HISTORIC PRESERVATION COMMISSION
MEETING MINUTES

The minutes for the meeting of January 10,2024 were approved.
Introduction•
All applicants will give a presentation consisting of drawings,exterior materials samples and
other information required by the Planning Department to the Committee. The Committee will
ask questions and make suggestions as part of a general discussion with each applicant. Final
recommendations from the ARC will be presented to the Planning Board in the ARC Meeting
Minutes,and be made part of the Planning file for that application. The Planning Board will
consider these recommendations,together with all comments from other agencies, and provide
the applicant with a comprehensive written list of its requested revisions.
Preliminary Site Plan Application:
OYSTERPONDS HISTORICAL SOCIETY PROJECT SCTM#:1000-25-3-16.1
This Preliminary Site Plan application is for proposed storage space that is up to historic
conservation standards. Remove previous addition to Vail House and simplify exterior. Then
construct a two-story new addition to Vail House with a 1,200 sf building footprint. New
addition will include: a basement for general storage,first floor with office space for
management and researchers,and state-of-the-art archival storage space, and a second floor
with additional archival storage and small office space for curator. The exterior will include a
small porch/entry with ADA compliant ramp. The property is located at 1555 Village Lane,
Orient,N.Y.

Paul Alter,Alison Ventura,and Martin Finnegan presented the preliminary site plan and
design drawings for the Committee's review. Following their presentation,Committee
members discussed the proposed with the applicants which led to the following general
comments:
- Massing and scale of addition is too large and not compatible with existing historic
architecture of the Vail house. The addition should be architecturally subservient to the
existing structure.
Height of addition should not exceed 23 ft. ridge height of Vail house roof.
Consider narrower addition and reconfiguration of typical archival storage width to +/-
16 ft. This would allow scale more in keeping with existing Vail house gables at south
and west elevations.
There should be clear articulation of the connector between the existing and new
structures. This should signal the different uses as well as clarify primary from secondary
entrances. Attention should be given to reducing prominence of H/C ramp.
- Revised drawings presented at the meeting with one story connector,narrower addition
volume and narrower window proportion were well received. Also to be considered is
removal of columns from new entry canopy.
- Roof pitches, overhangs and fenestration should be sympathetic and proportional with
existing Vail house.
Include roof plans with any future submission.
Selection of finish materials and colors and trim details to be provided for approval with.
full submission. Siding alternatives to board and batten(negative reveal between vertical
boards)were discussed.
Selection of plant materials, exterior lighting and signage to be provided for approval
with full submission.
Motion made and seconded.
