The~.Southold Town Board met at the office o£ Supervisor Norman E. Klipp
at Greenpo~t, on Tuesday, October 7, 1952. Th? meeting was called to
order at 1.30 P.M. with the following present: Supervisor Klipp;
Justices Terry~ Tuthill~ Albertson and Clark; Town °uperintendent of
Highways Price; Town Attorney Terry and Town Clerk Booth.
SuperVisor Klipp advised the Board that he had received a communication
from the North Fork School Boards Association~ that at their last meet-
· ing ~they had voted that a committee~ consisting of one member from each
School District in the Town of °outhold~ be authorized to meet with
the Southold Town Board and discuss with them ways and means of enforc-
ing traffic laws relative to the passing of stopped school buse~s. The
committee, that attended consisted of Oscar Goldin and Reginald Hudson
of the Freenport School Board and Mrs. James Wheeler of the Bay Vmew
School Board. Mr. Goldin acted as spokesman for the group and indicated
to the Board that most of the violat6~ in so far as the passing of
school buses was concerned~ came from~the Orient'School'District. Mrs.
Wheeler ~indicated to the best of her knowledge that everything was
running smoothly in so far as her district wa~ concerned. Mr. Goldin
further indicated that Greenport School ~istrict and Orient School
District were somewhat dissatisfied with their Sehodl Traffic Officers.
The Supervisor advised th~ committee that h~ had persona~Iy followed
the Orient School Bus and found~ as di~ the driver of the b~s~
the Signal lights were not functioning proPer~lyi ~nd foilow~ng motor-
ists had no k~owledge of when the school bus .Wa~ ~boUt ~ sto~. The
~Supervisor stated he would take up the matter of the ~Or~ent School
Officer with the Orient School Board or Principal~ and Mr. Goldim
indicated he would further advise the Supervisor ~n the ~atter of the
Greenport School Officer after he had met with hi~ Board~.
Mr. Oscar Goldim appeared before the Board as a~Villag~i~rus~ee of
the ~il~age of Greenport~ and requested that th~ .Town ~ard rescind
their opposition to the establishment of a labor~tOry on Plum Island
for combating Hoof and Mouth Disease. The Supervisor ad~d Mr. Goldin
on what grounds he made the request, and Mr. Gol~in sta~ that the
¥~llage'Board~ who took action in favor of the e~tablis~m~nt off,he.
laboltat0ry~ had~received no criticism of their a~tion. ~h~ SUperWisor
advisedMr. ~oldin that officially the Town Ooard had n6~.received any
criticism of their action in opposition to the Mr, Goldin

Town concluding the audit work at 2:30 P.M.

RESOL~: That the minutes of the previous meeting be and hereby are
duly approved as read.

RESOLVED: That the Town Clerk be and he hereby is directed to request
the Long Island Lighting Company to install two additional aerial street
lights in the Orient Lighting District~ one ~ight to be placed on
pole #8 and one light to be placed on pole #9 on Oyster Ponds Lane.

RESOLVED: That the regular monthly meeting of this Board be hel~ at
the office of the Supervisor at Greenport~ on ~uesday~ Oct. 21~ 19~2,
at ~;:30 P,M.

Supervisor Klipp read the report of ~own Attorney Terry in reference
to the seminar which he attended in Albany~ New York in relation to
the organization, administration and emforcementof ~h~ multiple Resi-
dent Law~ After discussing the mat~er~ the Supervisor ~as. instructed
to communicate with Senator Mitchell indicating that ~he Town of Southo~d
desires the Appeal Board be set up on a Town lev?~_r~ther than a County
level. /
The Supervisor read a resolution adopted ~y the COmmissioners of the
Fishers Island Ferry District relative to the p/~rchase of a dock sit-
uated at N~w London, Conn. ~ and owned by the F~ishers ~slandm. Farms, ~lnc.
After considerable discussion of the matter ~,t~was ~
Moved by Justice Albertson; seconded by Justice Terry:
RESOLVED: That the Town Board does hereby~appoint a committee consist-
ing of Oupervisor Klipp and Justice Clark to mske such investigation
as ~they deem nece~ssaFy in order to determine the condition of said dock
and the advisability of its prrchase, and to report upon the result of
their investigation at the next meeting of the Board.

RESOLVED: That this Town Board does hereby prepare and approve as the
preliminary budget of this Town for the fiscal year beginning on the
1st day of January~ 19~S~ the itemized statement of estimated revenues
and expenditures hereto attached and made ca part of this resolution,
and be it ·
FURTHER RESOLVED: That such preliminary budget shall be filed in the
office of the Town Clerk where it shall be available for inspection by
any interested person at all reasonable hours, and be it
FURTHER~RESOLYED: That this Board shall meet at 2 o'clock P.M. on the
6th day of November, 19~2, for the purpose of holding a public hearing
upon such preliminary budget, and be it
FURTHER RESOLVED: That the Town Clerk give notice of such public hear-
ing in the manner provided in Section ll3 of the Town Law, and tha~t such
notice be published in substantially the follQwin§~.form:
NOTICE OF H~RiNG UPON PRELIMINARY BUDGET
Notice is hereby given that the preliminary budget of the Town of
Southold for the fiscal year begio_ning January 1st, 19~3, has been
completed and filed in the office of the Town Clerk at Southold, New
York, where it is available for inspection by any interested person at
all reasonable hours.
Further notice is hereby given that the Town Board of the Town of-
Southold will meet and review said preliminary budget and hold a public
hearing thereon~ at th Office of the Supervisor, Greenport, New York,
at 2 o'clock P.M. on the 6th of November, 19~2, and that at such hearing
any person may be heard in favor of or against the preliminary
budget as compiled or for or against any item or items therein con-
t~ined.
