The Town of Southold will implement nonpoint source pollution mitigation strategies in Mattituck Creek; an
,colckjically important area containing a Significant Coastal Fish and Wildlife Habitat (SCFWH). This
uate~ody is designated as Class SA saline surface waters with best usages which include shellfishing,
:ontact recreation, and fish propagation and survival Mattituck Creek is considered to be one of the most
prodt~ctive shellfish beds in the Town and was historically harvested both commercialy.and recreationally.
However, the deteriorating water qua ity primarily due to urban runoff resulted in environmental, economic,
and ,social impacts due to increasing nitrogen and pathogen inputs. The project will mitigate two identified
nonp6fnt source pollution input sites and thus further expand the coordinated effort to restore water quality
in Ma~tituck Creek.

llainimi?e the amoulll of wastewater diverted to Rondout Creek. a tidal tributary of the Hudson River. The project
will reduce the amount of pathogen-laden discharges from combined sewer overflows that enter the creek, a nurseU

The regional importance of Mattituck Creek was identified in the LI Sound Coastal Management Program
and ~/ithin:the Town's own Local Waterfront Revitalization Program. Both the NYS DEC Priority
Waterbodies List and the comprehensive Mattituck Creek watershed Analysis (MCWA; EEA Inc. 2001 ) cite
nonpoint source runoff as the primary cause of water quality degredation. NYS DEC and EPA sanctioned
best management practices (BMP's) will be implemented at two sites in Matttituck Creek; Cox Neck Ln,
(CNL) and Old Grand Ay, Bridge (OGAB). These sites have been identified as significant contributors of
mn?oint source runoff by the MCWA and/or monitoring efforts by the Southotd Town Conservation
Advisory Council in conjunction with the NYS DEC. At CNL the engineering, planning, and design has
~een completed. Direct stormwater inputs will be eliminated by regrading the road and allowing a
significant amount of runoff to be detained and treated during storm events by a vegetated detention area.
=or the OGAB site, curb inlets catch basins, and infiltration basins will be installed along and at the end of
Sra~d Ay, to intercept and infiltrate any runoff before it enters the Creek, The implementation of these
~rOjects will significantly reduce the amount of nitrogen and coliform inputs to Mattituck Creek.

Conse~'alion
Sontrolling the input of nutrients and pathogens by reducing N PS runoffis a great priority in
the LIS CCMP. In addition, the Southold (2001) LWRP specifically addresses the need for
implementation of capital projects within Mattituck Creek. Southold has recently mitigated 3
runoff sites within Mattituck Creek and has funding secured for an additional two, SuffOlk
County has also resolved to mitigate two sites bordering county roads. This project is an
important component r>f a coordinated effont to reduce NPS runoff into Mattituck Creek.

The only State permit required is the Department of Environmental Conservation Tidal
Wetlands Permit. The application outlining the proposed work has not been submitted

No Federal permits are required for the project. A Town of Southoid Trustees Wetlands
Permit will be required, but as of yet has not been submitted.

For the Cox Neck Lane component, the majority of the construction work will be done on
Town-owned roads and dght of ways. Access to the area where water will be detained will
require easements from pdvate landowners. The Town is currently contacting land owners for
the purpose of obtaining easements. With respect to the Old Grand Av. component, all work wil
be done on Southold Town owned roads and dght of ways.

Completed work in support of this project includes the Mattituck Creek Watershed Analysis
prepared by EEA Inc. in conjunction with LI.S.D.A. Natural Resources Conservation Service and
Suffolk County Soil and Water Conservation District. The study emphasized the need for
mitigation of various urban runoff sites, including Cox Neck Road (engineering plans have
already been drafted by the Town ). Also based on this study, several other pollutant input sites
lave been mitigated and yet several more are entedng the construction stage of remediation.
Suffolk County has also joined in the effort to clean up Mattituck Creek and has two NPS
mitigation projects planned for 2002.

James McMahon wil~ act as project coordinator, and has been involved with water quality
projects in the Town of Southold for over 2.0 gears, as Executive Assistant to the Southold
Town Board Mr. McMahon has coordinated projects within the Southold Town Highway
Department, the Office of the Town Engineer or private contractors for ail of our grant
projects.
James Richter has been the Southotd Town Engineer inspector for 11 years and has been
involved in all of the Town of Southold's drainage projects during his tenure with the Town.
Mr. Richter has designed and supervised construction for all our Water quality improvement
projects.

The Town of Southod recognizes the need for maintenance of previously installed
and proposed structures surrounding Mattituck Creek and in other parts of the Town.
Southold is currently evaluating several alternatives which would best keep all NPS
runoff structures in good working condition.
How the project will be redesigned if the original project does not meet the project goals
after five years.
Various Best Management Practice altematives exist for each of the proposed project
sites. If after 5 years it is determind that the original structures are inadequate, either
the project will be expanded by adding additional catch basins (OGAB) or by
acquiring land and installing a detention basin (CNL).
