUESDAY, AUGUST 26, 2003 AT 7:30 P.M.
MINUTES
Present were: Ray Blum, Ray Huntington, John Sepenoski, Bill Edwards, as well
as Melissa Spiro, Tim Caufield and Tom Wickham.
Previous minutes (8/5/03) were distributed but not acted upon.
Forestbrook/Bayview Overlook: Mark Terry (Planning) described a proposal
John Hurtado discussed with him. The LPC was asked to consider a combination
of two parcels: (079-2-7, "Forestbrook," Tony Hurtado) and (079-5-13,
"Bayview Overlook," John Hurtado with the package being brought to the Town
by John Hurtado. Since this arrangement appears not to add any further combined
potential development and offers potential for ecological conservation, and an
interesting potential trail, the Committee approved the ordering of an appraisal of
79-5-20.13 as soon as the Coordinator was in a position to specify details to the
appraiser.
Peconic Land Trust
Tim Caufield reported current status of:
· "Grace's Place" Federal Farm Workers two lots (74-4-4.9) on CR 48.
Agreement reached within the negotiating limits
· Moffat (55-2-10 & 55-3-6.1) will likely make application on
approximately 60 acres reserving some acreage along Long Creek.
PLT will ask Moffat to fill out an application. Coordinator to bring to
LPC when application is received.
· Diamond Lane acquisition was supported by donors and closed to PLT.

Appraisal provided 8/26/03.

SCTM #1000-122-2-2.2 & 2.3 (Grippa): Appraisal provided 8/19/03. this parcel
and the foregoing parcel have significant commonality and it was decided to
address both parcels at our next meeting to determine any offer(s).
Executive Session (Confidential Negotiations):
SCTM #1000-84-1-8 (Dubner North & South): Reviewed status of offer and 5
points of contract language and policy:
(Booth): Reviewed Dr. Booth's questions on Contract #2.
There being only four members of the Committee present, further consideration of
these policy matters is anticipated at the 9/2/03 meeting.
General Business:
Ray Huntington sought LPC feedback on the DGEIS of 7/25/03 to the Town
Board and on the formation of a group to further study land preservation funding.
Tom Wickham reported that he wanted to propose staffing for the "Financial
Working Group" (discussed in the Funding Projection of 5/15/03) to the Town
Board as follows:
· Tom McAdam (formerly worked on capital budgets in the Suffolk County
Executive' s Office)
· Melissa Spiro (LPC)
· John Cushman (Comptroller)
· Pat Finnegan (Assistant Town Attorney)
· Bill Edwards (LPC)
· Ray Huntington (LPC)
Tom Wickham also asked Bill Edwards to draft a mission statement for the group
and have it ready by 8/29/03.
Coordinator's Report:
SCTM #1000-113-13-1.2 (NJ Management): The applicant suspected an alleged
comparable in the area at $32k per acre for PDR by NYS. The coordinator
advised the applicant that the smaller Weiss parcel on Oregon Road that Suffolk
County closed at just below $28k/acre, could be the possible comparable.
The Coordinator provided copies of the 8/26/03 status spreadsheet.
