The Southold Town Board met ~at the office of the Supervisor at Greenport,
on Tuesday, July 11, 1961. The meeting was called to order at 3:00 P.M.
with the fOllowing present: Supervisor Albertson; Councilmen Demarest and
Grathwohl; Justice Tuthill; Supt~ of Highways Price and Town Clerk Richmond.

RESOLVED: That the minutes of June 27, 1961 be and they hereby are duly

RESOLVED: That the next regular monthly meeting of this Town Board will
be held att~the office of Supervisor Lester M. Albertson at 16 South Street,
Greenport, ~.Y. on Tuesday, July 25, 1961 at 3:00 P.M.

Grathwohl; Justice Tuthill.
A delegation from New Suffolk appeared before the Board and discussed Town
-Beaches and landing ramps. The Supervisor informed them that if they would
get together with others in the area and decide on where they would like
a landing.ramp, the Town Board would cooperate with them and place a ramp
at the end of any ToWn Road in New Suffolk immediately.
The Highway Committee, the Supt. of Highways, the Town Attorney and Supem
visor Lester M~ Albertson will meet July 12, 1961 at 3:00 P.M. to discuss
roads on Fishers Island, Suffolk County, New York.
A letter was received from Henry Williams, principal of Southold ~igh S~00'i
asking that the Town Board request the Long ISland Lighting Company to move
f~ve pOles'to the opposite side of Oaklawn Avenue and the Village of Green-
port td~.set back three water hydrants in front of Southold High School.
The Supervisor was directed by the Board to write Ie~ters to both the Long
Island Lighting Company and the Village of Greenport.
A certified copy of an order from the Temporary State Housing Rent Control
(Decontrol Order No. 70) decontroling all rent in the Town of Southold
effective October 1, 1961 and signed by Robert E. Herman, Commissioner and
State Rent Control Administrator, was filed in t~e Town'Clerk Office, July
'5, 1961 at 9 A.M.

renewal~permit dated June 26, 1961,
NOW, THEREFORE, BE IT RESOLVED: That the application of Fred Larson to~.
locate a single trailer on premises of Irene For~, s/s Sound Avenue, Matt-
ituck, N.Y. be~!~ahd ~ereby is granted for a year round occupancy for a ~ne
year period.

RESOLVED: That the Supervisor, Lester M. Albertson, be and he hereby is
authorized to enter into a lease with Ralph Emerson, John Emerson, Ruth
Cook, Claire Emerson and Emerson Wortis for a tract of vacant land situated
and being at Southold, Town of Southold, N.Y.----
ALL that tract or parcel of beach and meadowtand situate, lying and being
at South Harbor, Southold, in the Town of $outhold, Suffolk County, New
Yor~, bounded North partly by the southerly terminus of South Harbor. Road
and partly by land of Southold Park District; East by land of Southold
Park District, South by ~econic Bay and West partly by the Main Channel
or entrance to Richmond's Creek, and partly by the continuation southerly
of the westerly line of South Harbor Road; said premises being and intended
to be the meadow imland described in Liber 573 of Deeds at page 335 and
surrounding area filled in by County Dredging Project in 1959, with the
privileges and appurtenances for and during the term of three (3) years~_
from July, 1961 which term will end Sept. 15, 1964, for use as a public
park, provided, however-, that the public highway known as South HArbor
Lane shall not be extended beyond its present terminus and that.the party
of the second part will install and maintain a cable barrier across said
terminus and provided that no boat trailers or other vehiclesshal~ be
permitted on or across said premises. ~
And said party of the second part covenants that it will pay to the pa~ties
of the first part for the use of said premises, the total rent of one
dollar ($1.00) rent of and provided further that the party of the second
part will 'install a "STOP" sign at the southerly terminus of South~Harbor
Road, and provide adequate refuse containers.
AND PROVIDED FURTHER, if said Party of the second part shall faif.~ to~>pay
said rent, or any part thereof when it becomes due, it is agreed that s&id
party of the first part may sue for the same, or re-enter said pr~mises
or resort to any legal remedy. The party of the second part shall?have
the privilege of s~Dletting portions of the above described premises to
Southold ParkDistrict~ The parties of the first part agree to pay all
taxes to be assessed on said premises during said term.

WHEREAS, the Board of Co~issioners of Fishers Island Ferry District.are
of the opinion that it is in the best interest bE ~ Fishers Island Ferry
District to engage the services of an extra maintenance man, and
WHEREAS, W. Gordon Ah man of Fishers Island, New York, has applied for th~s
position, and has been engaged by the B~d of Commissioners of the Fishers
Island Ferry District subject to the approval of the Town Board,
NOW, THEREFORE, BE IT RESOLVED: That the Town Board approves in all res
the foregoing action of the Board of Commissioners of the Fishers Island
Ferry District.

RESOLVED: THAT THE Supervisor be and he hereby is authorized to communicate
with the State Traffic Commission and request it to establish maximum
speed limits along Connty Highway~lhoute 27A lower than 50 MPH in the area
of said highway coa~,encing at a point 1500 feet e$st of the Sunset Motel
westerly to a point 1500 feet west of the Sound View Rest, a total distance
of approx. 1.3 miles and that the Supervisor further communicate with the
Superintendent of Highways of Suffolk County and request him to make a
similar request to the New York State Traffic Commission.

RESOLVED: That SupervisorLester M. Albertson be and he hereby is author-
ized to have a suitable fence erected at the beach at the end of South
Harbor Lane.

Moved by Justice Tuthill; seconded by Councilman Grathwohl;
WHEREAS, the Golden Nematode Fund %80-49 in the Annual Budget for the
current fiscal year exceeds an appropriation of $2500.00 and
WHEREAS, of such sum appropriated, $1500~00 remains unexpended to date,
and WHEREAS, after due allowance for stated claims and fiscal expenditures
chargeable against such appropriation or account, there is an unexpended
balance in said appropriation or account of $1500.00,
NOW, THEREFORE BE IT RESOLVED: That $1000.00 of said unexpended balance
be andthe same hereby is transferred to Public Dump-other Expenses %36-30
and that the amount heretofore appropriated for said ~ubposes be 'and the
same hereby is increased in the amount of $1000.00.

RESOLVED: That.Supervisor Lester M. Albertson be and he hereby is authorize~
to advertise for proposals to furnish to the Town of Southold one (1) used
Bulldozer for use at the Town Dump.

1WHEREAS, the Greenport American Legion Burton Potter Post ~185 has applied
to the Town Clerk of the Town of Southold for a Bingo License and
WHEREAS, the Town Board has examined the application and after investig-
ation the matter duly made findings and determinations as required by law,
NOW, THEREFORE, BE IT RESOLVED: That the Supervisor be and he hereby is
authorized and directed to execute on behalf of this Board the findings
and determinations required bylaw and it is further
RESOLVED: That the ToWn Clerk be and he hereby is directed to issue a Bingo
License to the Greenport American Legion Burton Potter Post %185.

RESOLVED: That General Bills in the amount of $5,815.96; Lighting District
Bills in the amount of $2,484.91; Fishers Island Ferry District Bills in
the amount of $14,508.36 be and the same are hereby ordered paid.

WHEREAS, the Gardiners Bay Estates, Inc. has requested the Town Board to
regulate the speed of boats in Spring Pond at East M rion, N.Y., and
WHEREAS, the Town Board has investigated the boat operations in Spring
Pond and-is of the opinion that in the interests of safety the speed of
boats sh~hld be limited in said area,
NOW, THEREFORE, BE IT EESOLVED: ~hat no person shall operate a bo~/in the
wa=ers of Spring Pond at East Marion, N.~o at a speed greater than 5 miles
per hour, and it is
FURTHER RESOLVED: That the Supervisor be and he hereby is authorized to
cause notice to be posted in appropriated places in the...said Spring Pond.

RESOLVED: That this meeting of the Town Board be and the same hereby is
recessed at 4:15 P.M. and will reconvene at ehe Supervisor,s Office,
Greenport, N.Y. at 7:30 P.M. '~

The hearing on the application of James Mulkihill % Camp Momoweta-~Inc~
was opened by the Supervisor at 7:30 P.M. The minutes of ~his hearing
were recorded by Judith Boken. Justice Henry A. Clark was present at~
this meeting.
Moved by Justice Clark; seconded by Councilman Demarest:
WHEREAS, James Mulvihill % Camp Momoweta Inc. has applied to the.Town
Board for a permit to establish a Camp Cottage Colony on their property
located at Mattituck, N.Y., and
WHEREAS, the Town Board pursuant to duenotice thereof held a hearing
thereon on July 11, 1961, at which time all interested persons were
given an opportunity to be heard, minutes of which were recorded~byJudith
Boken,
NOW, THEREFORE, BE IT RESOLVED:'That the Town Board of the~Town: of
Southold grant said permit to James Mulvihill % Camp MOmOweta Inc.,
Mattituck, N.Y.

A letter was received from Suffolk County executive advising the Town~
Board that certain property was available in Silvermere area~for a .futUre
marina or beach facilities, the cost of acquisition of land to be~$95,000.
This same property was offered to the Town some time ago and discussed
by the Board at great length. At the present time the feeling of the
Board is that inasmuch as this is a swamp area with much tof it being clay,
the cost to make it usable to the public would be too great eithe~lon
a Town or County basis.
