The Southo!d Town Board met at the office of Supervisor
Norman E. Klipp at Greenport~ on Tuesday~ June 30~ 19~3.
The meeting was called to Order at 1:30 P.MI with the
following present: Supervisor Klipp~ Justices Terry~ Tuthill~
Albertson and Clark; Town ~uperintendent of Highways Price;
TownmAttorney Terry and Town Clerk Booth.
Moved by Justice Aibertson~ seconded by Justice Clark:
P~SOLVED: That the minutes of the previous meeting be and
hereby are duly approved as read.
Vote of Totem Board: Hyes- Supervisor Klipp$ Justices Terry~
~!bertson~ Tuthiil and Clark.
Mrs. Evelyn Clark and Mrs. Marguerite Leyden were present
at the meeting as a committee representing the Women's
Society of the Methodist Church of Greenport~ New York.
The Town Board had requested a committee to meet wi~h the
Board to discuss matters stated in a resolution which was
received by the Town Board from this Society at a meeting
held June $~ 1953.

RESOLVED: That the regular monthly Audit meeting of this
Board be held at the office of SuperVisor Norman E. K!ipp

A communication was received from William Sterling~ Clerk
of Scho~! District No. 8 Cutchogue~ stating that the school
bus filled with children crosses the Long Island Railroad
tracks on Cox Lane several times daily. He stated the cross-
ing is unprotected,

RESOLVED: That Supervisor Norman E. Kiipp oe instructed
to communicate with the Long Island Railroad Company and
request that more adequate protection be given at Cox Lane
crossing at Cutchogue.

The Supervisor received a letter from J. L. Jacobs & Coo
on the plan for equitable reappraisal and assessment
equalization of ~able property.

RESOLVED: That the Supervisor be instructed to turn the
said letter over to the Town Board of Assessors.

RE~OLVED: That inasmuch as the required dedication has

Cleaves Point Road and East Gillette Drive~ situated at
East Marion~ Tov~n of Southold~ New York.

A communication was received from the BruShes Creek Assoc-
iation requesting some financial assistance from the Town
Board in drSdging the charnel in Brushes Creek at Mattituck~

RESOLVED: That Norman E. Kiipp~ Supervisor~ be and hereby
is authorized to contribute the sum of $47~.00 t~ards the
cost of dredging the channel in Brushes Creek at Mattituck
Town of Southo!d: N.Y.

RESOL~YED: That Norman E. K!ipp~ Supervisor~ be and hereby
is authorized to approve the actions of the Commissioners
of the Fishers ±sland Ferry District in executing an
extention to License Contract No. DA30-O?~-Eng-I~69
Supplemental Agreement No. ~ between the Corps of Engineers~
U.S.'Army~ and the Fishers s!and Ferry District for the
right to the Non-exclusive use of a certain parcel of land
known as Silver Eel Cove Dock together with Buildings nos.
248~ 29~ and the north wing of Building No. i: located at
Fort H. G. Wright~ Fishers Is!and: New York: and including
certain access to roads all as shown in red on Exhibit
attached to said License at the rental rate of~ One Dollar
($!.00) per annum for a period from October !~ 19~2~ up
and including September 30~ t9~3.

Barney Harris requested that two street lights be installed
on Yo~ugs Avenue in Mattituck: New York.

RESOLVED: That the Town Clerk be and he hereby is directed
to reques~ the Long Island Lighting Company to install
two additional 100 c p aerial street lights in the Mattituck
~1 Lighting District~ said ~2~hts to be placed on Pole #3
and Po_e #6 on Youngs Avenue in Mattituck.

Lawyer Krupski appeared before the Board presenting an
application on be~a!f of William H. Kaiynack requesting
the Board to ~ake over certain proposed highways through
his property at Southold: said highways to be known as
PARK WAY~ BRACKWOOD WAY~ CRITTENS LA~ AND WOOD END WAY.
Moved by Supt. of Highway Price; seconded by Justice Clark:
RESOLVED: That .the Town Board will view the above named pro-
posed roads and if they comply with the Town Highway Spec-
ifications they will consider taking them over as public
highways.

A hearing was held at the office of the Supervisor at Green-
port~ on Tuesday~ June 30~ 19~3~ to consider a proposed Town
Ordinance for the regulation of Tourist Camps: House Trailer
Camps~ House Trailers or similar establishments. The
Clerk presented proof of publication of such hearing.
SuperVisor Klipp opened the hearing at 2:30 P.M. and read
the call of the meeting. He then called upon any person pre-
sent wishing to speak either for or against the proposed
ordinance. The following persons spoke in favor of such an
ordinance.

The Supervisor then called for a vo2e on the proposed ordin~
ance. There were sixteen (16) persons present at the meeting
all of whom voted in favor of the ordinance.

NOTICE OF ADOPTION OF ORDINANCE
NOTICE iS HEREBY GIVEN ~hat after a public hearing held pur-
suant to the requirements of law ~he following ordinance was
duly adopted~ enacted: and ordained by the Town Board of the
Town of ~outhold~ Suffolk County~ New York: at a regular meet~
ing of s~id Board held at the office of the Supervisor at
Greenport~ N,Y.: on June 30th~ !9~3:
SOUTHOLD TO~$t ORhINAN~E PROVIDING FOR TAME REGULATION
OF TO~IST CAMPS: HOUSE TRAILERS CAMPS: HOUSE TRA!LERS~
OR SIMILAR ESTABLISHmeNTS.
Section 1 Definitions
(a) A Tourist Camp is hereby defined to be any lot~ piece or
parcel of ground where two or more tents: tent houses: camp
cottages~ house cars~ or trailers used as living or sleeping
quarters are or may be located~ said camp being operated
for or without compensation.
(b) A unit is hereby defined to be any section or p!~t
of ground: upon which is erected any tent~ tent house or
camp cottage: and/or for the accomodation of each automobile
trailer or house car.
(c) Camp Cottage is defined to be any small building of
whatever material constructed having less than 3~0 square
feet of cross section area and used as living or sleeping
quarters and constructed and equipped only for seasonal
occupancy.
(d) Automobile Taai!er or House Car shall be defined to ba
any vehicle used as sleeping or living quarters~ which is or
may be mounted on wheels and is or may be propelled either
by its o~m power or by another power driven vehicle: to
which it may be attached.
(e) Board of Department of Public Health shall mean any such
Board or ~epartment established pursuant to the laws of the
State of New York and entrusted with the regulation~ control
and.~supervislonof matters pertaining to and affecting the
public health in the Town of Soul,did.
Section 2.
It shall be ~3niawful for any person~ persons~ firm~ assoc-
iation~ corporation or co-partnership to establis~ : main-
tain~ or operate within the limits of the Town of Oouthold
any tourist camp on any location or plot of ground for use
of transients by the day~ week~ month~ or season~ whether a
charge is or is not made who does not possess a permit from
the Department of Health'and Town Board of the Town of South-
old. The permit of the Town Bdard of the Town olf Southold
shall expire on December 31st fo!iowin~ the date of issuance,
Such permit shall not be transferable or assignable. Ail
Town Board permits may be revoked for cause by such Board
after a hearing.
Section 3,
Any person or persons~ firm~ association~ corporation or
co-partnership hereafter applying for a permit and/or a
license to establish and operate a tourist camp must first
file with the Board of Health and the To~ Clerk a complete
copy of the plan of the proposed camp, This plan with the
legal description of the property shown~ shall be draw~ to
scale and must show clearly the extent and area to be used
for camp ~poses. All proposed roadways and/or driveways
shall be sho~rn together with each proposed l&cation or site
for tents~ ten~ houses~ camp cottages, and/or trailers or
camp cars; loc~tion of all proposed sanitzry conveniences~
laundry buildings and slop sinks~ the proposed method of
sewage disposal or removal and the plan for water supply and
lighting. A typical plan for proposed camp cottages~ toilet
and wash room and laundry shall be filed for future reference.
Section 4o
All land used as a tourist camp sha~l be located on well
drained sites of ample size~ free from heavy or dense growth
of brush or weeds. The land shall be free from marsh and shall
be graded to insure rapid drainage during and following rain.
Section ~o
Each site used as a tourist camp shall be provided with an
ampl~ an~ adequate supply of water of safe sanitar~ quality~
approved by the Board of Health. ~here water from other so~ces
than that of the municipal supply is proposed to be used~ the
sources of supply shall~first be approved by the Board of
H~a!th.
Section 6o
Each tourist camp shall be provided with safe and adequate
provision for the collection and removal of garbage and shall
provide a proper and acceptable sewer system either by conn-
ection to a municipal sewer system~ where such is available~
or to septic tanks; all of which shall comply fully with all
laws~ ordinances and/or requirements prescribed by the Board
of Health.
Section ?.
Each unit in any tourist camp upon which a tent~ tent house~
camp cottage~ trailer or house car is erected or placed shall
not be less than gOx~O feet in area clearly defined by marRers
in each cormer and no single family cottage used for living
or sleeping quarters shall be less than 2~0 square feet or
l~ss than l~ feet wide at its narrowest point or less than
7 feet high from floor to plate or shall have less than 27
square feet of ~entJlat~ng opening or windows properly and

Section 8.
Each cottage site or location shall be well drained and the
floor of each cottage shall be r~ised not less than four inches
above the ground level to permit free and uninterrupted vent-
il~tion. If floor be of wood it shall be raised not less than
12 inches a~ove the ground level.
Section 9,
The roof cover of each co~tage sh~ll extend sufficiently
beyond the exterior wall line so that all roof water shall
fall free of walls.
Section lC.
No cottage shall be erected or placed upon any site at less
distance than l~ feet from any other building or cottage,
Section llo
No trailer or camp car shall be located on any site where
there is less than l~ feet between the Brailer or camp car
and other buildings~ trailers, or camp cars included in the
camp area and no cottage site~or location of trailer or camp
car site shall be placed or erected within less than ~0 feet
from the property line separating the camp from adjoining
property~ measuring from ~he nearest point of the cottage
site or t~cation~ ~ler of camp car site, No~ou_~st~' camp
abutting any public street~ avenue~ boulevard~ ~errace~ court~
or place shall locate any tent~ tent house~ or cottage site
or locate trailer camp car site beyond the establmsnedi ~ line
set and agreed upon and in no case closer than 20 feet to
such street~ avenue~ bouievard~ terrace~ ~o-o_rt~ or place.
Section 12.
Roadways or driveways shall be provided not less than 2~ feet
in width~ well marked in the day time and lighted at night.
Said roadways~ or driveways to be so located that each unit
of the camp is easily accessible. Said roadways or driveways
shall ~e so constructed that a dust nuisance ~i!l not be
created, Ail entrances and exits from the camp shall be well
marked and so arranged that they will be easily controlled
and supervised.
Section 13.
Each camp upon which two or more tents~ tent houses~ camp
cottages~ trailers or camp cars are erected or placed end
where private conveniences for each site or ca~age are
not provided shall provide at locations hereinafter defined~
toilets~ urinals~ wash basins~ slop basins~ ~howers~ or baths~
water faucets or spigots in a~cordance with the following:
(a) One toilet or stool for each ~nit.
(b) Each toil~g room provided for men shall have in
addition urinal stalls.
(c) Each toi!~t room shall be provided with one lavatory
or wash basin for every five toilets or fraction thereof.
(d) One shower or bathtub shall be provided for each
sex for each !0 units or fraction thereof.
(e) Ail Toiiets~ basins and showers~ shall be placed
!~. in properly constructed buildings conveniently
located as to each cottage or unit.
(f) Buildings shall be well lighted at all times~
day or might~ well ventilated with screened open-
ings~ and constructed of such moisture-proof
material as shall permit rapid and satisfactory
c!eaning~ scouring and wasnlno.
(g) The floors shall be of waterproof material elevated
not less than four inches above grade and each floor pro-
vided with floor drains.
(h) Sipp sinks or ~asins with water supply over
shall be provided to serve each seven units and
shall be constructed in accordance with design~
size and material approved ~y the Board of Health.
Section 14.
Each tourist camp shall Be under the direct management of
the owner or licenses or his agent or representative for
whose acts he or they sha~i be fully responsible. The names
of the person entrusted with the direct management of ~he
camp shall be filed for ~eference with the Board of Hca_tn
and with the Police Department of the Town of Southo!d.
Such person or persons must be of good reputation and character
and shall satisfy the public authority of their experience
and capacity to supervise~ manage~ regulate, control and
maintain good order in the camp.
Section !5.
Each tourist camp shall be provided with a ~uiiding to be
known as the office in which shall be kept copies of all
records pertaining to the management or supervisor of the
camp~ such records to be available for inspection by the
Board of He~Itn or ~y ~he Police Department.
Section 16.
It shall be the duty of the o~mer~ his ageht or mansger~
to keep a register of all persons accommodated in the camp~
said register to include the names of all persons~ their
home addresses~ the registration numbers and d~scription of
their automobiles or other vehictes~ to prescribe rules end
regulations for the management of the camp; to make adequate
provision for the enforcem~n~Sfsuch ruZes; to subscribe to
and adopt such general rules and regulations which may be
hereafter adopted for the management of such camps.
Further~ it shall be the du~y of the owner~ his agent or
manager ta~°~rovide* ' for regular inspection of the water and
the sanitary conveniences.
(b) Provide for the collection and removal of garbage
or other waste material.
(c) Prohibit the placing or storage of unsightly
material or ~ehicles of any kind.
(d) Provide for the regular cieaning~ Painting~
repairing~ disinfecting of all buiidings~ and
~e) Provide at least one 2½ gallon soda and acid
fire extinguisher~ or its equivalent~ for each ~ units~ so
l~Cated that all units shall be within 200 feet of an
extinguis~.
~:f) Take such other measures as may be deemed to be
necessary by the Board of Health to preserve the health~
comfort~ and safety of all persons residing in the camp and
the general public.
(g) Cause each dog: cat~ or other pet animal to be
kept under control at all times~ either by being tied up
or confined in proper enclosure.
(h) Repo~ to the Board of Health all cases~-of
communicable disease or suspected ~a~es of communicable
disease affecting any occupant of the camp.
(i) Report immediately to the public authority all
acts of disorderly character committed by any person or
persons inside the camp; and
(J) See that copies of Standard Rules and Regulations
shall be prepared and posted in conspicuous locations
throughout the camp.
Section 17.
Each tourist camp shall clearly indicate one or more en-
trances and exits~ the use of which shall be enforced.
Where it is established by complaint of adjoining property
owners that thedr property is being trespassed upon by
inmates of any tourist camp~ it shall be the du~y of the
owners~ manager or other person responsible ~o provide
fence or other effective barrier ~o insure such o~maers of
adjoining property protection against trespassing.
Section 18.
The provisions of this ordinance shall be in addition to
and supp!ementa~y to the provisions of all other ordinances
of the To%~ of Southo!d and where there is any conflict be-
tween the provisions of this ordinance and any other ordin-
ance~ then the ordinance providing the stricter regulation
shall prevail.
Section 19.
On every Trailer Camp a suitable planting not less than
five (~) feet high~ sufficient to screen the Trailer Camp
from view shall be erected along all lines of public lands
and public highways and such fence shall be not less than
ten (10) feet fro~ such public lands or highway lines.
Section 20.
On receipt of any application for 'a permit~ other than a
renewal under this article the Town Clerk shall cause a
notice of public hearin~ thereon specifying the time and
place thereof tR be published once in the newspaper pub-
lished in the Town &t least !0 days before the day of the
hearing.
Section 21.
This ordinance shall not apply to any territory included
within the limits of the incorporated village of Greenport.
This ordinance shall not apply to any tourist camp: unit:
camp cottage~ or house trailer camp in operaiion on or be-
fore July !~ 1953.
Section ~2.
Any person~ firm or corporation who shall violate or fail
to comply with any of the provisions of this ordinance~
shall be guilty of a misdemeanor and shall upon conviction
be p~nishable by a fine of not less than $5~.00 nor to
exceed $t00.O0 or by imprisonment for a term not exceed-
ing six months or by both such fime and imprisonment.
Each day that a violation is permitted to exist shall con-
stitute a separate offense.
EFFECTI~ DATE
This ordinance shall 2ake effect upon publication and oost-
ing as required by Law. ~
