The Southol~ Town Board met at the office of S~/~ervisor.Lester M.
Albertson at ~reenport, N.Y. on Tuesday, May 9, 1961. The~meeting was
called to order at 3:00 P.M. with the following present: Supervisor

RESOLVED: That Supervisor Lester M. Albertson be and he':hereby is
authorized to enter into a lease with Harrison M. Demarest, Sr., ~or
a tract of vacant land situated and being at Orient, Town of Southold,
N.Y. an'd~bounded as follows:
~orth by Narrow River~ Road; East ,by land now or formally of John Brown;
South by Hallocks Bay; West by land now or. formally of the estate of
George E. Edwards for use of a town parking area~+and boat.landing for
a term commencing the first day of May, 1961, and ending ,April 30, 1966
in the'~amount of $25.00 per year~ prOVided, however, that either party
may on the 30th day of April of any year terminate said lease by giving
theQ~her party 60 days prior written notice by registered mail and~
if sai~ lease is so terminated, the liability of the parties thereunder
for ~_he further performance of the terms, covenants and donditions of
said lease shall forthwith cease.

WHEREAS, the Town B6~rd of the TOWn of Southold has visited, and exam-
ined West Harbor at Fishers Island and
WHEREAS, it has been determined that there is a definite need for deeper
water in that area so 'that those persons engaged in Commercial Fishing
and. 0ther business ventures ~ay be afforded the use of existing docks
and properties at all tides,
NOW, THEREFORE, BE IT RESOLVED: That the Town Board of ,the Town of
Southold does recommend that the necessary steps be'taken~by Corps
of Army Engineers to dredge the channet~in West Harbor-a~:'Fishers
Island, N.Y.

WHEREAS, the Universalist Church has requested the present "NO PARKING"
signs be changed to"CHURCH ZONE" "SLOW" in Southold in the ~icinity of
the Universalist Church and Catholic Church,
NOW, THEREFORE, BE tT RESOLVED: That Supervisor Albertson request the
State Traffic commission to relocate "NO PAR/~2ING" "NO STANDING~ signs
approxim~tely~?f~:rty feet eastward, which would afford a safe area fDr
pickup and dropoff, and' ....
BE'IT FURTHER RESOLVED: That a sign reading "CHURCH ZONE - SLOW" be placed
on the Main Road (Route 25) Southold facing the eastbound teaffic, If
this sign is located just west of;:~e Universalist Church-it wou&d, serve
double duty since the Catholic Chur~h is iocated just beyond the UniVers-
alist Church.

RESOLVED: That-Lester M. Albertson, S~pervisor, bf the Town of Sou~hold
be and he hereby is authorixed to attend Supervisor School at~Schroon
Lake, New York, on June 11, 12, 13 and 14, 1961, and be it further
RESOLVED: That the necessary expen~es~incurred whil~ attending said
school be alegal charge against th~.~Town.

WHEREAS, rents in the Town of Southold are presently controlled under
the provisions of the Emergency Housing Rent Control Law, and
WHEREAS, the Town Board is of the belief that there is no longer any
shortage of housing facilities and therefore no necessity fo~ the con-
tinuation of rent control in the Town of Southold, and " ~
WHEREAS, Section 8592, subdivision 2 of the Unconsolidated La~s ~of th e
State of New York provides that the town on a finding that decontrD.'~.
of rent in the town is warranted and after a public hearing may request
the TemPorary State Housing Rent Commission to decontrol housing accom-
modations in~ the Town,
NOW, THEREFORE, BE IT RESOLVED that a p~lic hearing be held by the
Town Board at the Supervisor's Offiee, 16 South Street, Greenport, New
York, on the 6th day of June, 1961, at 3:30 P.M. on said day on the
matter of decontrol of housing accommodations in the Town of Southold,
and
BE IT FURTHER RESOLVED, that the Town Clerk cause a notice of said
hearing to be published in the Suffolk Times, a newspaper having a
general circulation in the town, not less than 20 days prior ~tO the~
date of said hearing.

NOW, ~LEREFORE, BE IT RESOLVED: That the Town Clerk of the Town of South-
old be and he hereby is directed to transmit said petition to the Planning
Board in~.accordance with Section 901, Subdivision C, of Article IX of the
Building Zone Ordinance of the Town of Southold, Suffolk County, New York.

petition verified the 18th day of April, 1961, petitioned the Town Board
for a~change Of zone of certain real property 'described in said petition
from "A" Residential and Agricultural District to "M" Multiple Residence
District, and'
WHEREAS, the said petition was referred to the Planning Board for its
officail recommendation and report, and

from "A" Residential and AGricultural Distr~ct to "B" Business District,. and
WHEREAS,-this request left property of-Albert Herzo~ zoned "A" Residential
and Agricultural District,and
W/qEREAS, at a meeting held on April 1~, 1961, the Town Board made a motion

RESOLVED: That General Bills in the amount of $6,6.65.41; Lighting District
Bills in the amount of $2,469.72; Fishers Island Ferry District Bills
in the amount of $t2,226.07 be and the same are hereby ordered paid.

WHEREAS, Flora S. Luce~ and George L. Penny III have maSe written applic-
ation to the Town Board dated the 12th day of,.April , 1961, to dedicate
two certain highways at East Cutchogue, Town of Southold, New York, to
be known as LUPEN DRIVE and BILLARD ROAD, being more fully described in
said application, together with a release executed by the owners thereof,
and
WHEREAS, the Highways Superintendent has inspected said highways and
has advised the Town Board that proposed said highways comply with all
to the specifications for the dedication of said Highway in the Town of
Southold,
NOW, THEREBORE, BE IT RESOLVED: That in accordance with Section 171 of
the Highway Law of the State of New York, consent be and the same is
hereby given to~ the Supt. of ~tighways ~to make an order laying out the
aforesaid Highways to consist of lands described in said application
and ShoWn on certain maps on said applicatiOn, and
BE IT FURTHER RESOLVe: That hhe Town Clerk be and he hereby is author-
ized and directed to forthwith cause such dedication and release to be
recorded in the office of the Clerk of County of Suffolk.

WHEREAS, a communication was received from the Brushes Creek Property
Owners Association Inc. requesting some financial assistance from the
Town Board in opening the mouth of Brushes Creek, Mattituck, N.Y.
NOW, THEREFORE, BE IT RESOLVED: That the Town of Southold contribute
half of the cost up to but not to exceed the sum of $300.00 toward the
cost of dredging the mouth of Brushes Creek, in Mattituck, New York,
Town of Southold.

Grathwohl; Justices Tuthill md Clark.
The ~upervisor discussed the State Road conditions at Orient Cuaseway.
He stated that he is to contact the State Highway Department for further
study of this condition.
Justice Henry Clark volunteered to attend the Civil Service meeting
at the County Center, Riverhea~, New York, regarding Life Guard positions
in the Town of Southold,
A resolution regarding department of probation from Town Board of Islip
was read and filed.
Supervisor Albertson reported that arrangments will be made bo have
the Town Beaches cleaned for the s~u~er season.
