Present were: John Stein, Chairperson Caroline Burghardt, Member Carol Brown, Member John Chandler, Member Maggie Merrill, Member Shannon Wright, Member Inga Van Eysden, Member Brian Mealy, Town Board Liaison Liz Gillooly, Trustee Liaison Lauren Standish, Secretary Guests: Jim Bunchuck, Solid Waste Coordinator Anne Murray, NFEC Abigail Field Joshua Klainberg, NYLCVEF Ella Nielsen, NYLCVEF CALL TO ORDER John Stein called the meeting to order at 4:300m. GUEST SPEAKER Jim Bunchuck, Solid Waste Coordinator for the Town of Southold, provided the group with an overview of the Town's recycling program. Some of.the near-term program initiatives include enhanced public outreach, promotion of food scrap composting, quantify waste 2 generation at parks/recreation facilities, recycling at Town beaches, and special event recycling at events such as the annual Maritime Festival. The Solid Waste Management 10-Year Plan can be found on the Town's website. Grants for Recycling Capital Projects, Municipal Waste Reduction and Recycling Program (MWR&R) can be found on the NYSDEC's website. REPORTS Caroline Burghardt attended the Board of Trustees meeting held on Wed., November 15th and reported the meeting was business as usual. CLIMATE SMART COMMUNITIES The CSC Smart Communities Certification Action Checklist submitted by Andrew Manitt was reviewed by the members of the CAC. The spreadsheet included recent data provided by John Stein. Councilman Brian Mealy,will share this updated checklist with Supervisor-elect Al Krupski and have a continued discussion about the need for an Environmental Analyst for the Town. The group agreed to create teams/sub-committees to work with department heads on specific action items. Shannon Wright offered to work on traffic calming as an action item. Anne Murray noted that the Town has already accomplished some of the action items not listed, such as a cooling centers. Joshua Klainberg and Ella Nielsen, NYLCVEF were attendees'on Zoom. They offered to make a presentation at a future meeting. It was agreed by all to invite them to the next monthly meeting in January 2024. OTHER BUSINESS The CAC agreed to submit the Junior CAC Member mission statement to the Town Board for consideration at town board work session in 2024. APPROVAL OF MINUTES Moved by Caroline Burghardt, seconded by Carol Brown to Approve the Minutes of November 8, 2023. RECOMMENDATIONS —WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved Inga Van Eysden, seconded by John Chandler, it was RESOLVED to SUPPORT the application of DAVID & MARY DESETTA to remove existing fixed wood walkway, wood ramp and floating dock. Install new fixed "L" shaped walkway at 4'X 60' in length, with thru-flow.decking throughout with 9 sets (18 total) of min. 8" dia. pressure treated pilings. Install a 3'X10' aluminum ramp (30 sf. with 18 sf. over water). Install a 6'X 20' floating dock with marine grade decking and two (2) 10" dia. anchor pilings. New walkway will be installed at the same location at the bulkhead as the existing walkway and extend no further seaward than the existing floating dock. Remove one (1) 30" dia. oak tree 8' from the wood deck. 3 Located: 1775 Gull Pond Lane, Greenport. Reclaim lost material by incidental dredging within 10' of new structure. Move and reinstall existing frame building after construction. Replacement of building support pilings as necessary. A 10' non-turf buffer to be established. Located: 1410 Manhanset Ave., Greenport. RESOLVED to SUPPORT the application of ANDREW PACE to remove and replace wood bulkhead with new vinyl bulkhead at an elevated height of 18" greater than existing, with landward inset for off canal boat slip. Relocate existing shed, and relocate existing floating dock a min. of 8' southerly along same plane: Remove existing pilings and install two (2) 8" dia. pressure treated pilings to anchor dock. Remove eight (8) hardwood trees of various species and diameters. Inset bulkhead to be raised an additional 30" about 14.5' landward of the seaward point of the northerly slip opening to adjust for the grade change. Construct a (3) tread staircase at VX 12' with (4) 8" risers (36 sf.) and install a 5' step float step aluminum dock ladder. Reconstruct portion of removed walkway, deck and staircase in kind and in same location. Install wood ramp or replace with aluminum ramp (3'X 15) at owner's discretion, and establish a 10',non-turf buffer. Located: 205 Gull Pond Lane, Greenport. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by John Stein, it was RESOLVED to SUPPORT the application of CONKLING ADVISORS LLC for the installation of(1) 12,000-gallon double wall underground'fuel tank. Split 7,000 gasoline 4 and 5,000 diesel. New double wall piping to (2) new dispensers. All leak detection panel, probes and sensors. Located: Brick Cove Marina, 1760 Sage Blvd., Southold.. SCTM#57-1-38.3 Inspected by: Carol Brown, Caroline Burghardt, Maggie Merrill Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by John Stein, it was RESOLVED to SUPPORT the application of DAVID & ALLISON AFFINITO to construct +/-772 sf. second floor addition over footprint of existing first floor to remain (and adjacent to existing +/-858 sf. 2"d floor to remain), with no demolition or increase in existing dwelling footprint; install stormwater drainage system to collect roof runoff;, and establish a 10' wide +/-1,133 sf. non-turf buffer to be planted with additional native vegetation adjacent to the wetland boundary. Proposed I/A sanitary system.and,related work located more than 100' from wetlands. Located: 1675 Pine Neck Rd., Southold. ZIEGLER & KARL A. GROSKAUFMANIS to maintain and perform as-needed ordinary and usual maintenance on as-built 3'X 12' hinged ramp and 6'X 20' float. Located: 112 Windjammer Dr.; Southold. Located: 2590 Cox Neck Rd., Mattituck. SCTM#113-8-6. Inspected by: Carol Brown, Caroline Burghardt, Maggie.Merrill The CAC Supports the application with the recommendation of a 20' buffer planted with native vegetation and the planting of additional trees to stabilize the slope. 5 Vote of Council: Ayes: All Motion Carried CARMEN BROOKS to construct a new 4' X 36' wood,pile supported pier with rails and utilities and install an 8' wide, 15' If. float with hinged ramp and waterward of the apparent high water line and mean high water line., . Located: 1232 The Gloaming, Fishers Island. SCTM#1079-16 The CAC did not make an inspection, therefore no recommendation was made. RECOMMENDATIONS -APPLICATIONS TO AMEND WETLAND AND COASTAL EROSION PERMITS Moved by Shannon Wright, seconded by Maggie Merrill, it was RESOLVED to SUPPORT the application of JOHN NASTASI to Amend Wetland Permit #10263 for additional masonry retaining wall approx..56' long by height from 1'-3 '/' from grade, for erosion control. Located: 706 Wiggins Lane, Green port. SCTM#35-44-18 The CAC Supports the application with a native planting plan for additional erosion control, and the.installation of a pool enclosure fence as:soon as possible. At the time of the inspection,the pool did not have a fence, which is 'a safety issue. The next meeting of the Conservation Advisory..Council is tentatively scheduled for January 10, 2024 at 4:30PM in the Conference Room.
