The following resolution was adopted: WHEREAS. Elsie Jerred Parkin is the owner of the property known and designated as SCTM# 1000-104-4-27, located on the north side of Skunk Lane, 583.25 feet west of Pine Tree Rd. in Cutchogue; and WHEREAS, this proposed set-off, is to set off a 27.387 square foot parcel from an existing 64,911 square foot parcel; and WHEREAS, a vadance was granted by the Zoning Board of Appeals (Appl. ANALYSIS OF ENVIRONMENTAL AND PLANNING CONSIDERATIONS The parcel has been inspected and environmental references concerning the site and surrounding area have been consulted. The site consists of 1.49 acres of land and is located in the hamlet of Cutchogue in the Town of Southold. The property is located on the north side of Bay Avenue (a.k.a. Skunk Lane), 583.25 feet west of Pine Neck Road. The parcel has 253' of frontage along Bay Avenue On the south side of Bay Avenue is a high marsh connected to Broadwaters Cove. The parcel is currently developed with a 1½ story frame house and a 1 story framed building, originally used as a detached garage which has apparently been converted to a s'mgle family dwelling in recent years. A small fxeshwater pond is situated in the southeast corner of the property. Each dwelling has its own on-site sewage disposal system (cesspools), and these systems are old and not consistent with current Suffolk County standards. The soil classification on site is Carver and Plymouth sands with 0 to 3% slopes, which is conducive to leaching and allows for.proper operation of on site s~ewage disposal systems. The pm'eel is relatively flat, however there is a gentle slope in the direction of the existing pond. According ~o the test hole on the site plan, the approximate depth to groundwater is 4.1 feet. Therefore, if new sardtary systems are constructed, this constraint will necessitate the placement of fill to achieve the required 2' separation distance between the bottom of the leaching pools and groundwater. The subject site is located outside the Water Budget Area as mapped by the Suffolk County Department of Health Services (SCDHS). The Water Budget Area includes those locations where there is sufficient groundwater to develop large public water supply wells. Outside the water budge~ areas, there is only sufficiem supply to allow the development of smaller home well systems. There are currently two existing wells on the subject site to supply the house and the detached garage. The well currently used to supply water to the garage will be located on a separate lot. Therefore, a permanent utility easement will need to be established to allow for maintenance etc The subject site is located in SCDHS Groundwater Management Zone IV, which covers the North Fork and portions of the South Fork. In conclusion, there are no significant sensitive environmental resources on the subject site that would will be impacted by the proposed division of land, particularly as the structures are existing. There is no net change in the use of the property, and thus, no net increase in envkonmental impacts that would warrant the preparation cfa Drai~ EIS. The upgrade of sanitary systems is considered to be a beneficial aspect of the project; however, the Board may · Msh to seek additional information prior to final decision. Information would include grading and ,fill plans, sanitary system profiles and further input from Suffolk County Department of Health Services. If the Board is in agreement with this review, rthe proposed action does not appear to warrant the preparation of an environmental impact statemem, therefore a negative declaration would be appropriate.
