Re: Request for Comments ZBA #7563SE Fishers Island Community Center
Fishers Island, New York
The Planning Board has reviewed the special exception permit application pending before the
Zoning Board of Appeals to construct two Pickleball Courts for recreation purposes on
SCTM#1000-12-1-1.2 and supports it.
The subject parcel is currently zoned R-120. Parcels to the west, east and south are also
zoned R-120. To the north, across Fox Lane the parcels are zoned General Business (B).
Land use that surrounds the parcel is a mix of municipally owned land, commercial,
recreational and community facilities (Fishers Island School), Based upon the existing and
surrounding zoning and uses, it is the opinion of this board that the proposal would not
significantly conflict with the community character of the area.
Further, the Southold Town Comprehensive Plan Park and Recreation Chapter supports the
creation of new recreational opportunities and facilities for general public use. Applicable goals
include:
Goal 3: Create New Recreational Opportunities and Facilities.
Goal 4: Ensure Access to Recreation Opportunities.
Goal 5: Promote Health and Wellness.
The expansion of the Fishers Island Community Center to integrate Pickleball Courts also
meets Objective 4.6 addressing the recreational needs of Fisher Island residents.

As a result of strong public interest over theairs- `fh`e `Ash&sIsland
Community Center has wanted to add paddle tennis courts to its facilities
which would complement the Town's tennis courts there. Although the school here
was totally in favor of the project, the effort to lease a piece of property to
construct two paddle tennis/pickleball courts got bogged down and ultimately
derailed by the NY State Department of Education which had to approve the lease.
The property in question became available, following the collapse of a plan to
construct three "tiny houses" by the owner(s) to add to the island housing stock.
The lot was rezoned AHD from R-120 in 2015 to accommodate the multiple housing
units.
The Community Center has reached an agreement with the current owner to
purchase the property, subject to assurance by relevant authorities that the court
construction is allowed and assured.
Over the course of the last 4 years, the interest in this project has grown
substantially and represents another activity under the management of the CC. It
represents the introduction of a sport/recreation activity for the cold weather
months for the community; furthermore, there leagues and team competitions
have been established on the Connecticut mainland.
We look forward to working with you in moving this ahead.

The Fishers Island Community Center is a NY State chartered not-for-profit corporation established in
2005 to create and operate a community center on Fishers Island open to island residents and guests.
Operations commenced in 2008 following fundraising and acquisition of a long-term lease on a former
military building in the Fort Wright area of the island.As part of our long-term mission of providing
activities for the community,we intend to acquire property adjacent to the Center and construct and
manage two platform tennis/pickle-ball courts.

Other Considerations
Following a community survey a number of years ago,a group was formed to pursue the establishment of
a platform tennis/pickle-ball program.The intent was to build the courts on school property,similar to the
tennis and basketball courts.After four years of pursuing this through the NY State Education Dept., a
necessary step even though the Fishers Island School Board approved the land use,and there being no
financial or managerial obligation whatsoever,there was no progress.This Battery Barlow property
became available and the Community Center has an agreement to purchase it, subject to having a building
permit for the courts.
Our goal is to have the platform tennis/pickle-ball courts and program in place by this November
2021,In order to do this,we have to get in line with the manufacturer.In light of the time frame,we
ask for your help in moving this unusual project along to allow us to reach our target.
