Commencement:
The meeting began at 7:12 p.m.
MOTION was made by John Sepenoski, seconded by Ray Blum, to accept
minutes of January 13, 2004 and February 3, 2004 meetings. Motion carried 5/0.
Discussion was held on "minutes" taken at joint meeting of LPC/Ag Advisory
Committees held on February 3, 2004. These are to be considered "notes" and
not "minutes" and were not handed out but are available for review by members.

Discussion, reviewing the appraisals, was led by Randy Parsons. Last offer was
rejected by property owners.
MOTION was made by Fred Lee, seconded by John Sepenoski, to make a final
offer, no more, on the property, valid for thirty (30) days. Motion carried 5/0.

MOTION was made by Eric Keil, seconded by Ray Blum, to make a final offer, no
more, on the property, valid for thirty (30) days. Motion carried 4/0. Fred Lee
abstained.

Melissa informed members of Mr. Harbes' new plan showing additional 2-acre
building lot to be attached to original PDR area. [LPC gave approval to new lot
creation]. This change will need to be reviewed by Planning Board. Appraisal has
been ordered and no further action will be taken until committee reviews
appraisal.

Melissa gave details regarding the purpose and location of proposed agricultural
equipment storage building to be constructed within development rights
easement where poly-hoop greenhouse now exists.
MOTION was made by John Sepenoski, seconded by Fred Lee, to recommend
approval of the agricultural equipment storage building in location proposed.
Motion carried 5/0.
Resolution to be prepared by Melissa Spiro and forwarded to Bruno Semon,
Senior Site Plan Reviewer, in the Planning Department.

Melissa gave details regarding the location of proposed poly-hoop greenhouse
within development rights easement.
MOTION was made by Fred Lee, seconded by John Sepenoski, to recommend
approval of the poly-hoop greenhouse in location proposed. Motion carried 5/0.
Resolution to be prepared by Melissa Spiro and forwarded to Michael Verity,
Chief Building Inspector in the Building Department.

Melissa discussed proposal presented to her by George Penny for the purchase
of development rights on existing public golf course.
Melissa was asked to do additional research as to whether or not Town can
purchase development rights.
General:
· AG STRUCTURES ON PDR LAND
Discussions ensued on what the next step should be in following up the
Agricultural Advisory/Land Preservation Committees joint meeting held on
February 3, 2004. Eric Keil read aloud letter prepared by Ag Committee voicing
their concerns, opinions, and suggestions.
During the discussion, it was suggested that rather than have Ag Advisory review
together with LPC review, creating an addition review process, that it may be
more beneficial to change Town Code to require a minimum number of farmers
on the Land Preservation Committee [possibly 3 or 4 farmers].
Further discussions will be held on this topic.
· STATUS UPDATE
Melissa's Status Update report was handed out but not discussed.
Next Regular Meeting:
The next regular meeting will be held on Wednesday, February 25, 2004, in the
Town Hall Meeting Room at 7:00 p.m. (please note change in time and day of
the week)
· Upcoming meetings will be scheduled for Tuesday, March 9th and Tuesday,
March 30th.
