This was a Special Meeting of the Land Preservation Committee to Discuss the Agricultural Structures on Preserved Land Issue. Present were: Ray Blum, Ray Huntington, John Sepenoski, Eric Keil, Michelle Zaloom and Craig Arm as well as Melissa Spiro, Bill Edwards and Tom Wickham and Tim Caufield. Previous minutes: of 12/15/03 and 11/25/03 were provided but not acted upon. New Members New members Michelle Zaloom and Craig Arm were introduced and sworn ~n by Town Clerk Betty Neville. Agricultural Structures Issue It was agreed that confusion and lack of specificity concerning allowable structures on preserved land was constraining preservation and that clarification of the issue was necessary to move forward with conservation easements. The vehicle for discussion was rough drafts on: o Rationale for a Policy o Policy o Review Process o Criteria for discretionary action o Pertinent NYS Ag and Markets language The bounds of the discussion were determined to be PRD conservation easements on land in agricultural production. The essence of the drafts is to create code establishing policy that would allow some agricultural structures and a review process as to its location and respect for preservation goals. Such policy would be guided by a "checklist" and criteria that would help determine the negotiated terms of the conservation agreement. The purpose of preservation (i.e., agricultural production) would drive the extent of allowable structures. Certain lot coverage limits would be basic with location and aesthetic considerations determined as part of the review process. Agricultural housing should be on reserved (not preserved part of the) land. Terms (e.g., primary structural area, permanent structure, high tunnel, etc.) that become germane to the potential town code and the implementing process shall be defined. The allowable structures would be considered in the appraisal process but how to make that link was left for a later time. The Land Preservation Coordinator was requested to convey the LPC's comments to attorney Kombrink who is working the issue for the Town Board. The further comments of the LPC are to be conveyed to the Town Board prior to the Town Board work session of 1/20/04. Adjourned at 9:20 PM. Next Regular Meeting is 13 January 2004 at 7:30 PM.
