A partial concrete foundation for the proposed residence was present at the westerly area of the parcel. The proposed finished floor elevation of this structure will be approximately 9' higherthan the immediate surrounding existing grade. An existing test hole (Test Hole No. 2)was still visible for inspection. The test hole was approximately 10' 12' deep, and appeared to be consistent with the test hole data performed by John Metzger, L.S. No standing water was present in the test hole, and the visibiesoils were dry: Small amounts of striated clay and loam were present, with y intermittent layers of clean sand. Flooding was experienced at the site during a recent heavy rainstorm. This flooding i appears to have originatedfromthe adjacent property to the south of the site. A large ' portion of this property slopes downward toward the Verity property. In general, the runoff from this property approaches the common property line, which is slightly higher in elevation than the Verity property, and then runs easterly toward an existing 50' right- of-way. It appears that soil erosion on the adjacent property, along this elevated line, was the cause of the extensive flooding on the Verity property. It is the opinion of the Design Engineer, that frozen impermeable soils in these areas, in conjunction with a ,{ severe rainfall event, contributed to the flooding on the Verity property, This situation has been recently rectified by closure of a small 3'—4' wide opening in the existing berm on the property line. Based on numerous site inspections performed by the Design Engineer, ;groundwater does not appear to be a contributing factor to the above referenced flooding condition. It should be noted that the Verity property is not the low point of the area, as evidenced by the 5' Contour Map and aerial photograph submitted with this application. In general, all runoff from the surrounding areas is directed to the 50' right-of-way, where it runs northerly to a 10" or 12" drainage pipe at Old North Road. This pipe directs the drainage to a ponding area on the north side of Old North Road. An 18" overflow pipe directs excess runoff from this area, to a collection area located'northeast of the smaller ponding area, The proposed sanitary system design will not be affected' by this routing. Additionally, the proposed grading and drainage design will maintain the existing routing of the area runoff. :iIl�, i I rn the above, the proposed sanitarY system has been revised to rovide adequate hing of wastes into an acceptable layer of soil. The proposed system will comprise a 1050 gallon septic tank, and an 8' diameter x 12' deep cesspool with solid wall dome. A 3' collar of clean sand and gravel will be installed completely around, and under, the cesspool structure. This layer of permeable soil will rest upon an acceptable layer of existing soil, thus ensuring positive leaching fromthe cesspool. It is nored that the plan does rwshow the,berm,which appafently haS been constructed on the site,running along the southern property line. The superimposing of this berm on the plan would appear to create a;dam, when coupled with the proposed raising of the grade for the sewage disposal system. Considering,the clayey conditions, this may cause runoff to pond and runoff or backup onto the property to.the north, west or south. In addition, the resultant ponding adjacent to the arca of the proposed sewage disposal system is not acceptable. Consideng,ihe underlying;clay, the ponied water can be expected"to seep through the filled`area and enter the excavation of the sewage disposal system. This is why it is essential that, runoff be directed away from the sewage disposal system and not be retained=adjacent to it The plan also depicts a drainage basin, located in the southeast comer of the property, designed to collect surface drainage. The basin is designed to collect and retain water a from site, in the event of a 2-inch rainfall. A test hole located adjacent to the proposed basin indicates day to a depth of 36 feet and groundwater at six feet below grade surface. These soil conditions will impede the ability of the basin to leach and will cause y` overflow_ In.addition, the design calculations do not account for the runoff, which is . f known to enter from off site. (The five foot contour map included is the report, does not appear to:depict the expected or known drainage pattern, which is from the south, across the Grigonas properEy and onto and across the Verity property. However,the text of the report:affirms the known drainage patterer.) Although it is stated in the report that the berm has rectified the flooding of the Verity property, it does not address the impact that the berm is having on the adjacent property, acting as a dam. It should also be noted that Mr.Verity has previously indicated thatthe berm. had solved the flooding problem,, however, subsequent flooding has been documented In summary the plan submitted does not seem to resolve the drainage problem,which has much of its runoff source off site. . First, I am very concerned about the proposal to use a diffusion well to act as a discharge point for accumulated runoff. The plans call for the installation of a 24inch corrugated metal pipe down to a depth of 36 feet to discharge the runoff. There is a very strong chance of ground water contamination if this is installed. The pipe will act as a direct connection to the shallow aquifer. Pesticides, fertilizers and any other chemicals applied to lawns and the surrounding landscape could end up in our drinking water causing contamination. Ground water contamination problems on the North Fork are well documented and this concept will almost certainly exasperate this problem. If drainage basins are to be used to percolate runoff into the ground, the runoff should be exposed to the soil layers to filter the runoff prior to it reaching the aquifer. The soils in the southeast corner of the property appear to be poorly drained;thus runoff will percolate very slowly. This needs to be taken into account when designing and installing sufficient number of drainage basins to handle the accumulated runoff. Provisions should be made to provide sufficient space to store runoff while it percolates into the ground. BRIEF PROJECT SUMMARY Verity Property, SCTM 1000 - 55 -'2 - 5.1 ' 04/09/01 The existing site is relatively flat with the west and north sides of the parcel being slightly higher than the south and east sides:'A partial concrete foundation for the proposed residence was present at the westerly area of the parcel. The proposed finished floor elevation of this structure will be approximately;9`higher than the immediate surrounding existing grade. m An existing test hole (Test Hole No..2)was still visible for inspection. The test hole was approximately 10' — 12' deep, and appeared to be consistent with the test hole data ' performed by John Metzger, L.S. No standing water was present in the test hole, and the visible soils were dry. Small amounts of striated clay and loam were present, with intermittent layers of clean sand. Flooding was experienced at the site during a recent heavy rainstorm. This flooding appears to,have originated from the adjacent property to the south of the site. A large portion of this property slopes downward toward the Verity property. In general,the runoff from this property approaches the common property line, which is slightly higher, in elevation than the Verity property, and then runs easterly toward an existing 50' right- of-way. It appears that soil erosion on the adjacent property, along this;elevated line, was the cause of the extensive flooding on the Verity property. It is the opinion of the Design Engineer, that frozen impermeable soils in these areas,in conjunctionwitha severe rainfall event, contributed to the flooding on the Verity property. This situation has been recently rectifiedby closure of a small T —4'wide opening in the existing berm on the property line. 'Based on numerous site inspections performed by the Design Engineer,groundwater does not appear to be a contributing factor to the above referenced'flooding condition. It should be noted that the Verity property is not the low point of the area, as evidenced by the & Contour Map and aerial photograph submitted with this application. In general, all runoff from the surrounding areas is directed to the 50' right-of-way, where it runs northerly to a 10" or 12" drainage pipe at Old North Road. This pipe directs the drainage to a ponding area on the north side of Old North Road. An 18"overflow pipe directs excess runoff from this area, to a collection area located northeast of the smaller ponding area. The proposed sanitary system design will not be affected by this routing. Additionally, the proposed grading and drainage design will maintain the existing routing of the area runoff. CGivenbove, theproposed sanitary system has been revised to provide'adequate wastes into an acceptable layer of soil. The proposed system will comprise a 1050 gallon septic tank, and an V diameter x 12' deep cesspool with solid wall dome. A 3' collar of clean sand and gravel will be installed completely around, and under, the cesspool structure. This layer of permeable soil will rest upon an acceptable layer of existing soil, thus ensuring positive leaching from the cesspool. As discussed with John,in person today, the plan is not adequate to ascertain that the documented flooding of the property has been permanently corrected and that the sewage disposal, system is adequately designed. This Department's primary concern in this respect is the adequacy of the site conditions to support a sewage disposal system in conformance with construction standards and good engineering practice. In,addition,if regrading of the'property-is necessary for the proper design,of the sewage disposal system, then this regrading must be done in a manner that does not create drainage impacts to neighboring properties. The problem that your site experiences with drainage is not uncommon for relatively low elevation lots that historically'have accepted runoff (both surface and subsurface). In your case, it is complicated by the existence of a substantial clay Tense which tends to impede^the vertical component of recharge, resulting in migration of the water above the clay in a horizontal vector, conforming with the clay's gradient. This is why altering the topography on the site alone,may not resolve impacts on the sewage disposal system,on a subsurface level. A more comprehensive plan is eeded. It is my understanding,based upon a conversation with Mr. Forrester of the Southold' Building Department, that the Soil Conservation Service was contacted in this matter last year and had some recommendations. Drainage plans of this sort require cooperation of adjacent property owners to assure a permanent_solution_and avoid unwanted impacts:-As has-already-occurred and is acknowledged in;your letter to Steve_Costa, dated February 14, 2001, the berm that you have ' constructed has resulted in flooding of your neighbor's property to the south.- This is why it is essential that a plan be prepared and reviewed prior to such action being taken. Since Ward Associates originally designed the sewage disposal system,I suggest that you approach them for a drainage plan thataddresses these concerns. According to our test hole information,their system is 4'6" water in brown clay. (see enclosed test hole data sheet). I was told in a conversation with Royal Reynolds that the Health Department made a mistake when they gave the Grigonis'permission to put a single pool septic system in. We would like to know why there hasn't being something.done to correct this known violation.Yes, this is a big mistake. This has been covered up now for over 10 years, and now something should be done about this illegal system. Besides the fact that no final inspection was obtained,also noted by your department, without any follow-up or fines due to this obvious violation: The Grigonis'also have a drainage problem due to the 80+ acres of land south of their property (see enclosed surveys and drawings). For years they;have been flooding our property with their water runoff. We have put a berm on our property and now the water sits on their property. Their septic system is not a healthy situation for our neighborhood and environment.
