TOWN HALL ANNEX CONFERENCE ROOM

THURSDAY, DECEMBER 14, 2023 at 3:00 PM
Attendees: Chairperson Ostroski, Commissioner Surchin, Commissioner Santana, Commissioner
Wexler, Commissioner Woodhouse, and Commissioner de Conciliis.

Executive Session —3:00 PM
3:06 P.M. Motion was offered by Chairperson Ostroski, seconded by Commissioner Santana to
enter into Executive Session in order to receive Attorney Advice. Vote of the Commission: Ayes:
Commissioners Ostroski, Surchin, Santana, Woodhouse and de Conciliis. (This Resolution was duly
adopted (5-0).
3:16 P.M. Motion was offered by Chairperson Ostroski, seconded by Commissioner Santana to exit
Executive Session. Vote of the Commission: Ayes: Commissioners Ostroski, Surchin, Santana,
Woodhouse and de Conciliis. This Resolution was duly adopted (5-0).
Work Session: 3:30 P.M.
The Commission discussed Code Change:An Agenda of items will be completed.
Pre submission Conferences: (30 Minutes allotted to each presentation)
William Kina (David Snowdon)—for a Certificate of Appropriateness under Section 170-7(b) of
the Southold Town Code at a registered landmark property to construct alterations and additions to
an existing single family dwelling, including the installation of roof mounted solar panels; located at
225 Bay Lane, Orient, SCTM No. 1000-24-2-26.5.
• The applicant's representative, David Snowdon, designer, appeared before the Commission to
describe the proposed improvements as depicted in the unsigned, unsealed architectural
drawings dated December 15, 2023, received December 18, 2023. A second floor extension
over the existing porch is proposed with solar panels mounted on the roof.
• The Commission discussed window designs as depicted in elevation sheets A-2-1, A-2.2, and
A-2-3, relating to shape, number of panes, muntins, all of which shall consist of Anderson A
Series windows.
• The plans shall include James Hardie Siding and Trim, and Generic Gutters
• The applicant submitted revised elevations showing preferred windows as well as revised
window schedule (Sheet S-1) prior to a scheduled public hearing. The applicant will further
revise plans and submit same to the Commission.

• The Commission agreed to move this matter to a public hearing.
A Motion was made to set a public hearing for January 25, 2024 by Commissioner
Ostroski and seconded by Commissioner de Conciliis. AYES: Commissioners
Ostroski, Surchin, Wexler, Santana, Woodhouse and de Conciliis (6-0).
IVNN, LLC-585 Orchard Street—to Amend Certificate of Appropriateness under Section 170-7(b)
of the Southold Town Code at a registered landmark property for additions and alterations to an
existing single family dwelling, replace foundation and restore an existing garage and erect a fence;
located at 585 Orchard Street, Orient, NY. SCTM# 1000-25-2-14.
• The applicant's representative, David Snowdon, designer, appeared before the Commission to
describe the proposed improvements as depicted in the Amended architectural drawings,
signed by Nicholas Mazzaferro, LPE, dated December 13, 2023, received December 13, 2023.
• The amendment includes partial replacement of the foundation as follows: Dwelling foundation
replacing existing foundation to be constructed with Stucco Parging finish at exterior on portions
of wall visible above grade (approximately 15 linear feet on the east wall)
• A letter will be written confirming the aforementioned approved amendment.
A Motion was made to Amend the Certificate of Appropriateness by
Commissioner de Conciliis and seconded by Commissioner Woodhouse. AYES:
Commissioners Ostroski, Surchin, Wexler, Santana, Woodhouse and de
Conciliis (6-0).
ASIP HOUSE — Richard B. Sachs—8255 Bridge Lane—for a Certificate of Appropriateness under
Section 170-7(b) of the Southold Town Code at a registered landmark property to construct
alterations and additions to an existing single family dwelling, including the new fencing; located at
8255 Bridge Lane, Cutchogue, SCTM No. 1000-84-1-4.6.
• The applicant, Richard Sacks and his representative, Daniel Butler,Architect, appeared
before the Commission to describe the house and its history, and further discussed
appropriate renovation or rebuild of the historic structure.
• Commissioner Ostroski, Chairperson, will forward to the applicant historical records of the
premises.
• The Commission decided to conduct a site visit to occur on January 8, 2024 at 10:00 AM.
• The applicant will appear again during the next meeting of January 25, 2024.

Approval of Minutes: Motion to approve November 9, 2023 meeting minutes by
Commissioner Santana, seconded by Commissioner Woodhouse. AYES: Commissioner
Ostroski, Surchin, Wexler, Santana, Woodhouse and de Conciliis. (6-0). Motion approved.

Old Business: 4:16 P.M.)
1. Landmark Incentive— No new activity
2. Potential Awards or Request Historical Status, include individuals, non-profit organizations,
etc. Discussion of individuals in the community.
3. HPC Handbook. Revision is currently in process.
4. Shiloh Baptist Church—Prior Commissioner is still research funding. Discussion ensued on
possible grant applications. The Commission discussed making a requested for more
resources from the Town Board; such as a consultant to assist in grant writing/funding.
New Business: None
1. Coordinator to create a spreadsheet to chart progress on Certificates of Appropriateness;
i.e., to determine if improvements have been completed, and whether Certificates of
Occupancies have been issued.
Meeting Adjourned: 4:50 P.M.
Motion to exit the public meeting was made by Commissioner Ostroski, seconded by
Commissioner Surchin. AYES: Ostroski, Surchin Wexler, Santana, Woodhouse and de
Conciliis. Motion approved. (6-0)
Next HPC work session and regular meeting, with Zoom access, scheduled for January
25, 2024 hearing scheduled in the Annex Building, Second Floor Conference Room.
