Minutes & Discussion Notes from Meeting held
Tuesday, January 9, 2024 at 7:00 p.m.
This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold Town
Hall Annex, 54375 Route 25 (Main Road), Southold, New York.
The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did not
have access to a computer or smartphone, there was an option to listen in via telephone.
Comments from the public may not be solicited nor received without an appointment. It is expected that the
Committee will enter into Executive Session* at some point after opening the Regular Meeting for the purpose of
discussing applications regarding proposed acquisitions of real property where publicity would substantially
affect the value thereof. The public is not allowed to attend, view, or listen to Executive Session.

• All "Attendees" will be dismissed from this meeting upon the Committee's Motion to enter into Executive

• The meeting began at 7:08 p.m. with 5 LPC members present.
Committee Minutes and Administration
• Acceptance of LPC meeting minutes from December 12, 2023
MOTION made by Sam McCullough, seconded by Eric Keil, to accept the December 12, 2023 LPC
meeting minutes.

The Committee welcomed Anne Smith as its new Town Board Liaison.
General Preservation
• 2023 Year End Report
Lilly gave an overview of land acquisitions, CPF income, and CPF spending in 2023.
• Open Space Preservation Guidelines
The Committee discussed draft guidelines and priorities for open space preservation.Committee members
agreed that a leading priority for open space acquisition is building on existing open space preservation,
and discussed parcels in the Dam Pond area as an example of high priority open space acquisitions. Other
factors the Committee currently considers include environmental sensitivity, water quality, and habitat
quality.The Committee decided to return to the discussion in the future, after reviewing the draft guidelines,
considering other resources, and understanding how much open space there is left to preserve.

SCTM# 1000-102.-2-16.2—Concerns re: Potential Use of DRS Area for Retail Parking
In December, a Committee member observed Santa's Christmas Tree Farm using the easement area
adjacent to the development rights intact reserve area for overflow retail parking. The Committee
discussed the need to be vigilant about easement areas around high-traffic retail operations where there
is commercial incentive to dedicate as much of the DRI reserve area to public entertainment as possible.
The Committee directed Lilly to send a letter reminding the owner that retail parking is not allowed in the
easement area.

applications, appraisals and current applications.
