POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly address the Town Board relating to agenda resolutions prior to their enactment; the public will also be given time at the conclusion of the regularly scheduled business agenda to address the Board on any given topic. RESOLUTIONS Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to speak on the following resolutions. 42. Authorize modification to the General Fund Whole Town 2004 budget to appropriate funds for the Cutchogue Chamber Project. 43. Accept the bid of Schwing Electric Supply for supply of street lamps and posts as part of the Cutchogue Downtown Improvement Project. 44. Grant permission to Recreation Supervisor Ken Reeves to attend the 64th Annual New York State Recreation & Park Society conference April 25-28 in Tarrytown. 45. Authorize modification to the General Fund Whole Town 2003 budget to appropriate funds for Program Supplies/Materials, Programs for the Aging. Grant permission to Principal Planner Valerie Scopaz to attend meetings related to her job responsibilities during 2004. Authorize and direct Supervisor Horton to execute an agreement with the New Suffolk Shipyard at Cutchogue Harbor Marina for 2004. Authorize and direct the Town Clerk to advertise for bids for a new forklift for the Solid Waste District. Authorize modification to the General Fund Whole Town 2003 budget for Police System Maintenance. Authorize the establishment of the Capital Project: Forklift in the 2004 Capital Budget. Authorize the establishment of the Capital Project: Break Room Trailer in the 2004 Capital Budget. Authorize the release of a performance bond for the minor subdivision for the Baxter Sound Estates. Accept the bid of Atlantic Salt, Inc. for bulk salt for the Highway Department. Authorize and direct the Town Clerk to re-advertise for bids for bulk sand for use by the Highway Department. Appoint Chris Baiz and Karen Rivara to the Agricultural Advisory Committee. Rescind resolutions 0-21 and 0-22 adopted at the January 6, 2004 Organizational Meeting. Amend resolution no. O- 67, adopted at the January 6, 2004 Organizational Meeting, which sets the per annum salaries for the appointed officials or employees. Assign additional responsibilities with regard to buildings & grounds, parks, beaches and street lighting to Executive Assistant James McMahon. Authorize modification to the Board of Trustees 2004 budget for court reporting. Ratify the settlement agreement dated December 17, 2003 regarding a Town employee. Set 8:00 p.m. February 24, 2004, Southold Town Hall, as the time and place for "A Local Law in relation to a new Chapter 97 'Wetlands and Shoreline' of the Code of the Town of Southold". 63. Authorize and direct Supervisor Horton to execute a Letter of Consent allowing tenant Cellular Telephone Company d/b/a AT&T Wireless to make improvements to their equipment. 64. Determine that the purchase of a developments rights easement on agricultural lands owned by Dubner, SCTM #1000-84-4-6.1 and 360 Cox Lane, will have no significant impact on the environment and declare a negative declaration pursuant to SEQRA. 65. Determine that the purchase of a development rights easement on agricultural lands owned by Dubner, SCTM #1000-840180 and 24515 CR 48, will have no significant impact on the environment and declare a negative declaration pursuant to SEQRA. 66. Increase the salaries for certain employees of the Fishers Island Ferry District. 67. Authorize and direct Supervisor Horton to execute an Interim Agreement with the North Fork Animal Welfare League. 68. Authorize a change in the project items for the Cutchogue Chamber of Commerce Downtown Beautification project. 69. Appoint Jeffrey Weingart as Driver/Traffic Control Officer/School Crossing Guard. 70. Authorize modification of the 2003 Wastewater Disposal District budget for building maintenance/repairs and sludge removal. 71. Authorize and direct the Town Clerk to transmit the proposed "A Local Law in Relation to a New Chapter 97 'Wetlands and Shoreline' to the Planning Board and the Suffolk County Department of Planning for their recommendations and reports; to Nelson, Pope and Voorhis to conduct an updated SEQRA review; and to publish notice of the proposed Local Law in the Traveler Watchman, The Suffolk Times and Newsday 72. Authorize the additional expense for engineering inspection services performed by H2M Group, and proceed with the collection of liquidated damages from Chesterfield Associates, Inc.
