NAPPA, COUNCILWOMAN 22 23 24 25 DECEMBER 5, 2023 REGULAR MEETING 2 1 PUBLIC COMMENTS 2 SUPERVISOR SCOTT RUSSELL : That 3 concludes the business of the agenda . I 4 don ' t want to overstep my bounds , but I 5 would like to invite anybody that would 6 like to comment on any items , please 7 feel free? 8 MARGARET MINICHII : Hi , good 9 evening . My name is Margaret Minichini . 10 I live in Orient , New York on Village 11 Lane . And I wanted to make the Board 12 aware of a concern that I have about 13 Village Lane and the traffic that 14 happens on Village Lane, when there is 15 new construction or major renovations 16 going on elsewhere in Orient Village . 17 Probably because their GPS tells them 18 so . Trucks , large trucks , equipment, 19 lots of very heavy duty machinery will 20 come down Village Lane , although their 21 business is not on Village Lane , but 22 elsewhere in the Village . And I was 23 wondering if it was possible to have 24 some sort of restrictions on Village 25 Lane , which is a narrow roadway, I ' m DECEMBER 5, 2023 REGULAR MEETING 3 1 sure all of you are familiar, if cars 2 are parked there . I ' m sure the truck 3 drivers themselves would prefer another 4 route to get to where they ' re going 5 rather than maneuvering around parked 6 cars . Knocking into branches , stands , 7 they ' re going down the street . And it ' s 8 wear and tear on the street itself . 9 It ' s also a safety issue . Maybe not so 10 much this time of year, but certainly 11 when the yacht club is in session and 12 there ' s lots of kids around, and a lot 13 of people around in the area . And I 14 just wondered if there was some 15 restrictions , if it could be a weight 16 restriction? If there could be 17 something that would limit the size of 18 vehicles that are using Village Lane to 19 get to other places within the Village? 20 COUNCILWOMAN SARAH NAPPA: So we 21 actually did discuss this , I think based 22 on your letter, the last Transportation 23 Commission meeting, which I ' m the 24 liaison to , we did have a lengthy 25 discussion about it and did talk about DECEMBER 5, 2023 REGULAR MEETING 4 1 some alternate routes . I think 2 ultimately we decided to reach out and 3 -- to the Orient Association and get 4 kind of their opinion and feedback on it 5 as well . Just to -- we just wanted to 6 kind of understand just a little bit 7 more about the issue and how many other 8 people it affects and if they had some 9 ideas . The one issue I will tell you 10 about a weight limit is that it can ' t 11 put a weight limit on that road because 12 of the Post Office, I believe, was what 13 came up in our discussions . But there 14 was some discussion about alternate 15 routes . It ' s going to be -- we have 16 another meeting on Monday, and I think 17 we ' re hoping to have some response from 18 the Civic Group in Orient . And then 19 from that, then I was going to bring it 20 to the Town Board for a discussion . 21 MARGARET MINICHII : So my 22 discussion with the Civic Group, Barbara 23 Friedman, had said that she -- they 24 didn ' t really have a position . They had 25 -- would have to call a meeting in order DECEMBER 5, 2023 REGULAR MEETING 5 1 to determine whether they were going to 2 -- this was something that they -- would 3 be in support of or not . I will 4 certainly speak with them and bring it 5 up and talk with them about it . There 6 are only about six people probably who 7 live full-time in the Village Lane right 8 now . So there ' s not a whole lot of 9 people out there . And it ' s not a 10 concern and it ' s not certainly an 11 everyday concern . It happens when new 12 construction is starting and they ' re 13 bringing in everything or when they ' re 14 finishing the job . And so it ' s a 15 periodic thing . It ' s not that every 16 single day it ' s happening . And so if 17 there was a way that they would have to 18 -- perhaps when they filed for whatever 19 work they ' re doing to have some sort of 20 transportation route or something like 21 that , that would be approved, along with 22 the permission . Something that in that 23 effect might be helpful . 24 COUNCILWOMAN SARAH NAPPA: That was 25 one thing that we discussed was DECEMBER 5, 2023 REGULAR MEETING 6 1 potentially having it attached to the -- 2 some kind of a built -- you know, a 3 building application when they fill out 4 that . So I mean, there was just -- 5 there ' s kind of the issue where , how do 6 we -- how do we make something? Put 7 something into law or make it important 8 or how do we get the message out there? 9 It ' s difficult . I mean we run into this 10 problem on Love Lane . You know, trucks 11 aren ' t supposed to drive down that . 12 They still do because it ' s on Google or 13 it ' s on their direction -- 14 MARGARET MINICHII : GPS -- 15 COUNCILWOMAN SARAH NAPPA: We kind 16 of just didn ' t want to get into a 17 situation there we ' re trying to think a 18 little bit more outside the box . And I 19 think that ' s why we reached out to the 20 Orient Association . Not that we weren ' t 21 going to continue the conversation, but 22 just to get a little bit more 23 information from the rest of the 24 community . But I know it will be on our 25 agenda on Monday . DECEMBER 5, 2023 REGULAR MEETING 7 1 MARGARET MINICHII : Okay . What 2 would my follow-up be then in terms of 3 seeing what happens at your meeting or 4 -- I mean, certainly, I will speak with 5 the association people , but -- 6 COUNCILWOMAN SARAH NAPPA: So based 7 on what we discuss on Monday if the 8 Commission comes up with a solution or 9 an idea to bring to the Town Board, then 10 I ' ll bring it to the Town Board, and 11 then we would discuss it as a whole . If 12 we decide not to go that route, I can 13 certainly reach out to you . It ' s 14 usually myself that reaches out when we 15 have inquiries . Once we figure out 16 which direction the Commission decides 17 for it to go . 18 MARGARET MINICHII : All right . 19 Thank you . Appreciate it . 20 SUPERVISOR SCOTT RUSSELL : Thank 21 you .
