TUESDAY, NOVEMBER 27, 2001
MINUTES
Present were: Dick Ryan, Ray Blum, Fred Lee, Reed Jarvis, Martin Sidor, Bill Edwards
and Melissa Spiro. Tim Caufield (PLT) was present for part of the meeting.
Land Preservation Applications:
Cullinane (19-1-1.2)
This was discussed in executive session since it is a contract under negotiation.
Discussion to be continued at next meeting.
Dowd (56-1-5.1)
New application on approx. 7 acre parcel. Parcel is adjacent to Town owned open space.
Owner wants to hold out approx. 1.3 acres from acquisition. LPC is looking at this
project as a combination of development rights purchase, conservation easement
purchase and perhaps small area of fee title purchase. LPC decided to proceed with
application and authorized appraisal.
LaColla property (56-4-10 &24)
New application on approx. 28 acres. Application for fee title acquisition. Parcels are in
vicinity of other preserved parcels. Majority of property contains pond an wetlands.
LPC decided to proceed with application and authorized appraisal.
Schreiber (95-1-4)
This was discussed in executive session since it is a contract under negotiation.
Starkie (96-3-2)
It was noted that his dev. Rights acquisition closed 11/14/01.
Rutkoski (108-2-3 & 115-2-10)
The appraisal for this application was discussed in executive session. The discussion will
be continued at the next meeting.
Adamowicz (121-5-40.1)
County to pay for updated appraisal of property for potential County/Town purchase.
Appraisal was done by Town a few years ago. Authorization needed for County to
proceed with updated appraisal. LPC authorized County to proceed with appraisal.
General Land Preservation Items
· County funding: The LPC discussed availability of County funding. The
Committee wants to make sure that County money is used to purchase dev. Rights
within Southold Town.
· Tim Caufield discussed installment sales and the leasing of development rights.
· LPC decided to schedule separate meetings to discuss outreach. Melissa to
schedule meeting.
· Melissa passed out preservation statistics and financial information.
The minutes dated October 30, 2001 were adopted.
The next meeting of the Land Preservation Committee was scheduled for Tuesday,
December 11, 2001 at 7:30 p.m. Pat Given and Michael Given will be invited to attend
executive session to discuss some of the pending appraisals.
With no further business to be discussed, the meeting was adjourned at 10:00 p.m.
