There have been administrative issues involving Verizon billing properly oqto the NYS OGS program. It appears that these issues are beginning to get resolved due to intervention from New York State. You will begin to have credits appearing shortly on your bills. In some cases you may be seeing these credits already. I wanted to make you aware of a few issues regarding the billing platform conversion: · Credits will be issued from present, going back to the date the paPerwork was filed with Vedzon. These credits will represent the difference in any rates that had OGS discounts associated with them; line charges, local usage etc. · In some cases, the credits applied are not for the full amount due. Again, this nvers[on has had numerous msues and we are seeing that ,n most cases the credits are not complete. · It may take several more billing cycles to get all the billing components ~roperly onto your billing. (Some customers have the correct line rate, but are not get the correct local usage discount and vice versa.) The Aggregated Communications Services contracxs make available the majority of all teleconmaunications services. Contracted on a competitive basis, these contracts include Local, Long Distance, Toil Free, Directory Assistance, Conference Bridge Calling and Calling Card Services to name the most popular. Who can use these contracts? The Aggregated Telecommunications Services conu'acts can be used by any entity authorized to use }xr~S OGS Centralized Contracts. These include NYS Agencies, NYS Political, Subdivisions and others authorized by law. 3. How do I purchase from them? Just follow the Purchase Instructions inside this document starting on page 6. 4. What telecommunications services are not available from the Aggregated Services contracts? Telecommunications services not available are Local Lool~ access for data networks and Centrex service. Use Group 77011 ~ Local Loop Access, Award No S970431, Contract Number PS53862 for data services. Use the Local Usage Discount Plan, Group: 77011 Award No: S960263 for Centrex Services. 5. We want to purchase Local Loop services for our data network. Can we purchase Local Loop services from the Aggregated Services contract? No, Local Loop services are not available under this contract for data ne~zvvorks. A contract for Local Loop Data Services will he/is available from contract, s 9ffered by the Office For Teclmology~ Who are the contractors? AT&T, MCI WorldCom and Verizon (includes Verizon New York and VSSI) were chosen during the bid evaluation process. They are each awarded ali services statewide. Is this an OGS or Less contract? No, this is not an OGS or Less technology contract. OGS or Less contracts have to do with commodities, not technological services. The use of OGS Centralized Contracts for technologies, such as telecommunications, is optional on the part of State Agencies. However, if Agencies choose to not use these contracts for their tetecomm~mications service needs, they are required to follow their standard procurement rules. We encourage ail State Agencies to use OGS Centralized Technology Contracts, as your use of the contracts will add to the buying power of all Authorized Users put together. Yes. However, the OGS Division of Telecommunications will select the service provider at all Centralized Locations. Therefore, no action on your part is necessary. 10. I am not at an OGS Centralized locafion, but I do utilize LINCS for my long distance service. Will I be affec{ed by the new service? Yes. The OGS Division of Telecommuulcations and Procurement Services 'Group will be contacting you to schedule informational sessions to discuss the various contract options. 11. Do I have to use aH of the services offered by a contractor, or can I pick and choose which contractor I want to use for each service? No, you do not have to use all of the services offered by a conUcactor. You can pick and choose wl~ich corrrrac~or you wish to use for each serv~ee. In selecting a service provider, yon should consider telephone usage pa~rerns when determining which contractor to use. 12. Can the contractor sell the service to me at a rate lower than the contract price? Certainly. However, please keep us advised, as there are terms in the contract that reqmres the contractor to reduce the contracts price to the same level. 13. Why isn't Local Service available statewide? Telephone companies market their services in the areas where they can make the most money for the least imcestment. Consequendy, most of the competition occurs in the metropolitan areas. OG8 has put in place contracts to cover all areas where there is competition. If there is but one vendor in your territory and that vendor holds a contract for local services under the Aggregated Teleconm~unicafions Services contracts, then your agency can still benefit from the competition eIsexvhere by using these contracts. 14. Can other States use these contracts? Yes, other states and municipalities can utilize these contracts, but permission from both the contractor(s) and the Office of Generat Services must be obtained prior to ordering services. 15. These contracts are very complex.* Is there anyone out there who can help? All contractors have engineering staffs that can provide ass/stance.
