The Inlet is designated as Class SA saline surface waters ~with beast ,uSagesq,i'in~;luding shellfishing and fish propagation and survival. Goldsmith Inlet has experienced contira{~ed decline ,in water quality as evidenced by increased macroalgal levels and by the entire harbor ]becomJ. ng uncertified for shellfish harvest. These cond t OhS have resu ted from several factors ncluding I source pollution and poor flushing of the harbor (due to filling of the inlet). The proposed WMP ; watershed analysis thus determining the quantities and sources of nonpoint and coliforms. The program includes dredging the inlet to increase susceptibility. All dredging work will be conducted and funded by all'Bond Act awarded funds will be used to to develop and initiate the WMP. The understanding, qualFy~ng, and quantifying the impacts of nonpoint Inlet and will direct future mitigative actions which will~ have obvious benefits q in nutrient levels and re-certifying the waterbody for shellfishing. i Example: The City of Kingston will construct a wastewater pretreatment and diversion chamber tO minimize the:amount of waslewater diverted to Rondout Creek, a tidal mbutaty of the HudeonRiver. For nonpoint source and aquatic habitat restoration projects covering separate waterbodies or watersheds, fill out a separate application form for each. The Cour~ty Dept. of Health Services has designated Goldsmith Inlet as a Critical Environmental Area LWDraft Env. Inventory 1998), and Southold recognized the importance of this watershed within its own RP (2001). Unfortunately, the water quality within the Inlet continues to decline because of nitrogen and coliform inputs through NPS runoff and poor tidal flushing. The project will involve conducting a comprehensive WMP which will incorporate the following components: watershed delineation, tidal pdsm, stormWater loadings, nitrogen loadings and extent of contamination in Goldsmith Inlet, coliform loading and ,~xtent of contamination, coliform source DNA analysis, and development of remediation strategies. All ~ork witl be presented in GIS coverages. Suffolk County has resolved to dredge the Inlet with the goal of ]ms..toting tidal flushing and thus water quality. Tidal prism work, and determining the extent of nitrogen and ~c01iforrn;~contamination, will be done pre and post dredging in order the determine its impact on waterbody lqaalRg.- Furthermore, studying the extent and sources of nitrogen and coliforms will be critical for providing {a plad amd directing future capital restoration efforts. Once NPS runoff sources of nitrogen and coliforrhs lar:e ic}e~t[fiedi plans can be initiated to mitigate the problem areas. ~For point source projects, provide the location(s) of the discharge(s). 4 For mall ~torage faea'ii~, include the dimensions of the building, the maximum salffsand storage capacity in tons, the estimated total annual salt and abrasives in tons to be used at that facility.' Sampling by the DEC has demonstrated elevated levels of coliforms. Until the southern third of Goldsmith Inlet was closed to shellfishing, and the northern two thirds were y. Due to deteriorating conditions; however, all of Goldsmith Inlet is now closed year round. In SCDPH has designated the Inlet as a Cdtica! Goldsmith Inlet is part of a County park and is thus owned by Suffolk County. The surrounding roads are Town property. Include, as appropriate, the status of technical reports, concePtual design and construction drawings, plans and specifications, requests for bids, etc. The Town of Southold has been dredging the Inlet with the purpose of increasing flushing and restoring water quality for many years. The Town has been unable to devote the necessary resources to do so adequately, thus the reason for Suffolk County undergoing a large scale dredging project. The WMP will be done to provide a plan of action for~e remedia'don work within the watershed; Proj~-t Personal - Identify the key personnel for the project, including the name, title and qualifications of the Project Manager, the parties responsible for project oversight, the parties responsible for operation and maintenance, and their experience with a similar type of project. James McMahon, who will act as project coordinator, has been involved with water quality projects ip [-he Town of Sbuthold for over 20 years as Executive Assistant tothe Southold Town Board. Mr. McMahon has coordinated projects within the Southold Town Highway ~)~epartment, the Off.me of the Town Engineer and pdvate contractors for all of our grant ~rojects. Emerson Hasbrouck and Lome Brousseau are coastal environmental issues specialists nd will provide overall management and ~y haV~ significant experience conducting similar projects of Westhampton Beach, They both have Masters degrees in their respectivefields. Shannon, with Suffolk County Department of Public Works; will be responsible for related to dredging.
