HomeMy WebLinkAboutLP-01/23/2003LAND PRESERVATION COMMITTEE MEETING THURSDAY, JANUARY 23, 2003 AT 7:30 P.M. MINUTES Present were: Ray Blum, Ray Huntington, John Sepenoski, Eric Keil, Bill Edwards, Fred Lee, Reed Jarvis, Melissa Spiro, tom Wickham, Jim McMahon, Tim Caufield and Greg Yakaboski. Jim McMahon discussed the stewardship projects for 2003 with the Committee. Dam Pond - this was a 21.64 acre parcel on the north side of Route 25 between the hamlets of East Marion and Orient. This was purchased between the County and the Town. An additional 14.3 acre parcel was purchased from the Peconic Land Trust increasing the Dam Pond Maritime Reserve to a total of 35.9 acres. At sometime the Committee will have to approve the concept of the management plan and the money being spent. Jim gave the Committee a copy of the tasks to be completed and an estimate of their costs. Jim also gave the Committee a checklist for the driveway and parking lot at Dam Pond at a cost of $3,500.00 (Gary Tabor). The Committee agreed to this and Ray Blum signed the checklist, as chairman of the Committee. Jim is looking for comments from the Committee as to management plans. Greg Yakaboski spoke to the Committee about agricultural structures on Town owned land. The Town Board is looking for some guidance from the Committee as to the parameters regarding structures on Town owned land. Tom Wickham suggested that a few members of the Committee work on these guidelines. Reed Jarvis, Eric Keil, Fred Lee, Melissa Spiro and Tim Caufield will be the sub- committee working on this. Tim suggested the following possible guidelines: 1. Purpose; 2. Uses; 3. Prohibited uses; 4. Permitted uses; 5. Monitoring enforcement. The sub-committee will set up a meeting for Wednesday afternoon, January 29, 2003. Greg spoke to the Committee about appraisals. He said that appraisals do not come under a foil request. The Committee felt that if questioned by the landowner about the offer, the comps could be shown or used. Also, that the Peconic Land Trust and any other agency representing the Town should be able to use these comps. Booth - 51-2-8 - Melissa will proceed with this. She spoke to Mr. Booth, he will be adding one acre to his reserved area. Elak - 115-8-3.3 - Melissa and Tim had a few meetings with the Elaks re: the reserved area (4ac). Rowehl - 100-2-6.1 - an appraisal is being done. He is starting with two 5 acre lots and will will end up with an additional 5 acres and he will have two 2 lA acre lots. Dowd - 56-1-5.1 - the offer has been made. Mr. Dowd would like us to buy the xmas trees. He could do a bargain sale on the trees. John Sepenoski will count the trees. Melissa received a call from Sandy Scott. She wants to sell development rights on an additional 10 acres. A motion was made by Eric Keil and seconded by John Sepenoski to have an appraisal on this for the purpose of extending the preserved area. All were in favor. Aliano/McBride - 83-2-17.1 & 83-2-16 - Tim met with Nick Aliano Sr and Nick Jr. and made the offer. They were not happy with the offer but they told Tim that they were still interested. They are planning to get their own appraisal. They do not want to sell the farmland to the McBrides at this time. Eric Keil will contact the Schmitts to see if they are interested in selling, as perhaps the McBrides would be interested in buying this. Ray Huntington spoke to the Committee about projected preservation costs and gave them a copy of a chart he prepared. The next meeting of the Land Preservation Committee is scheduled for Tuesday, February 11, 2003 at 7:30 p.m. With no further business to be discussed, the meeting was adjourned at 10:50 p.m. Respectfully submitted, Joyce M.
