The Southold Town Planning Board, as lead agency, has determined that the proposed action described below will not have a significant effect on the environment and a Draft Environmental Impact Statement will not be prepared. Name of Action: Proposed Clustered Set-Off for Dayton Farms SCTM#: SCTM# 1000-88-1-10 Location: Located 372 feet northeast of Main Bayview Road, southeast of Jacob's Lane in Southold SEQR Status: Type I ( ) Unlisted (X) Conditioned Negative Declaration: Yes ( ) No (X) Description of Action: The applicant proposes to cluster set off a 1.75 acre improved lot (1) from a 13.44 acre improved parcel (2) located within the A-C Zoning District, in Southold. The applicant proposes to sell the Development Rights to the Town of Southold on 10.14 acres of Lot 2, exclusive of a 1.54 reserved area (building envelope) which currently encompasses agricultural support buildings and is clustered with existing adjacent irn proved properties to the south SEQR Ne,qative Declaration - Pa,qe Two The approval of this actioo could result in the addition of one residential structure within -the Reserve Area of Lot 2. Lot 2 contains nowetlands and no slopes greater than 15%. n addition, due to the active agricultural operations within Lot 2, supporting wildlife and vegetative habitat does not' exist and therefore, the potential for protected species occurring on site isvery Iow. Reasons Supporting This Determination: An Envimnmenta! Assessment Form has b?en submitted and reviewed. The site 'contains no wetlands, n ad.dition, Lot 2 s improved with agricultural buildings and no habitat sufficient to support protected vegetative or wfldlife species exists. Slopes range form 0-10% slightly sloping to the east. The p~roperty does not contain ,any significant landforms or geologic features. The horizontal and. vertical road curvature allows good sight distance and the creation of'one (1) residence is not expected to have significant traffic impacts. Due to the historic and current on-site agricultural practices and soil disturbance within the Lot 2 Reserve Area, the potential occurrence of significant archeological resources is very Iow. No significant environmental impacts are expected if the project is implemented as proposed.
