Kli~p at Greenport~ on Tuesday, March 9 19~+. ne meeting was called to order at 1'.30 P.M. w~ith the follow- ing present: Supervisor Klipp~ Justices Tuthill~ A!bertson~ Clark and Demarest; Superintendent of Highways Price~ Town Attorney Terry and Town Clerk Booth. The Board sa~ at once as a committee on audit to examine claims against the To%~m concluding the audit work at 2 P.M. Moved by Justice C!ark~ seconded by Justice Tuthill: RESOLVED: That the minutes of the previous meeting be and hereby are duly approved as read. Vote of Town Board: Ayes-Supervisor Klipp~ Justices Tuthill~ Albertson~ Clark and Demarest. Mo~ed by Justice Aibertson~ seconded by Justice Demarest: RESOLVED: That the reguta~ monthly meeting of this Board will be held at the office of the Supervisor: Norman E. Kiipp~ at Greenport:~on T~esday~ March 23~ !9~ at 1:30 P.M~ Vote of Town Board: ayes-Supervisor Klipp~ Justices Tuthil!~ A!bertson~ Clark and Demarest. Moved by Justice Aibertson$ seconded by Justice Clark: WHEREAS: Section 64 of the Town Law requires a Town Board to designate by resolution Banks of this State in which the Supervisor~ or any other officer of the Town shall deposit all monies coming into their hands by virtue of their offices~ and WHEREAS: the Town Board may require any Bank so designated to deposit with such Board the bonds or certificates of the Unite~ States~ of the State of New York~ or any County~ Town~ City~ ~i!!age or School ~istrict of the State of New York~ ss security for such funds so deposited~ but such bonds or certificates shall be subject to the approval of the Town Board~ and shall be deposited in such places and held in such conditions as the Town Board may depermine~ and WHEREAS~ the Town Board~ by resolution dated January ~ !95l~ .did desmgnate certain Banks as such depositories and stated the smounts of security required of such Bank~ and WHEREAS~ The North Fork Bank and Trust Company of Mattituck has consolidated with the First National Bank of C~tcho~ue and the Peoples National Bank of Greenport~ and the latter two banks have become branches of the North Fork Bank& Trust Company~ NOW~ THEREFORE~ BE IT RESOLVED: That the resolution as adopted by the Town Board as of January ~th be amended to read as follows: ~irst National Bank of Greenport~ Greenport~ NoY~-$t30:000.O0 North Fork Bank & Trust Co. of Mattituck~ Cutchogue~ Greenport~ & Mattituck~ N.Y~ -!%0~000~00 Bank of Southotd None Vote of Town Board: Ayes-Supervisor Klipp$ Justices Tuthi!l~ Albertson~ Clark and Demarest. Moved by J~stice Demarest~ seconded by Justice A!bertson: ~EREAS~ the deve!opement of a modern highway system is of vital importance to all of the people of our state~ and WHEREAS~ the Governor and the Legislature of the State of New York have created a TemporarM Highway Finance Pia~_iflg Commission to recommend ways and means to orovide for the deve!opement of a modern highway system~ a~d WHEREAS~ that Commission has now filed recommendations with the ~egis!ature which will permit the creation of such modern highwty system~ now therefore be it RESOLYED: That we the members of the Tovm Boar5 of the Town of Southo!d do herewith express our comm'afid~i&mn of the said Commission for the difficult task which it has accomplish- ed~ and be it further RESOLFED: That we do request yhe Governor and the Legislature to enact into law the reco=~mendations contained in the said report so as to commence the pro~ram by which a modern high- way system shall be provided as soon as possible~ and be it further RESOLVED: That a copy of this resolution shall be forwarded at once to our Assemb!yman~ to our Senator and t~ ~he Governor, Vote of Town Board: Ayes-SuperVisor K!ipp; Justices Tuthi!l~ A!bertson~ Clark and Demarest. Moved by Justice Al~ertson; seconded by Justice Demarest: RESOLVED: That the oupervisor be authorized to place a full page advertisement in the !?th edition of the Long Island '~The Sunrise Homeland"~ published by the Long Island Assoc- iation~ the text of said advertisement to be determined and approved by the Supervisor. Vote of Town Board: Ayes- Supervisor K!ipp; Justices Tuthi!l~ klbertson~ Clark and Demarest, A communication was receiged from Arthur Meh! stating that the business section of Cutchogue is in need of a parking fie!d~ and stated that his property 90 feet wide and 17~ feet deep located between his store and the Catholic parsonage would make a modern parking field as it is located in the heart of Cutchogue business section. -Moved by Justice Clark~ seconded by Justice Albertson~ RESOLVED: That the Supervisor be instructed to take the metter u~ with Mr. Mehl and report at the next meeting, Vote of Town Board: Ayes-Supervisor Kiipp~ Justices Tuthiti~ Albertson~ Clark and Demarest. Clark and Demarest, A delegation of residents of P econic appeared before the Board with a written petition opposing the establishment of a labor camp on property of Paul Bedell, The petition stated that the bu~iding to be used for the camp was not equipped with e!ectricity~ running water or bath facilities. The Board was advmsed t~at it was outside the scope of authority of the Board to bar out labor camps~ ~r to restrict the us~ of property unless there was a violation of applicable provisions of the Multiple Resident Law or the Trailer Camp Ordinance. Supervisor Klipp stated he would take the matter up with the County Board of Health and the Building inspector. The Supervisor reported that in addition to having been absent without leave for a period of one month. Mrs, Eloise Bowden had again been insubordinate and guilty~of mis- conduct in that she delayed and withheld certain vital and essential ihformation requested by the Supervisor's Office~ and had again indicated that she did not intend to cooperate w~th._ the directives of the .upervisor,S ' After considerable discussion of the matter it was concluded that it would be in the best interest of the Town to terminate Mrs, Bowd~n's services, According!y~ on motion of Justice Clark~ seconded by Justice Tu~nm±_~l it wss RESOL?~E-~D: that the Supervisor be sn5 he hereby is directed ~o notify Mrs, Eloise Bowden in writing of the reasons for the proposed removsl of her from office~ and that she will be given an opportunity to d~end herself on charges of insubordination and misconduct at a hearing at the Supervisor's office on Tuesday~ March 23~ 19~4~ all in accordance with the provisions of Section 22 of the Civil Service Law~ and it is further RESOLVED That prior to giving such notice~ Mrs, Bowden be given an opportunity to resign forthwith, Vote of Town Board: Ayes-Supervisor Klipp~ Justices Tuthiil~ A!bertson~ Clark and Demaresto Adjournment was at ~:30 P,M, Ralph P, Booth Town Clerk
