RESULT: Motion by , seconded by , all in favor and motion carried unanimously to approve Resolution 2023-92. RESOLUTION 2023-93 RESOLUTION WAIVING RENTAL FEES FOR APPROVED EVENTS SPONSORED OR CO-SPONSORED BY THE MATTITUCK PARK DISTRICT RESOLVED that the Board of Commissioners of the Mattituck Park District hereby waives facility rental fees for any event which has been approved by the Commissioners and the Mattituck Park District is listed as Sponsor or Co-Sponsor. RESULT: Motion by seconded by , all in favor and motion carried unanimously to approve Resolution 2023-93. RESOLUTION 2023-94 RESOLUTION APPROVING A SERIES OF LECTURES GIVEN BY THE MATTITUCK-LAUREL HISTORICAL SOCIETY RESOLVED that the Board of Commissioners of the Mattituck Park District hereby approves and will be a co-sponsor for a series of 5 lectures to be presented by the Mattituck-Laurel Historical Society in the Community Room at Veterans Memorial Park, the first of which shall be held in December 2023 and the last in April 2024. RESULT: Motion by seconded by , all in favor and motion carried unanimously to approve Resolution 2023-94. RESOLUTION 2023-95 RESOLUTION APPROVING THE 2024 FEE SCHEDULE FOR VENUE RENTALS RESOLVED that the Board of Commissioners of the Mattituck Park District hereby approves the updated fee schedule for rentals of Park District venues for 2024. PUBLIC COMMENTS EXECUTIVE SESSION MATTITUCK PARK DISTRICT BOARD OF COMMISSIONERS REGULAR MEETING October 24, 2023 MINUTES In Attendance Kevin Byrne, Chairman Nicholas Deegan, Commissioner Denise Geis, Commissioner Stephen Kiely, Esq., Legal Counsel Chris Shashkin, Clerk Jean Schweibish, Secretary Ben Heins, Employee Absent: Lyle Girandola, Treasurer Public attendee: Brad Ascalon [arrived after the commissioners'review of his plan for the Bay Avenue park had occurred.] Call to Order: 6:05 PM Pledge Approval of 9/21/23 Meeting Minutes presented via email TREASURER'S REPORT— K Byrne Review of the Statement of Financial Position shows strong cash reserve; liabilities do not list anticipated extra costs for such things as the website development and part of the asphalt work not done to date. Since L Girandola's reports list only 9 months of operating expenses, K Byrne estimated the remaining period of October through December with him, basing the figures on one- third of the costs for January through September. Some things will be thrown off, such as insurance, which is all paid in the final quarter of the year. The bottom line is that $459,102 has been expended through the end of September, there is an estimated $150,348 in expenses for October through December, bringing estimated expenses to $609,450 for 2023. This shows a surplus of $72,550, due to $32,000 more in revenue coming in than anticipated. N Deegan asked if the surplus would go into a contingency fund. K Byrne replied that these are estimated numbers, based on the first 3 quarters, but in theory, yes. K Byrne went on to say that the problem with funding projects like the anticipated upgrades to Bay Avenue is they are difficult to fit into the budget, and that there should be some consideration of allocating some of the surplus as appropriated funds for work to be done at Sabat's in 2023, with the remaining funds required to finish the project made part of the 2024 budget. This would mean the project could be completed by Spring of 2024. $370,000 should be in the bank at the end of this year, with $180,000 allocated for next year's budget. Undertaking and completing a major renovation at one of the parks should be our focus; we need to review the high-cost items involved in the Bay Avenue project such as the fencing, dog waste containers, and the tennis courts, and based on those numbers consider what we can do in 2024. All the commissioners were favorably impressed by the overall layout and design done for free by designer and resident Brad Ascalon for the dog park, the tennis and pickleball courts and the overall look of the park, although they felt some tweaking would be necessary. B Heins advised that the design was achieved by overlaying the plans atop the old survey. S Kiely advised that the drawings will need dimensions added. All agreed that the basketball setup should be at Veterans or Peconic Bay, with sufficient space to expand the court area if it became popular. N Deegan said RFP's should be put together. K Byrne said prices will be needed for demolition and removal of the old tennis courts and fencing. RESOLUTION 2023-96 RESOLUTION ACCEPTING THE BID OF CUSTOM LIGHTING OF SUFFOLK, INC. FOR WORK TO BE PERFORMED AT WALTER P. SABAT PARK RESOLVED that the Board of Commissioners of the Mattituck Park District hereby accepts the bid from Custom Lighting of Suffolk Inc. (a/k/a CLOS) located at 5170 County Road 48, Mattituck, NY, with mailing address at P.O.B. 1698, Mattituck, NY to disconnect and remove and/or abandon old electric service and install new electric service, providing all permits and final inspections with PSEG Long Island and the Town of Southold for the total cost of $6,500.00, subject to counsel's advice on prevailing wage law. RESULT: Motion by K Byrne, seconded by D Geis, all in favor and motion carried unanimously to approve Resolution 2023-96. RESOLUTION 2023-97 RESOLUTION ACCEPTING THE BID OF C.F. VAN DUZER GAS SERVICE, INC. FOR WORK TO BE PERFORMED AT BAILIE BEACH LODGE RESOLVED that the Board of Commissioners of the Mattituck Park District hereby accepts the bid from C.F. Van Duzer Gas Service, Inc., located at 46155 Route 48, Southold, NY, to move the existing LP tank and slab to the parking area, install a second 100-gallon LP tank, trench from the tanks to the generator location, install a new high-pressure gas line and extend the existing gas line in the basement for the total cost of $2,235.00. RESULT: Motion by K Byrne, seconded by D Geis, all in favor and motion carried unanimously to approve Resolution 2023-97. 3 • Discussion had respecting the electrical bids and prevailing wage issue. S Kiely advised that the MPD meets the 3-prong test for public work: 1) That we are a public agency, 2) That the project/construction/labor are paid for from public funds, and 3) that the primary objective is for the use or benefit of the general public. S Kiely also advised that the totality of the project is what is looked at. • S Kieley departs at 6:41 pm for a candidates event. • Brad Ascalon is thanked by K Byrne for his drawings for the Bay Avenue park. K Byrne stated these would not be the final plans, but they've made the commissioners commit to making the improvements at Sabat's a reality before Summer 2024. Some discussion about the potential plantings and ticks brought up by D Geis. B Heins advised that Mashomack [Preserve] has dealt with the tick issue by keeping tall grasses to the edges of the property. B Ascalon said he had arrived in the area in 2016 and is happy to give something to the community where he felt at home immediately. He went on to advise that he has friends in the furniture manufacturing industry and he can get quotes for the MPD for discounted bike racks and benches, or, if there are metal manufacturers on the North Fork, he could work with the MPD on designs and the manufacturer could have their name on the products. He will reach out to Cifarelli to see if they manufacture. B Ascalon advised he is available to discuss the plan further with the commissioners.
