SOUTHOLD TOWN BOARD

WORK SESSION
Present: Supervisor Jean W. Cochran, Councilwoman Alice J. Hussie,
Councilman William D. Moore, Justice Louisa P. Evans, Councilman John M.
Romanelli, Councilman Brian G. I~lurphy, Town Clerk Elizabeth A. Neville,
Town Atorney Gregory F. Yakaboski.
9:15 A.M. - James Bunchuck, Solid Waste Coordinator meet with the Board to
apprise them of the need for equipment necessary for the operation of the Ag
Bag System. The first Ag Bag has been filled with .shredded leaves and
brush. They have been testing it for proper temperature and mix and all is
going well. A tractor with a PTL is needed to fill the bags and auger the
material into the bags; and a mixing wagon is also needed or the material will
not cook the right way. The cost of the tractor was estimated at $9,999.00
and the mixing wagon at $8,000.00. They have been checking around for good
equipment,, but due to the fact that most of our local farms have turned into
vineyards, there is not too much available here. A good source of used
equipment is Pennsylvania. Mr. Bunchuck advised that they have found a
good 1975 John Deere Tractor Model [~620 which has the power take-eft
encapsulator to fill the bags. They plan to do t~5 bags a .year and it takes a
haJf a day. to load a bag. Supervisor Cochran asked !if there is money.in the
budget; Mr. Bunchuck said that there is $9,200.00 in the engineering~ hne Out
of the bond' which he would like to transfer. Mr. Bunchuck will check
everything out with prices and bring it back to the next meeting in the form
of a resolution. Mr. Bunchuck advised the Board that the incoming landfill
scales are badly rusted and need to be repaired~ Maintenance consists of
cleaning and calibration only, not repairs. The cross pieces and plate
underneath are rus~ted and need to be repaired. The cost would be
approximately $21,000.00 for welding and $5,000.00 to the scale company to
monitor the repairs a:~ndI also to check the underside of the outgoing scale. The
scale company recommends lifting the scales every 3 to u~ years to sandblast
and paint to prevent rusting the future.(3) The purchase of 30,000 yards of
sand by going out to bid; and the problem with water for the toilet at the
scalehouse were also discussed.
9:55 A.M. Marilyn Quintana, Receiver of Taxes and John Cushman,
Comptroller appeared before the Board to discuss Resolution No. 256 with
regard to establishing a Truth and Accuracy in Property Tax Billing Policy.
Ms. Quintana advised that it was established at the last meeting of the Ten
Town Receivers of Taxes meeting that this order to include the Tax
Certiorarims, Erroneous Assessments, etc., is illegal. It is also the county
legislaturesm intention to set-up the 25% partial payments and notification to
the mortgagee. Ms. Quintana advised that the tax bills are now at the printer
and are expected to be received the first of August; John BivOna, Attorney
for the Suffolk County Tax Receiver's Association will be contacted to set-up a
special meeting of the Town Attorney, Supervisor, Deputy SuPervisor, and
Comptroller.
10:10 A.M. - The Board discussed IV. For Discussion Items. IV. I - Request
of Met Life, they wish to install a satellite dish. Supervisor Cochran
referred it to John Raynor, our communications specialist, but has not heard
back yet. IV. 2 Suffolk County Industrial and Commercial Incentives
Program. This matter was held and set aside for the next meeting in order to
give the Board an opportunity to read the materials they were just presented
with. IV. 3 - Appeal of decision of Judge Price on Club Wave case was held
for discussion in executive session. IV. ~ - Request of Veterans of Foreign
Wars for grant funds (see resolution no. 25). IV. ~ - Request for funding for
Anti-Bias Task Force, no amount was given. Councilman Moore will investigate
this further. IV. 6 - Town Health Plan coverage for the drug Viagra will be
referred to the Health Insurance Committee. IV. 7 Use of organic
fertilizers on town properties. Councilman Murphy requested the Board to
take the initiative on this in lieu of great concerns of carcinogens in regular
pesticides. (see resolution no. 29). A brochure will be developed in
conjunction with this program once the policy is adopted. IV. 8 - Policies - to
be discussed later on. IV. 9 - Request for a credit card by Chief Conway
hold for further information. Chief Conway is away on vacation. IV. 10. -
Application of Drosco Corp. for license to sell alcoholic beverages at 69~05
Main Road, Greenport (Drossos) was reviewed by the Board and they have no
objections. IV. 11 - Re-appoiritments to the Fishers Island Harbor Committee
..Justice Evans was present at their meeting this past Saturday. These are all
people representing certain groups within their community and they should all
be reappointed. (see resolution no. 26). IV. 12 - Ceier property extension
expires on May 12, 1998. Joyce Harroun was working with Richard Israel on
financing, but the town hasn't received any recent update information on it.
IV. 13. - Zoning Code distinction of golf course corporate structure: public
vs. private. This item will be further researched.
11:25 A.M. to 11:35 A.M. The Town Board reviewed the resolutions to be
voted upon at the ~:30 P.M.regular meeting.
On' motion by Councilman Brian Murphy, seconded by Councilman William Moore
'it was RESOLVED that the Town Board enter into Executive Session at 11:36
A.M, for the purpose of discussing property acquisition, personnel, and
litigation. Vote of the Town Board: Ayes: Councilman Murphy, CounCilman
Romanelli, Counc:'.lman Moore,Justice Evans, Councilwoman Hussie, Supervisor
Cochran. Also present: Town Clerk Elizabeth Neville and Town Attorney
Gregory Yakaboski.
Executive Session ended at 1:22 P.M.
The Town Board recessed for lunch from 1:30 P.M. to 2:10 P.M.
The Town BOard reconvened at 2:10 P.M. and reviewed the "Town Policies"
number 1 through 41.
On motion by Justice Evans, seconded by Councilwoman Hussie, it was
RESOLVED that the Town Board enter into Executive Session at 3.'21 P.M. for
the purpose of discussing litigation. Vote of the Town Board:

A Regular Meeting of the Southold Town Board was held on May 12,
1998, at the Southold Town Hall, Maln Road, Southold, New York.
Supervisor Cochran opened the meeting at ~:30 P.M. with the Pledge of

SUPERVISOR COCHRAN: We have as part of our agenda, today an
interesting, and well deserved presentations to give. First we would like to
start with the winner of the BOCES Essay Contest. I understand this
contest is County-wide. Justin, It Is a pleasure to meet you. This is a
proclamation.
Moved by Supervisor Cochran, seconded by the entire Town Board,
WHEREAS, the Town Board of the Town of Southold wishes to recognlze
JUSTICE THIBODEAU, as he is awarded the FIRST PRIZE IN THE
BOCES STOP DWI ESSAY CONTEST; and
WHEREAS, Driving While Intoxlcated continues to be a leading cause of
automobile accidents resulting in countless deaths of both young and old;
and
WHEREAS, alcohol not only impairs one's driving ability but also Impairs
one's ablllty to make decisions, such as whether to drive an automobile or
whether to ride with a friend who has been drinking; and
WHEREAS, in an effort to reach young people with a message about
DWI that they will listen to and understand, the Board of Cooperative
EducatiOnal Services of Eastern Suffolk held an essay contest for hlgh
school students; and from the outstanding essays submitted, Justin
Thibodeau of the Fishers Island School was selected as the winner; now,
therefore, be it
RESOLVED that the Town Board of the Town of Southold thanks Justin
for sharing an eplsode in his life that may make a positive difference in
the lives of others, .and be it further
RESOLVED that the Town Board of the Town of Southold, on behalf of
the residents of Southold Town, hereby commends and applauds Justin
Thlbodeau, and extends their sincere congratulations and best wishes for
contlnued success In the future.

SUPERVISOR COCHRAN: Congratulations.
DAVID DEATH: County Executive Gaffney, and my office would like to
congratulation you. DWI is taken very seriously in Suffolk County. We
have a proclamation for you. I will read very briefly just one of the
paragraphs. Whereas, the winning essay was written by Justin Thibodeau,
whlch is specifically written that too many young people have been drinking
and have had near fatal accidents in hlgh powered vehicles, a moving and
very telling story. I had the pleasure of reading your essay, and it is
very poignant, and makes an excellent point.
SUPERVISOR COCHRAN: We have Dick Noncarrow from the Suffolk
County Bank with a presentatlon.
RICHARD NONCARROW: Congratulations.

I have this award on behalf of
SUPERVISOR COCHRAN: We have a couple more presentations to make. We
have Gabrlelle Mastaglio, Becky Hubbard, and Dana Roses. Alice, why
don~t you join us. The Pool Committee is still working very hard. We are
now at the point where decisions are being made in relation to the overall
picture. Alice Is a very Important part of this. The committee did a
contest, and Alice tell us what it was for.
COUNCILWOMAN HUSSIE: It was an essay. The question was, what do
you want. do at the Center for Family Activities? It was an opportunity
open to .grades one and two, grades three and four, and grades five and
six. We read all of them. Some of these were so Interesting it was a
difficult decision, but we were finally able to choose three people, a
winner from each of those age groups. I would like to read just one. This
was Gabrlelle~s. Would you like to read this?
GABRIELLE MASTAGLIO: I am happy that you are building a family
activity center. I wish you can put in a tennis court, because I like
tennls. I would like an ice skating rink, because I am learning how to ice
skate. I would also like a basketball court, and a pool. I want a roller
blade court, too. It is golng to be fun.
COUNCILWOMAN HUSSIE: Very nice. Thank you. Why don't we have the
other wlnners up here.
SUPERVISOR COCHRAN: I think you are better than I am, because you
dld change the name of project from pool t° family center, because it is
going to have more than just a pool. Dana?
DANA ROSES: Family Activities. At the Center for Family Activities I
would llke to have a rollerblading and ice skating rink. Some other great
things would be a kick ball field, and basketball court. For the adults a
gum, tanning room, and a hot tub would be great. The Center for Family
Activities was a wonderful idea. My family will definitely go to this
center.
COUNCILWOMAN HUSSIE: We are also very, very pleased to say that three
restaurants donated these prizes.
SUPERVISOR COCHRAN: Legends, Soundview, and the Heritage.
Congratulations. One more thing I would like to share today. The last
couple of years voters have approved bond Issues in the Town of Southold.
In fact many, many different things, and many times we vote for
something, or take action, and you don~t always see the results. You don't
always see what Is happening. The Town uses some of your money for
buying farmland development rights, or open space. We would like to share
that with you. So, if I could ask Brian Murphy, this is your committee,
and Dick Ryan, Chairman of the committee, Land Preservation Committee.
they would llke to share with the last two acquisitions that we have had.
We have asked the two gentlemen to come In today, so that we can
personally thank them for being part of the program. So, if Mr. Pugllese,
and Mr. Blum would come forward. We would llke to have you up here
with us, as we share this with the public. Would you like to give us some
backgrounds, and tell us where the locations are, and how many acres.
DICK RYAN: The Pugliese property is located on the west side of Bridge
Lane, north of the Main Road· We bought 5.3 acres of property, and Ralph
told me today that he has got half of it already Into grapes. The other
parcel that was closed, I believe, last Friday with Ray Blum. It is on the
corner of Peconic Lane and the Main Road, and have approximately 23 acres
of property.

SUPERVISOR COCHRAN: Ruthanne did bring in agendas for those of you
who that did not have the latest copy. As you car see by the agenda we
have many monthly reports. At each Board meeting we receive reports from
different departments, and different volunteer committees. The reports are

SUPERVISOR COCHRAN: As you know the Town Board has a policy that at
the beginning of the meeting, we ask you to, please, in relation to any of
the printed resolutions that are on the agenda, we would be very happy to
take your comment at this time. If you have Town business to come before
the Town Board, and does not relate to a resolution, we would be very
happy to hear your remarks at the end of the meeting. So, if at this
point, if there is anybody that would like to comment to the Board in

Frank Carlin, Laurel. Number 11, what Is that Martin
SUPERVISOR COCHRAN: Yes.
FRANK CARLIN: Number 14 on the serial bonds for the computer for the
Police Department, you have to bond that?
SUPERVISOR COCHRAN: Yes.
FRANK CARLIN: You can't take that out of the Town budget, rather than
bond.
SUPERVISOR COCHRAN: No, it is too large. It is $170,000, $175,000. It is
$175,000.

SUPERVISOR COCHRAN: Yes, that is the whole system, Frank.
FRANK CARLIN: Number 19, channel markers on Fishers Island, why are
we involved in that?
JUSTICE EVANS: The water in West Harbor and Hay Harbor is Town
controlled, and It is replacing the markers. It is put out to bld. The Town
pays for it.
SUPERVISOR COCHRAN: Forty dollars a piece, $1,815.00.
FRANK CARLIN: The Town policy on organic fertilizer, what do you mean
by that?
SUPERVISOR COCHRAN: Councilman Murphy made a suggestion that the
Town should use non-toxic fertilizers, and so forth, on their property. We
were thrilled with the concept, and we think it is important. We took the
example from the rest of the community. They are always complaining about
what is running into our creeks, and fertilizer is part of the problem. So,
we are going to begin to use non-toxic type chemicals. We adopted it as a
Town Board policy, that we will do this. We will probably put a brochure
out, that we hope you will look at, and read, and change your way. Is
there anyone else who would llke to address the Board on the any of
printed resolutions. (No response.) If not, number one.

authorizes and directs Supervisor Jean W. Cochran to execute an agreement
between the Town of Southold and the New York State Department of State
for the Local Waterfront Revitalization Project Number COO5870 Southold
Erosion Mitigation Studies (Goldsmith's Inlet), all in accordance with the
approval of the Town Attorney.

External Defibrillation Equipment and Service Programs.

AND INSTALLATION OF A COMPUTER SYSTEM FOR USE BY
THE POLICE DEPARTMENT; STATING THE ESTIMATED
MAXIMUM COST THEREOF' IS $170,000; APPROPRIATING
SAID AMOUNT THEREFOR AND AUTHORIZING THE ISSUANCE
OF $170,000 SERIAL BONDS OF SAID TOWN TO FINANC..E
SAID APPROPRIATION.
THE TOWN BOARD OF THE TOWN OF SOUTHOLD, IN THE COUNTY
OF SUFFOLK, NEW YORK, HEREBY RESOLVES (by the favorable vote of
not less than two-thirds of all the members of said Town Board)
AS FOLLOWS:
Section 1. The Town of Southold, in the County of
Suffolk, New York (herein~called "Town"), is hereby authOrized to
acquire and install a computer system, including hardware and
software, for use by the TOwn Police Department. The estimated
maximum cost thereof, including preliminary costs and'costs
incidental thereto and to the financing thereof, is $170,000 and
the said amount is hereby appropriated therefor. The plan of
financing includes, the issuance of $170,000 serial bonds of the
Town to finance said appropriation, and the levy and collection
of taxes on all the taxable real property in the Town to pay the
.principal of said bonds and the interest thereon as the same
shall become due and payable.
Section 2. Serial bonds of the Town in the principal
amount of $170,000 are hereby authorized to be issued pursuant to
the provisions of the Local Finance Law, constituting Chapter 33-
a of the Consolidated Laws of the State of New York (herein
called "Law"), to finance said appropriation.
Section 3. The following additional matters are hereby
determined and declared:
(a) The period of probable usefulness applicable to
the specific object or purpose for'which said serial bonds
authorized pursuant to this resolution are to be issued, within
the limitations of Section 11..00 a. 32. of the Law, is five (5)
years.
(b) The proceeds of the bonds herein authorized and
any bond anticipation notes issued in anticipation of said bonds
may be applied to reimburse the Town for expenditures made after
the effective date of this resolution for the purpose for which
said bonds are authorized. The foregoing statement of intent
with respect to reimbursement is made in conformity with Treasury
Regulation Section 1.150-2 of the United States Treasury
Department.

(c) The proposed maturity of the bonds authorized by
this resolution will not exceed five (5) years.
Section 4. Each of the bonds authorized by this
resolution and any bond anticipation notes issued in anticipation
of the sale of said bonds shall contain the recital of validity
as prescribed by Section 52.00 of the Law and said bonds and any
notes issued in anticipation of said bonds shall be general
obligations of the Town, payable as to both principal and
interest by general tax upon all the taxable real property within
the Town without limitation of rate or amount. The faith and
credit of the Town arehereby irrevocably pledged to the punctual
payment of the principal of and interest on said bonds and any
notes issued in anticipation of the sale of said bonds and
provision shaI1 be made annually in the budget of the Town by
appropriation for (a) the amortization and redemption of the
bonds and any notes in anticipation thereof to mature in such
year and (b) the payment of interest to be due and payable in
such year.
Section 5. Subject to the provisions of this
resolution and of the Law and pursuant to the provisions of
Section 21.00 relative to the authorization of the issuance of
bonds with substantially'level or declining annual debt service,
Section 30.00 relative to the authorization of the issuance of'
bond anticipation notes and of Section 50.00 and Sections 56.00
to 60.00 of the Law, the powers and duties of the Town Board
relative to authorizing bond anticipation notes and prescribing
the terms, form and contents and as to the sale and issuance of
the bonds herein authorized, and any bonds heretofore or
hereafter authorized, and of any bond anticipation notes issued
in anticipation of said bonds, and t~e renewals of said bond
anticipation notes, are hereby delegated to the Supervisor, the
chief fiscal officer of the Town.
Section 6. The validity of the bonds authorized by
this resolution and of any notes issued in anticipation of the
sale of said bonds may be contested only if:
(a) such obligations are authorized for an'object or
purpose-for which the Town is not authorized to expend
money, or
(b) the provisions of law which should be complied
with at the date of the publication of such resolution are
not substantially complied with,
and an.action, suit or proceeding contesting such validity is
commenced within twenty days after the date of such publication,
or
(c) such obligations are authorized in violation of
the provisions of the constitution.
Section 7. This bond resolution shall take effect immediately,
and the Town Clerk is hereby authorized and directed to publish the
foregoing resolution, in full, together with a Notice attached in
substantially the form prescribed by Section 81.00 of the Law in the
Traveler Watchman, a newspaper published in S0uthold, New York,
having a general circulation in the Town and hereby designated the official
newspaper of said Town for such. publication.

II. Chapter 85 (Taxation) of the Code of the Town of Southold is
hereby amended bY adding the following:
1. Section 85.9 (Partial exemption for persons with a disability)
.A. Real property owned by a person with disabilities whose
inCOme is limited by such disabilities, and used as the legal
residence of such person, shall be entil~led to a partial

earlier in the.meeting, that if there is any Town business you would like to
share with us we would appreciate your comments now. Is there anything
anyone would like to address the Town Board, any townwide topic?

FRANK CARLIN: Frank Carlin, again, from Laurel. When I come up.here,
Madame .Supervisor and Board members, I am only talking for myself. I am
not speaking for anyone else. It is my opinion. I feel that we should at
least be planning upon some day having to take that over.
SUPERVISOR COCHRAN: You are talking Scavenger Waste?
COUNCILMAN ROMANELLI: I met two different engineers three different
times. We have approximately three and a half years left on the lease. We
can't technically be thrown out of there for three and a half years. We are
doing a lot of preliminary discussion. Where are we going to put a
Scavenger Waste Plant, if we are going to have a Scavenger Waste Plant,
stay in Greenport, going to go somewhere else? There are lot of
discussions. I got different ideas from a couple of people, nothing concrete
yet. I wouldn't even say close.
SUPERVISOR COCHRAN: We have been thinking, and looking at things.
FRANK CARLIN: You are not going to wait until the last minute?
SUPERVISOR COCHRAN: No. We aren't going to do that~
FRANK CARLIN: I have letter on the garbage district. I am going to skip
over it, and come back to it. Try to give Ray Jacobs more money in his
budget to do more road things in town, take care of road problems in the
town, especially on Pacific Street in Mattituck. Certain areas need to be
done. We need more street lights on Route 25, especially in the rain and
fog. Number five, this is very important to me, focus on a new building,
or remodeling the Town Hall. Today, 10ok into it. Number. six, create
some better jobs in this town for young people, so that when they graduate
from high school and college, they can find a decent paying job, and not
have to leave the town to do so. Review our Zoning Code. Back in 1959 we
had a page to our Zoning Code. In 1966 we had six pages to our Zoning

Code. In 1984 we had fifty pages. Now, they have 180 pages. What I
would like to see the Board do, 'because I know you get a lot of people
coming up here, and challenging the Zoning Code in this town, a lot of
times I notice that, I am not for a committee, but what I am for is the
committee to do what they are doing, and review the Zoning Code annually,
and see what can be changed. There are a lot duplicates in the Zoning
Code manual, and see what can be changed and updated. I will get back to
one of the items I don't like about the garbage system, If you eliminate the
landfill you would save all that overhead. A~yWay, herels only one of the
things that I am going, to discuss 'tonight. When you have your garbage
picked up in this {own .t cost you abOut $15.00 a. mOnth. I'm going to say
$16.00 a month. That is $192.00 a year. You are required to buy yellow
bags. I'm going to give you the benefit of the doubt of buying a medium
yellow bag at $1.25. Well, so that comes to $65.00 a year, so that is
$257.00 a year. What I am getting h. ere is, why. should'these people.who
have to pa~ $192 a year to have their garbage picked up, have to bUY a
yellow bag for. To me tha.t is not fair.. That is not fair. The¥"don~t, ~ise
the landfill; They have their garbage picked up;Why should th~se people,
a medium bag now $1.25, $65.00, have t° pay {or.the Yellow bags? I.'dorl't
think that is fair. I don't think so. In fact, I know so. It is not fair..
COUNCILWOMAN HUSSIE: Number one, less than 30% of the people in the
town have their garbage picked up by a private carter. The' number that
you gave us of $192.00 a year, which is to have it picked up every week is
perhaps what you pay.
FRANK CARLIN: $16.00 a month is $192.00.
COUNCILWOMAN HUSSIE: That would be picking every week, right?
FRANK CARLIN: Twice a week. They pick up on Tuesday and Friday.
They pick up the garbage on Tuesday. They pick up the recyclables on a
Friday.
COUNCILWOMAN HUSSIE: What my point is, Mr. Carlin, is, not everybody
pays that much on garbage pickup. You could have your garbage picked
up every other week. You must have a lot of garbage. It depends on
what the carter charges you, but my point is that only less than half of
the residents have their garbage picked up. .Number two, I am sure that
you recall that we had a number of discussions about this, and one of the
problems was that based on having a townwide garbage pickup, and
putting it on the tax rolls is not actually going to be equitable, because
of businesses, etc., that have a lot of garbage. You would be in essence
subsidizing a restaurant perhaps. If you recall it was determined that the
bag system was the most equitable way to do it, because if you generate a
lot of garbage you should pay for it. If you didnlt genera, re a lot of
garbage you do not have to pay for it, and the pickup ~s purely a
discretionary move. You can have it picked up, or you can just bring it up
to the landfill.
FRANK CARLIN: Councilwoman Hussie, I understand what you are saying,
but you haven't answered my question. Why should these people have to
pay for yellow bags, when they are having it picked up? That is not
fair. That is not fair in my book.
COUNCILWOMAN HUSSIE: i will tell you why. I am sorry I did address
that particular point, i will tell you why, because the Town otherwise has
no control over the amount that the carter can charge you. I am not going
to talk about it here and now, but there have been cases were the garbage
has just been in the dumpster, and the carte~ charged X number of dollars
for it, and when they actually calculated it out, they were paying more
than they would have paid 'had they put it in the yellow bags.
FRANK CARLIN: People that have their garbage picked up, don't put it in
a dumpster, they put it in the garbage can. Now you are talking about
dumpsters. Anything that is' going-in there is not sorted ou~. People
that have their garbage picked UP don~t have a dumpster. They use
garbage pails. You are not going to convince me that charging people for
the yellow bags, or something that is identified as yellow bags, then these
people should use yellow tags or something.

Solid Waste Task Force is looking over the Code. We' are going to have a
meeting next week. Will you come? We will be going over a lot of these

COUNCILMAN ROMANELLI: Another part of the yellow bags, that Alice
didn't point out, I firmly believe using yellow bags forces you to recycle a
little bit more. You donlt cram every can, and bottle, and piece of
cardboard into the bag~ because you are paying for the bag, so you are
going to make sure what goes in that bag is not a recyclable item.
FRANK CARLIN: Only:garbage is supposed to go into the yellow; bags.
COUNCILMAN ROMANELLi: Yes, but you know tell people put it in a
reg : bag doesn't cost you anything human nature is,
they ~ can, and they are going to take the :bottles, and
they are not going to recycle. They are just going to shove it all in one

COUNCILWOMAN HUSSIE: As I mentioned the Solid Waste Task Force has
been looking over the Code. We have found a few things that are addressed
as they should be. Also, I have been spending time with the County in
the preparation of petitioning for the refei-endum for the LILCO/LIPA
deal. So, that is another thing. One of the more interesting things that I
did in the last couple of weeks was meet some people who are quite
knowledgeable enough on everything in town, and they did have some
interesting questions, and I thought perhaps the general public would like
to know some of the things that they were concerned about, and one of' the
things was, why there are not traffic Eights, and why the Town does not
put up traffic lights where 'traffic lights, they feel, really ought .to be.
I thought by now we had the traffic' light situation come to the Board so
many times, that ' everybodY knows that if ~it is a, traffic light that has go
on Route 25, or Route u,8, it has to go through the State DOT as far as
Route, 25, and the:County DOT as farr ,as Route/~8 is .concerned. The Town
can not put it, times.

problem, or who's job is it? One of the things that people have to

COUNCILMAN MURPHY: The Land Preservation Committee, we have gotten
quite a number of applications in, again, in the past few weeks. Parcels to
look at, and evaluate to see if they fit within the criteria, and if they do
we will move forward on looking at purchasing those development rights.
That has been quite active lately. Other than that, that is the only thing
I have at this point.
SUPERVISOR COCHRAN: Louisa? I have got some things, because at the
last BOard meeting we did not call for Board reports, and I would like to
go back, and share with you some of the things that have been
happening. First I am going to take up the question of litter. It is very,
very Sad we advertise, we ask, we got the Student Council of three high
schools involved in the school clean-up. We had the Youth from the Baptist
Church up on the North Road. We had Southold Shores, a group of
seniors, we had just kids of all ages, that came out, and walked both of
our two main highways, 25 and u,8. It would have been on April 25th. A
great deal of litter was picked up. We had the Suffolk County Department
of Public Works pick up their road, and the New York State DOT pick up
their road, but I think what disappointed me, and I would like, to thank
some of the people that did it on their own highway. I kept us!ng as an
example every time I promoted this townwide cleanup, HortonSlLane, so
Bill SOlomon and his wife, and Dale Conway went out, and they cle~aned up
Hortons Lane. I think they got tired of me. saying Hortons' Lane was
terrible as far as litter was concerned. The point I am going ~:o make is
that the majority, 99%, of people that came out to clean up were young
people, and y(~ung people are not. the only~ people that lit~ter.! Litter
caused by all ages. We had very few adults come .and help us cleanup.
Now, we cleaned up, as I said, the two major highways, Jalke has a
program. The Highway Superintendent encourages adoption. Some of your
Girl Scouts troops and so on and so forth adOpt the side roads in the
town. We cleaned up on Saturday. It looked, great~ They .. picked up
everything on a Monday, because both agencies do not work't~i~'O~Ugh the
weekend, and 'the entire Main Road and North Road there was bne spot
between Boisseau Avenue, and the C;reenport circle, where the circle
used to be, that was not cleaned, we did not have anybody there. All the
rest of the highway was done on the Main Road, and the North ROad there
was a small spot between along there by Sider~s Farm by the railroad
tracks. It looked beautiful Saturday. It looked beautiful Sunday, It looked
beautiful Monday. Tuesday there was litter the whole length again. I don't
know what you do. I don't know how you encourage people traveling
through not to throw their litter out on our highways. They are traveling
the two main roads, but the side roads are our own people, and yet there
is complaints .. about it, but I don't see the support or the co~operation to
help go out there, and do some of the picking up. It was a success, yes,
of what we wanted to do, but it was very disheartening that there were not
more adult people involved. It would have been an excellent opportunity
for some of the adults in the community .to work with young people, and
build a bridge. It is unfortunate that it didn't happen, but we did get the
cleanup done, and I would like.~to thank the many, many young people that
took part in it, and the seniors from SOuthold Shores that did a fantastic
job. We would like to do it again, except I would expect a little bit more
from the adult community. Okay. That takes care of litter. Also when the
school over here, you know we were voting on what scenic view was the
best in Southold, and the worse, in addition to other things that were
suggested as worse litter, as far as was concerned was one of the worse,
because litter no matter what your scenic view is, if litter is there it is
a little bit more,
