TUESDAY, OCTOBER 30, 2001 AT 7:30 P.M.
MINUTES
Present were: Dick Ryan, Ray Blum, Bill Edwards, Ray Huntington, Martin Sidor, Fred
Lee, Reed Jarvis, Melissa Spiro, Tim Caufield and Maureen Cullinane.
Melissa showed the Committee a copy ofMaureen Cullinane's survey. She put in her
application to the Committee in January 2000. It went on hold while she did a
subdivision. We have gotten an updated appraisal. She plans to start a nursery and build
a barn to house an office and a shipping operation. Since her plans are not definite, the
Committee is awaiting her decision on this.
Letteri - 31-5-1.2 - Melissa and Tim Caufield met with Jim Burke from the County to
discuss this. This purchase will be 50/50 between the Town and the County. A public
hearing will be held on Thursday, 11/8/01. The Peconic Land Trust will be purchasing it
from Letteri and the Town and County will purchase it from the Peconic Land Trust. The
PLT plans to close on it sometime between November 15th and November 26th. There
could be a simultaneous closing with the PLT and the Town.
Fishers Island - Dick Ryan, Melissa Spiro and Tim Caufield took a boat ride to Fishers
Island. There are a few hundred lots that could be preserved. The PLT will work on this
on behalf of the Town. They would like to preserve more land in the watershed area.
Tim Caufield said there is a possible private easement with Dr. Benjamin in Section II of
Hillcrest Estates. The PLT is doing outreach with him.
At 8:50 p.m. the Committee went into Executive Session to discuss the Cullinane
property. Ray Huntington made a motion to instruct Mrs. Cullinane that the proposed
farm buildings on the southeast corner of the property is acceptable. This motion was
seconded by Reed Jarvis and all were in favor. The Committee decided to re-visit this
Property.
Dowd - 56-1-5.1 - Melissa received an application from Ted Dowd. This property is
located next to Ernst/Sutermeister. It is a 7.3 acre lot. He proposes to sell the
development rights on 6 acres and reserve the balance of approximately 1.3 acres to build
a family house and barn. Some of the 6 acres is nursery stock and the rest is woodland.
Melissa will speak to him about moving the proposed house lot. If he is willing to move
it, she will order an appraisal.
Schreiber - 95-1-4 - He has agreed on the offer price. The Town Attorney will get the
contract out.
Starkie - 96-3-1 - He spoke to Melissa and wants to close before his subdivision is done.
The contract is out - will close by end of year.
Barney Sidor - 115-2-9.1 - This is moving along. Public hearing was held on 10/23/01.
Survey has been ordered.
Henry Rutkoski - 115-2-10 & 108-2-3 - The Committee received an application on this
property. Melissa will order an appraisal. Ray Huntington will be in touch.
Elak - 115-8-3.1 - Melissa spoke with John Jr. He told her that they put in an application
with the County. However, the County is out of money right now. Melissa will follow
through with the Elaks.
Sullivan/Moenius - 122-2-8.1 & 24 - Ray Blum made an offer to her and there really
wasn't any reaction. She asked if that was a firm price and Ray told her that it could go a
little higher. She will contact the surveyor and have a survey drawn.
The next meeting of the Land Preservation Committee is scheduled for Tuesday,
November 27, 2001 at 7:30 p.m.
