POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly address the Town Board relating to agenda resolutions prior to their enactment; the public will also be given time at the conclusion of the regularly scheduled business agenda to address the Board on any given topic. Authorize the Town Clerk to advertise for bids for the replacement of the roof at the Southold Town Hall. Grant permission to Principal Planner Scopaz, Senior Environmental Planner Terry, Planning Board Members Cremers and Caggiano and Land Preservation Coordinator Spiro to attend the Suffolk County Development Rights Summit on February 25, 2004 in Hauppauge. Authorize modification to the General Fund Whole Town Buildings & Grounds 2003 budget to cover over-expended appropriations. Appoint Doris McGreevy to the Conservation Advisory Council. Authorize and direct the Town Clerk to advertise for a member of the Conservation Advisory Council. Authorize modification to the 2003 Community Preservation Fund for Land Use Consultants. Determine that the proposed reconstruction of the Town Hall Annex is a Type II Action and no further review is required under SEQRA. Permanently appoint Bruno Semon as a full-time Senior Site Plan Reviewer in the Planning Department. Grant permission to Neboysha Brashich to attend a Transportation Conference on March 12, 2004 at Long Island University, Southampton. Appoint Fredric J. Visser, Jr. as full-time Construction Equipment Operator in the Solid Waste Department. Appoint Frank McBride to the position of full-time Laborer in the Solid Waste Department. Retain Frank A. Isler, Esq. as special counsel in the matter of Taggert v. ZBA. Authorize the remaining bank escrow custodial account held as a performance guarantee for improvements for Peconic Landing to be released. Appoint David Schwartz as a full-time purser for the Fishers Island Ferry District. Authorize and direct Supervisor Horton to sign all necessary documents with Diversified Technology Consultants to assist the Fishers Island Sewer District. Grant permission to Superintendent of Highways Harris to attend a National Truck Equipment Assoc. municipal equipment seminar and trade show on March 3-5, 2004 in Baltimore, MD. Authorize modification to the Fishers Island Ferry District 2003 budget for architect/engineer fees. Grant permission to Police Officers Richert and Latham to attend a Taser Instructor Training March 4-5, 2004 in Riverhead. Authorize and direct the Town Clerk to advertise for the position of Part Time Assistant Cook at the Human Resource Center. Authorize and direct the Town Clerk to advertise for bids for construction at Elizabeth Field Airport, Fishers Island. Approve bond resolution authorizing reconstruction, in part, of the Town Hall Annex, the improvement of the communication system serving the Town and said Annex and appropriating the amount therefore by authorizing the issuance of serial bonds and the levy and collection of taxes to pay the principal of and interest on said bonds. Set 5:00 p.m., March 9, 2004, Southold Town Hall, as the time and place for a public hearing on "A Local Law in Relation to No Parking on Hummel Avenue, Southold, New York". 158. Rescind resolution #104, adopted at the February 3, 2004 regular Town Board meeting. 159. Set 5:05 p.m., March 9, 2004, Southold Town Hall, as the time and place for a public hearing on "A Local Law in Relation to Determination of Site Plan Requirement". 160. Accept the Supplemental SEQRA Review prepared by Nelson, Pope & Voorhis on the proposed Local Law "A Local Law in relation to Amendments to Chapter 97 'Wetlands and Shoreline' of the Code of the Town of Southold". 161 Call upon the SC Executive, SC Legislature, SC Department of Health and SC Planning Commission to review the current SC Department of Health Service policy that prohibits the transference of development rights in the form of sanitary flow credits off active agricultural lands; and, upon conclusion of this review, request that the County Executive and Legislature exercise legislative authority to have the policy amended. 162. Authorize and direct the Town Clerk to advertise for bids to provide the Solid Waste District with biodegradable paper leaf bags. 163. Grant a $3,000 refund to Peconic Design and Construction, as their application has been withdrawn from the Planning Board. 164. Grant a $1,000 refund to Peconic Design and Construction, as their change of zone application has been withdrawn from the Town Board. 165. Authorize and direct Supervisor Horton to execute an agreement with Bradley & Associates to assist the Town in the development of a new animal shelter. 166. Appoint Scott DeSimone, Esq. as Special Counsel to the Assessor's Office for tax grievances. 167. Designate Supervisor Horton to serve as police commissioner pursuant to Article 10 of New York State Town Law. 168. Direct Comptroller John Cushman to purchase a supplemental extended policy for Public Officials Liability Coverage for a period of three years.
