TUESDAY~ JULY 1~ 2003 (~ 7:30 P.M.
MINUTES
Present were: Ray Blum, John Sepenoski, Bill Edwards, Fred Lee, Melissa Spiro
and Tom Wickham.
Ray Blum spoke to to the Committee about the DGEIS and asked if the
Committee should make any comments to the Town Board. The public hearing is
still open and once it is closed there will be 10 days for the public to make written
comments.
Melissa Spiro and John Sepenoski have sent out letters to the people in the Ag
District and they have had some responses.
Lomangino - 122-7-8.6. This property is located behind McDonalds in
Mattituck. The total parcel is 54 acres. Approximately 25 acres are being offered
for preservation. A larger portion of this property was used as a Xmas tree farm.
The Nature Conservancy owns the adjoining 21.4 acre piece to the south. A
motion was made by Ray Blum and seconded by Fred Lee to have an appraisal
done on this for the preservation of farmland and open space. All were in favor.
Grippa - 122-1-2.2 & 2.3 - It is located across from "Strawberry Fields" and the
Adamowicz parcels. They are offering 11.5 acres for preservation. A motion was
made by Ray Blum and seconded by Fred Lee to have an appraisal done on this
for the preservation of farmland and open space. All were in favor.
Norman Keil - 113-13-1.2 - It is just north of"Strawberry Fields". A motion
was made by Ray Blum and seconded by John Sep to have an appraisal done on
this in accordance with the instructions of the application. All were in favor.
Dubner - 84-1-8 - he has accepted this offer on the south piece and is now
offering the north piece, which is approximately 23 acres. It is currently being
used as an active nursery. A motion was made by Ray Blum and seconded by
John Sepenoski to have an appraisal done on this for the preservation of farmland
and open space. All were in favor.
C & D Realty - 113-4-1 - Melissa will contact Emerson of the Cornell
Cooperative Extension to see if and what could be done for storm water control.
Cassid¥ - Tim Caufield was told to proceed with this. The offer was made by
Tim.
Duff¥ - 63-2-6 - this parcel is located between Youngs and Boisseau Avenues in
Southold. It is approximately 7 acres. A motion was made by Bill Edwards and
seconded by John Sepenoski to make an offer on this. Ray Blum was opposed.
All others were in favor. A majority of the Committee is needed to pass a motion.
Since this was not a majority, the motion was not passed.
Jim McMahon submitted a proposal for the Zazecki parcel (Custer Institute) for
the installation of an irrigation well, water tank and support building for
approximately $15,000.00. The funding of this project would come from the
Community Preservation Fund for stewardship.
Melissa said that Meredith Vineyards is asking the Committee for approval to put
up an 8' x12' shed. Melissa will check with the owner as to where it is to be
located.
Bill Edwards reviewed the financial report with the Committee. Melissa will
speak to the Town Board about putting a $4,000,000 bond as a referendum on the
November ballot. Bill Edwards suggested forming a study group for future
bonding against the CPF funds.
With no further business to be conducted, the meeting was adjourned at 10:15
