10:00 A'.M.. The Board met to review and finalize the resolutions to be
voted on at 1:00 P.M. Organizational Meeting.
EXECUTIVE SESSION
10:55 A.M. On motion of Justice Louisa P. Evans, seconded by
Councilman John M. Romanelli, it was RESOLVED that the Town Board enter
into Executive Session to discuss employment history, personnel, and
engaging the services of an auditing firm.

ORGANIZATIONAL MEETING
1:00 P.M.
A Organizational Meeting of the Southold Town Boarrl was held on
January 2, 1998, at the Southold Town Hall, Main Road, Southold, New
York. Supervisor Cochran opened the meeting at 1:00 P.M. with the Pledge
of Allegiance to the Flag.

SUPERVISOR COCHRAN: We have the organizational business to go
through today in the form of resolutions, and we will begin Number 1,
which is my appointment for Deputy Supervisor.
SUPERVISOR'S APPOINTMENT
Supervisor Jean W. Cochran hereby appoints William D. Moore as Deputy
Supervisor of the Town of Southold for the term of January 1 1998
through December 31, 1999. '
SUPERVISOR COCHRAN: The second one is also an appointment of mine.

2.-SUPERVISOR'S APPOINTMENT
Supervisor 'Jean W. Cochran hereby appoii~ts Patricia D. Garsik as
Confidential Secretary to the Supervisor, effective January 1, 1998 through
December 31, 1999. .
SUPERVISOR COCHRAN: Number 3 is in relation 'to Town Attorney, and I
am holding that, because I am requesting that we go out for resumes, so I
can once again look at the options that we may have in that position.
~.- Moved by Councilman Moore, seconded by Justice Evans,
WHEREAS, Section 61~ of the Town Law requires the Town Board to
designate, by resolution, banks in the State in which the Supervisor or
other officers of the Town shall deposit moneys coming into their hands by
virtue of. their office; and
WHEREAS, the Town Board may require any bank, so designated, to
deposit with such Board bonds or certificates of the United States, of the
State of New York or any county, town,~ city, villag~ or school district of
the State of New York, such security for such funds so deposited, but
such bond or certificate shall be subject to the approval of' the Town Board
and shall be deposited in such place and held under conditions as the
Town Board may determine; now, therefore, be it
RESOLVED that the following banks are designated for fiscal year 1998 as
depositories, and the following securities are hereby required as collateral
for such cash balances in said banks:

Supervisor W. Cochran to execute Collateral Agreements between the Town
of Southold and the above designated bands and their Third Party Custodial
Institutions, all in accordance with the approval of the Town Attorney; and
be it
FURTHER RESOLVED that authorization for increase and decrease of
securities shall be subject to the approval of the Supervisor.

WHEREAS, Section 11 of the General Municipal Law requires that the
Town Board may authorize the Supervisor, chief fiscal officer of the Town,~
to invest moneys not requires for immediate expenditure; now, therefore,
be it
RESOLVED that the Supervisor is hereby authorized to deposit or invest
moneys not required for immediate expenditure in special time deposJ~
accounts or certificates of deposit issued by a bank or trust company,.:
located and authorized to do business in this State, provided, however,
that such time deposit accounts or certificates of deposit shall be payable
within such time as the proceeds shall be needed to meet such expenditures.
for which such moneys are obtained, and provided further that such time
deposit accounts or certificates of deposit be secured in the manner
provided in Section 11 of the General Municipal Law.

RESOLVED that the Town Board of the Town of Southold hereby
authorizes the use of a facslmile slgnature to pay all checks, drafts, and
other instruments for payment of money drawn upon the accounts of the
Town of Southold by Supervisor Jean W. Gochran, except those third party
checks-, drafts or other instruments in amounts in excess of $5,000.00,
drawn upon the following banks:

RESOLVED that the Town Board of the Town of Southoid hereby grants
permission to Supervisor Jean W. Cochran to travel within New York State
on town business, as required throughout the year, and the necessary
expenses for travel, meals and lodging shall be a legal charge to the 1998
budget.

RESOLVED that' The Traveler Watchman, a newspaper regularly published
in the Town of Southold, which has been entered as a second class mail
matter, be and the same is hereby designated, effective, February 1, 1998,
as the official newspaper of the Town of Southold for the publication of
notices, resolutions, ordinances and other matter required to be published.

10.-Moved by Councilman Murphy, seconded by Councilman Moore, it was
RESOLVED that the Supervisor Jean W. Cochran be and she hereby is
designated to represent the Town of Southold at the annual meeting of the
Association of Towns of the State of New York, to be held in New York
City on February 15, 16, 17, & 18, 1998, and to cast the vote of the Town
of Southold pursuant to Section 6 of Article III of the Constitution and
By-Laws of the Association of Towns; and be it
FURTHER RESOLVED that Councilman William D. Moore be and he
hereby is designated to act as the alternate delegate, to cast the vote of
the Town of Southold at the annual meeting of the Association of Towns in
the absence of Supervisor Cochran.

· -Moved by Justice Evans, seconded by Councilman Romanelli, it was
RESOLVED that those officers and employees of the Town of Southold
attending the annual meeting of the Association of Towns of the State of
New Yore be and hereby are allowed a maximum of $600.00 per officer and
employee for the actual and necessary expenses for registration, meals, and
lodging incurred while attending said meeting.

12.-Moved by Councilman Romanelli, seconded by Justice Evans, it was
RESOLVED that any Town official, elected or appointed, who is required
to use his own automobile in the performance of his duty, shall be
compensated for travel expenses necessarily and actually Incurred in
carrying out the duties of his office, at a rate not to exceed thirty cents
($.30) per mile.

13.-Moved by Cour~cilman Moore, seconded by Justice Evans,
WHEREAS, it is required by Section 27, Subdivision 1 of the Town Law,
that~the Town Board fix, from time to tii~e, tl~e salarles of all officers and
employees of the Town, whether elected or appointed, and determine when
the same shall be payable, and that the salaries of the members of the
Town Board, the elected Town Clerk and elected Superintendent of
Highways shall not be fixed in an amount in excess of the amounts
respectively specified in the notice of hearing on the prellmlnary budget
published pursuant to Section 108 of the Town Law; now, therefore, be it
RESOLVED that the annual salaries of the following elected Town officials

in regular bi-weekly payments, and the Town Clerk be and she I~ereby Is

SUPERVISOR COCHRAN: I would just like to make a statement, that
during the campaign I said that I would not take an increase of salary, but
I understand through our Finance Department that I must accept it, and
then donate it back. So, I am going to be looking at how I can do that,
but you have to take the money. Isn't that .wonderful? But, I will look at
returning it in some manner.
14.-TOWN CLERK'S APPOINTMENT
ToWn Clerk Elizabeth' A'. Neville appoints Linda J. Cooper as a Deputy
Town Clerk for the term beginning on January 1, 1998 through December
31, 2001.
Town Clerk Elizabeth A. Neville appoints Joyce M. Wilkins as a Deputy
Town Clerk for the term beginning on January 1, 1998 through December

15.-SUPERINTENDENT OF HIGHWAYS' APPOINTMENT
Superintendent of Highways Raymond L. Jacobs appoints Charles T. King
as Deputy Superintendent of 'Highways for the term beginning on January
1, 1998 through December 31, 2001.
16.-Moved by Councilman Murphy, seconded by Councilman Moore, it was
RESOLVED that in accordance with Article 41, Section 4121 of the Public
Health Law, the Town Board of the Town of Southold hereby appoints
Elizabeth A. Neville as Registrar of Vital Statistics for the Town of
Southold for the term beginning on January 1, 1998 and ending on
December 31, 2001; and be it
FURTHER RESOLVED that the salary of Elizabeth A. Neville, Registrar
of Vital Statistics for the Town of Southold, be set at $3,700.00 per annum,
and the same shall be payable in regular bi-weekly payments; and be it
FURTHER RESOLVED that the Town Clerk be and she hereby is
instructed to file such certificates with the proper parties as are required
by Section 30, Subdivision 3 of the Town Law.

Cooper as Deputy Registrar of Vital Statistics for the term beginning on
January 1, 1998 a~d ending on December 31, 2001.
Registrar of Vital Statistics Elizabeth A. Neville hereby appoints Joyce M.
Wilkins as Sub-Registrar of Vital Statistics for the term beginning on
January 1, 1998 and ending on December 31, 2001.

RESOLVED that the Town Board of the Town of Southold hereby
appoints Town Clerk Elizabeth A. Neville as Marriage Officer for the
Town of Southold, effective January 1, 1998 through December 31, 2001.

19.-Moved by Justice Evans, seconded by Councilman Moore, it was
RESOLVED that the Town Board of the Town of Southold hereby
appoints Raymond L. Jacobs as Commissioner of Public Works for the
Town of Southold for the term beginning on January 1, 1998 and ending
December 31, 2001; and be it
FURTHER RESOLVED that' the salary of Raymond L. Jacobs,
Commissioner of Public Works of the Town of Southold, be set at $3,700.00
per annum, and the same shall be paid in regular bi-weekly payments;
and be it
FURTHER RESOLVED that the Town Clerk be and she hereby is
instructed to file such certificates with the property parties as are
required by Section 30, Subdivision 3 of the Town Law.

RESOLVED that pursuant to Section 1~2C1-A) o[ the Highway Law, the
Southold Town Superintendent of Highways be and hereby is author'ized to
purchase equipment, tools, snow plows and other implements and devices
without prior approval of the Town Board in an amount not to exceed
$10,000.00 for any one item during the period from January 1, 1998 through
December 31, 1998.

Commissioner of Public Works be and he hereby is authorized to purchase
the necessary supplies and equipment, without prior approval of the Town
Board, in an amount not to exceed $10,000.00 for any one item during the
period from January: 1, 1998 through December 31, 1998.

This resolution was duly ADOPTED.
23.-Moved by Councilman Moore, seconded by Councilman Romanelli,
WHEREAS, Section 22B of the Town Law allows the Town Board of any
town having more than one Assessor to establish the office of Chairman of
the Town Assessors, who in addition to his regular duties, shall perform
such services in connection with assessment and taxation of property for
state, county and town purposes as the Board:shall direct; now, therefore,
be it
RESOLVED that Assessor Scott A. Russell be and hereby is designated to
hold the office of Chairman of the Board of Assessors until the 31st day
of December, 1998, at the pleasure of the Town Board, all in accordance
with Section 22B of the Town Law; and be it
FURTHER RESOLVED that the compensation for such appointment be
fixed at $2,000.00 per annum, payable in regular bi-weekly payments.

RESOLVED that pursuant to Section 272 of the Town Law, Bennett
Orlowski, Jr. is hereby designated Chairman of the Southold Town
Planning Board for the term of January 1, 1998 through December 31, 1998;
and be it
FURTHER R~LVED that the Chairman of the Planning Board shall be
responsible for furnishing to the Town Board a detailed monthly report of
activities within his department; and be it
FURTHER RESOLVED that the Chairman of the Planning Board shall be
paid a salary of $2,000.00 per annum, in addition to his' regular salary,
effective January 1, 1998 through December 31, 1998, 'and the same shall be
paid in regular bi-weekly payments.

reappoints Gerard P. Geohringer, Jr. to the Southold Town Board of
Appeals, effective immediately through December 31, 2002.

26.-Moved by Councilman Murphy, seconded by Councilman Moore, it was
RESOLVED that pursuant to Section 267(1) of the Town Law, Gerald P.
Goehrlnger, Jr. is hereby designated Chairman of the Southold Town
Board of Appeals for the term of January 1, 1998 through December 31,
1998; and be it
FURTHER RESOLVED that the Chairman of the Board of Appeals shall be
responsible for furnishing to the Town Board a detailed monthly report of
activities within his department; and be it
FURTFIER RESOLVED that the Chairman of the Southold Town Board of
Appeals shall be paid a salary of $2,000.00 per annum, in addition to his
regular salary, effective January 1, 1998 through December 31, 1998, and
the same shall be paid in regular bi-weekly payments.

This resolution was duly ADOPTED.
SUPERVISOR COCHRAN: I would like to make comment. Gerry has served
in this capacity for a long time as Chairman. I think he has been at least
sixteen years in total, and we discussed it, and he feels that this will
possibly, or will be his last year as Chairman. He would like to stay for
this year, because he has two new members of the Board, and he feels that
next year he will give up the Chairmanship, although he will continue on
the Board.

WHEREAS, it is required by Section 27, Subdivision I of the Town Law
that the Town Board fix, from time to time, the salaries of the officers and
employees of the Town, whether elected or appointed, and determine when
the same shall be payable; now, therefore, be it
RESOLVED that the annual salaries of the members of the Planning Board
and the Board of Appeals of the Town of Southold be and hereby, are fixed
as follows for the term January 1, 1998 through December 31, 1998:

SUPERVISOR COCHRAN: I am appointing Chief Joseph Conway as Deputy
Emergency Preparedness Coordinator. As you know in the past John
Raynor, who is a radio operator, has held this position, but in working on
it the past two years, and with John's help rewriting, and the County and
so forth, rewriting our plan, and trying to brlng it up to snuff, it does
not entirely make ~sense that in the case of an emergency that the person in
charge as a Deputy to myself is a radio operator, who will have to give
orders to the Chief of Police, so most of your towns do have the Chief of
Police as your Deputy, and so Chief Conway was kind enough to say, yes,
he would serve in that capacity. We have also kept John Raynor because
he has served the community well in this capacity, and he is the one that
actually does the legwork, and keeping things on a balance, so he will be
appointed Joets assistant.

functioned for quite some time~ and we are hopeful that~ the first part, the
draft is done, they are checking, reading it, so forth, will be going up to
the State, that there is no longer a need. for this. committee, so that is the
