POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly
address the Town Board relating to agenda resolutions prior to their enactment; the public will
also be given time at the conclusion of the regularly scheduled business agenda to address the
Board on any given topic.

V. RESOLUTIONS
Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to
speak on the following resolutions.
773. Authorize Supervisor Horton to sign the 2004 Youth Services Grant Program Application.
774. Grant permission to Det. Beth Dzenkowski to attend the quarterly State of New York
Juvenile Officers Association December 4-5, 2003 in Melville.
775. Rescind resolution #740 adopted at the November 6, 2003 regular Town Board meeting.

Set 5:10 p.m., December 16, 2003, Southold Town Hall, as the time and place for a public
hearing on "A Local law to Amend the Zoning Map of the Town of Southold by Changing
the Zoning District Designation of SCTM #1000-122-3-10 from Marine 1 (M-l) District to
General Business (B) District".
777. Authorize modification to the 2003 Planning Board budget to cover expenses in the
Environmental Consultant line.
778. Authorize modification to the General Fund Whole Town 2003 budget to appropriate funds
for vehicle maintenance and repairs.

Determine that the purchase of the development rights of property of the Duffy Estate,
SCTM #1000-63-2-6, will have no significant impact on the environment and declare a
negative declaration pursuant to the SEQRA Rules and Regulations.
781 Authorize modification to the 2003 General Fund Whole Town budget for building
maintenance/repair.
782. Authorize modification to the 2003 General Fund Whole Town budget for data processing
equipment.
783. Authorize and direct Island Group Administration to pay the medical bill of a dependent of
an employee, which bill was submitted late by the provider.
784. Authorize and direct the disposal of a 1988 Dodge Caravan, V1N #2B4F41K5JR649650, as
there were no bids received.
785. Authorize and direct Supervisor Horton to execute an agreement with individuals for the
winter 2004 recreation program.
786. Authorize modification to the General Fund Whole Town 2003 budget for office equipment.
787. Appoint Commissioner Lillie Ahman to the position of Vice Chairperson of the Fishers
Island Ferry District.
788. Authorize modification to the General Fund Whole Town 2003 budget for various over-
expended line items.
790. Appoint Brandi Nadine Monique to the position of Intern in the Southold Town Justice
Court.
791 Set 8:05 p.m., January 20, 2004, Southold Town Hall, as the time and place for public
hearing on "A Local Law in relation to Permitted Uses in the Light Industrial District".
792. Authorize town officials and employees to attend the Annual Meeting of the Association of
Towns February 15-18, 2004 in New York City.

Authorize and direct Supervisor Horton to execute an agreement with the Fishers Island
Telephone Company.
Create the position of Special Projects Coordinator and establish the salary scale.
Determine that the proposed "A Local law in relation to Amendments to Chapter 97 'Boats,
Docks and Wharves' of the Code of the Town of Southold" is an Unlisted action and will
not have a significant impact on the environment and adopt a Negative Declaration pursuant
to SEQRA Rules and Regulations.
Determine that the proposed "A Local law in relation to Amendments to Chapter
32,'Wetlands and Shoreline' of the Code of the Town of Southold" is an Unlisted action
and will not have a significant impact on the environment and adopt a Negative Declaration
pursuant to SEQRA Rules and Regulations.
Authorize and direct the Town Clerk to transmit the proposed "A Local Law in relation to
Permitted Uses in the Light Industrial District" to the Southold Planning Board and the
Suffolk County Department of Planning for their recommendations and reports.
Authorize and direct the Southold Town Planner to conduct a SEQRA evaluation to
address environmental issues pertinent to the proposed "A Local Law in relation to
Permitted Uses in the Light Industrial District".
Approve the purchase of development rights of the Duffy Estate, SCTM #1000-63-2-6.
