WORK SESSION
Present: Supervisor Jean W. Cochran, Councilwoman Alice J. Hussie, Councilman

9:15 a.m. Town Board conducted interviews of four applicants for the Fishers
Istand Board of Appeals member position: George Horning, Raymond Yakaitis,
Michael Ambriglio, Howard Hancock.
EXECUTIVE SESSION
10:05 a.m. On motion of Justice Evans, seconded by Councilwoman Hussie, it was
Resolved that the Town Board enter into Executive Session to discuss employment
history with Vito Competlello, the Town Board's labor relations negotiator. Vote
of the Board: Ayes: Supervisor Cochran, Council woman Hussie, Councilman
Townsend, Councilwoman Oliva, Justice Evans, Councilman Moore. Also present:
Town Clerk Terry, Town Attorney Dowd. During this Executive Session resolution
no. 29 was placed on the Regular Meeting agenda to accept the resignation of Mini-
Van Driver Laura Deptola.
11:15 a.m. - The Swimming Pool Committee members (Councilwoman Alice J. Hussie,
Chairperson, William F. Mullen, Jr., Frank Thorp, L.G. Ostermann, Joseph
Lizewski, Laurie Consumano) met with the Town Board and submitted their report
on the use and economics of an indoor s~vimming pool (report on file in the Town
Clerk's office). At the conclusion of the presentation, it was suggested by
Councilwoman Hussie that the committee be enlarg,ed to include individuals to assist
them in preparing a financial study of the costs of the proposed facility. A
resolution (31) was place on the Reqular Meeting agenda to reappoint the members
for another year, and to increase the-membership from seven to eleven.
11:50 a.m. - The Board took up the following For Discussion items: Request from
Long Island Electrical Inspection Services, Inc. to be authorized to make inspections
in the Town of Southold. A resolution (32) was placed on the agenda designing
and deputizing their inspectors to act as agents of the Town to make inspections
and reinspections of electrical - installations.----Memorandum from Town Attorney
Dowd with regard to review of pending applications for wireless communication
facilities in the Town of Southold.----Councilwoman Oliva asked the Town Board to
consider Type I a~tion for the Code and Scenic Vistas. The Chairperson of the
Scenic Byways Committee will be asked to met with the Town Board at their
December 9th work session to discuss the proposal.----The request for a street light
on Sound Beach Drive, Mattituck, was denied, inasmuch as the location is on a pole
directly next to an existing light. The Board also placed a resolution (33) on the
agenda tO adopt a Policy on Street Light Placement as proposed by Councilpersons
Townsend and Hussie, members of the Town Board Street Light Committee.----
Councilwoman Hussie submitted for the Board's consideration a contract with Trinity
Transportation to bring in clean leaves and brush to the Town's transfer station.
The Town Board had several questions concerning the origin of the leaves, which
Councilwoman Hussie will research and bring the question back to the Board on
December 9th.----A resolution (34) was placed on the agenda authorizing Supervisor
Cochran to execute an agreement with the Suffolk County Water Authority for the
development of a Watershed Protection and Management Program.

EXECUTIVE SESSION
1:40 p.m. - On motion of Councilwoman Hussie, seconded by Justice Evans, it was

Zuckerman to discuss~ labor and employment law, and CSEA and PBA n~gotiations.

2:15 p.m. The matter of the unsafe building owned by the County of Suffolk
(former Geier), and located on the south side of CR48~ Greenport, was discussed
with Gerard Goehringer, representing the Suffolk County Rental/Inven~tory Unit,
and Joyce Geier Harroun. Those present reached an agreement to amend the Town
Board's order of September 30, 1997 to extend certain deadlines Isee resolution 35).
2:40 p.m. - The Town. Board met with Gary Viglianti, Joe Prokop, and ~'om Scionti
of Power Alternatives., Inc., to review the proposed contract with Power Alternatives
for their assistance in establishing municipal electric and gas utilities in the Town
of Southold (resolUtion 36).

position on the Board of Appi~als;

November 25, 1997, at the Southold Town Hall, Main Road, Southold, New
York. Supervisor Cochran opened the meeting at 4:30 P.M. with the Pledge
of Allegiance to the Flag.

V. RESOLUTIONS. ~,
SUPERVISOR COCHRAN: The Town Board has a resolution that gives~,the
opportunity~ to anyone to address the Town Board in relation to any of the
resolutions that are on the agenda. We will be going into resolutions. Is
there anyone that would like to address the Board on any of the resolutions
before the Town Board? Yes. sir. please, state your name.
FRANK CARLIN: Frank' Carlin from Laurel. I am going to speak a.~little
louder, because I got a new set of spark plugs. I am good for the rest of
the year. Did you say the next Board meeting was December 7th?
COUNCILWOMAN OLIVA: No, the 9th.
FRANK CARLIN: Item 31, resolution 31, the Pool Committee, I guess that
has something with Councilwoman Hussie. Creenport is going.to look into
having a YMCA pool. We are going to have a pool. In my opinjon, does it
make any sense to have two pools within four miles of One another?
Creenport wants to have a pool, more power to them, but why do we need
a pool for. also? There is a lot of money involved in a pool. for
chemicals, liability insurance, lifeguards, maintenance. How much is this
property going :to cost that you. had said you are going to be looking for?
Can you tell me about how much this property is going to cost the
taxpayers of this Town, because you have to look for property to build this
pool on?
COUNCILWOMAN HUSSIE: I don't know that I can talk about that, because
the contract hasn't been signed, and it's kind of in negotiations, so I
really don't think I can say anything about that. However, I would llke to
address another part of your comment, and that was why do we need two
pools? I don't know that we need two pools, or we don't need two pools,
but I do say that it was in November of 1996, that this Board formed the
Swimming Pool Feasibility Committee, which was long before a pool in
Greenport was even thought of, and there is no competition here. We have
done the job that we were commissioned to do.

COUNCILWOMAN HUSSIE: Because that is the reason for expanding this
committee. We are reappointing and expanding it to eleven members to look
into the financial end of the whole thing in depth, which is not what the
committee did. Incidentally you can pick up a copy of our report.
FRANK CARLIN: How you going to build a pool, thousands, and thousands
of dollars without costing the taxpayers any money? It hasn't been done,
has it?
COUNCILWOMAN HUSSIE: I do not know about that. I never give up.
Number one, there are plenty of grants. There are corporations. There are
foundations. There are people willing to contribute. It could be
Self-funding. We don't know those thing. That's what this next committee
is going to be doing.
SUPERVISOR COCHRAN: Frank, this is why we have added to the
committee. At this point a plan was presented to the Board this morning, or
a concept. Let's say a concept. What has not yet been clarified, is the
financial aspect. The Committee is now going to be increased from seven to
eleven members, of which those four new members coming on will be people
with financial abilities and background to help us determine down to the
penny exactly what the cost will be. Remember, once the total report, the
second half is done, then it would be probably if the Board decides at that
time to continue the process, it would go to the public and the community
for a referendum to either approve or disapprove, but we won't get to that
point until we know. every aspect of the financial, and then let the
community decide if they can afford to do this. As Alice said there are
many places, and what is happening nowadays. The Capital Budget seemed
a little heavy this year, and I know that, but more and more between bond
issues, and foundations, they expect matching funds. So, in order to be
able to receive some of these grants the Town has to be available for
matching funds. Now, that doesn't mean that it would necessarily be the
Town's matching funds. Say if this cost you $%000,000, and you had
$2,000,000 here that the Town was responsible for, and $2,0100i.0.00 you
could get somewhere from foundations and matching funds. You ~-tHI have
the right to raise this $2,000,000 by donation, and use other mo.n. ey for the
matching grants an? fund.s. So, there is a lot that this committee has to
look into, Frank, in relat,on to financing. This is not a done deal. It is
the first step with the concept. The plan that was presente, d this mor.ning
is the ultra top max. It's a lovely facility. I don't think there is a
community on Long Island that wouldn't like to have it, but is it: what we
can afford? So, they brought in the top. It can be changed. It can be
worked down, but the next important step is the financial. Can we afford
it, or can the people of Southold afford it, and do they want it .at whatever
price will come in?
FRANK CARLIN: It's not only can we afford it, Madame Supervisor, but
can we support it? If Greenport gets their YMCA, and we get our pool,
will we have enough support having two pools to support this pool? These
are the questions, and I hope this committee has been in existence for
awhile here, that will review very carefully of how much this is going to
cost the taxpayer, how much this is going to cost to be run, to maintain
the pool?
SUPERVISOR COCHRAN: That's what happens next, Frank.
FRANK CARLIN: I hope this what you added to this committee will come up
with these numbers, and where you going to get the property from, and
how much it is going cost the taxpayers. I disagree. I can't say anymore,
but to me it don't need two pools within four miles of one another. I got
one more here. Item 33, adopt Town policy on street lights. What are you
talking about there?
SUPERVISOR COCHRAN: We get requests for street lights from time to
time within the community. Sometime they come from the Police Department,
sometime they come through the Highway Department, sometimes they come
through a letter from a concerned group in the community. What we have
normally based it on in the past is if it's a traffic hazard. You will
notice street lights are normally in the villages, and maybe if they are out
in the outer a~eas it's by the corner, it's by an intersection, and this is
how it has been looked at in the past. The Board is passing a policy,

because we had a request for one that was between two corners where
street lights were, and it was 200 feet from one that was already there. So,
the Board felt it was not necessary to place another street light there. The
policy as it reads is, street lights may be situated along public roads
within the town, and on town right-of-ways in those locations where they
are deemed necessary for traffic safety at the recommendation of the
Superintendent of Highways. At the recommendation of the Southold Town
Police the Town Board will consider placement of street lights as a
deterrent in areas where crime threatens public safety.~ So, this is hk a
criteria as to where we Will be pacing street lights in the future, and
this is pretty much how it has been done in the past.
FRANK CARLIN: You have a committee on street lights.
SUPERVISOR COCHRAN: Yes, we have Councilman Townsend, and
Councilwoman Hussie on our Street Light Committee.
FRANK CARLIN: All you do in this town is committee, I tell you.
SUPERVISOR COCHRAN: Now, that we have a policy we can take the job
away from them.
FRANK CARLIN'. The Town Board should be able to handle this one.
SUPERVISOR COCHRAN: They certainly should be able to.
FRANK CARLIN: I disagree with you on corners, and shopping center
street lights. I think the whole Main Road of 25 is hazardous driving at
night with this type of road we have, and there should be lights all the
way, along on every other pole along the Main Road, not just on corners.
This is a hazardous road at night with only a two way lane.
SUPERVISOR COCHRAN: One hundred seventy dollars a year per pole for
electricity to that light.
FRANK CARLIN'. I want to cut this off, because I want you to continue
on. I will come back with my second spark plug, and tell you ~ something
about that, Joe.
COUNCILMAN TOWNSEND: We had rare moment of consensus. You asked
the question about Greenport, that I asked this morning on the pool issue.
FRANK CARLIN: You and I are thinking together now.
COUNCILMAN TOWNSEND: 'On that one issue perhaps.
SUPERVISOR COCHRAN: I don't understand this competition between towns
and pools. I don't see it as a competitive thing, Frank.
FRANK CARLIN: I didn't say it was a competition. How can we support
two pools being they are so close together, if you had one in Greenport.
These pools are terrific. The chemicals alone are terrific, let alone a

SUPERVISOR COCHRAN: Yo~ will have all th'at information when the report
is done.
FRANK CARLIN: Everything looks good when you are looking at it, but to
support these are the main things.
SUPERVISOR COCHRAN: When we get finished with this report, and
Oreenport pays $35,000 for their feasibility report, then we can make better
decisions. Thank you, Mr. Carlin. Is there anyone else that would llke to

SUPERVISOR COCHRAN: We wouldn't be closing the books until the end of
January, and then the audit takes place, so we do have time to go out for
proposals. We do have ;time to go out, and see if there is another firm out
there, or stay these guys, if they offer the best price. Is that agreeable
with the Board?

COUNCILMAN MOORE: Anybody want to explain what we are doing here?
COUNCILWOMAN HUSSIE: I volunteer having been selected. Power
Alternatives is a company that specializes in the municipalization of
utility for municipalities such as ours, and what we are doing is
contracting with them to look again, and this will be the third time at the
feasibility of forming our own electric company, and thereby breaking away
from LILCO. The various laws have changed considerably. There is
precedent for what we are doing, not only as seen in Messlna, New York,
but also in other communities on the island, and so we are going to see how
it is going to work for us. It is going to cost us about $15,000 when all
is said and done.
TOWN CLERK TERRY: And what we are doing is voting on a Budget
Modification to cover the 1997 payments to Power Alternative, which we had
made this year, and this is $5,000.
COUNCILMAN MOORE: Before I cast a vote, I want to explain. This is a
tough one for me. I had this gut feeling that this $15,000 is going down
the drain. I really do. Now having said that, if there is a glimmer of
hope that the LILCO/LIPA deal comes unraveled he re within the next
twelve to fourteen months this study we are talking about here gives us the
opportunity to step into that window if it falls apart, and go and find real
savings, so it'S a bizarre vote I am about to give here. I don't hold a
great hope that LILCO/LIPA is going to fall apart, but in the event
that it does I will support this resolution with hope that it does fall
apart, and we can step into the frame r3ext year. That is a yes, but a very
strange yes.
COUNCILWOMAN OLIVA: I am voting yes, because I think we have to
know the facts, and the only way we are going to know the facts is, if we
do this study.
COUNCILMAN TOWNSEND: I vote, yes. There have been significant
changes in the last few years, which cost us about..
COUNCILWOMAN HUSSIE: Five thousand eight hundred dollars.
COUNCILMAN TOWNSEND: And prior to that opposed the study, which was
going to be done prior to deregulation. What deregulation means is that now
communities can buy electricity from wholesalers at whatever the market
price is, so there is competition. Of course, LIPA/LILCO will go a long
way towards eliminating that. I mean the LIPA/LILCO deal will. I am
not so sure that even if LIPA goes through, prevails, we still won't by

taking the opportunity now to form our own dJstrlct, avoid that
consequence. So, that is another reason why I am voting for lt. I don't
agree necessarily that it goes through we I~ave thrown the money out. I
am hoping that whether or not it goes through we can form a district (tape
change.) There will be obstacles, but I think they are well worth taking. It
is worth taking the risk.
COUNCILWOMAN HUSSIE: I am going to vote, yes, but I want to put in
my four and a half cents. The ~ 1/2 cents is the amount that MesJna,
New York is now' paying for electric. Compare that with your sixteen and a
half that you are paying. Four and a half cents we could almost be paying
had we done this ten years ago, when we first started this whole thing.

HEARING
WHEREAS, the Town Board of the Town of Southold (herein
called "Town Board" and "Town", respectively), in the County of
Suffolk, New York, on behalf of Southold Solid Waste Management
District, in the Town (herein called "District"), has determined
to increase and improve facilities of the District by the capping
and closure of the Southold Landfill, in Cutchogue, in the
Dis%riot, consisting of the installation of a geom~mbrane cap
topped with dirt and sand and finished with asphalt surface on
the 11 acres, more or less, on the west side of the Landfill and
the grading of the 29 acres, more or less, on the east side to
maximize runLoff and the installation of a geomembrane cap
covered with vegetative supportive mulch and soil in compliance
with the Stipulation of Settlement entered into by the Town and
the New York State Department of Environmental Conservation,
dated October 5, 1994, at the estimated maximum oo~t of
$5,800,000; and

WHEREAS, pursuant to the Order Calling Public Hearing
to be held on November 25, 1997, adopted October 28, 1997, a
public hearing was duly held by the Town Board on this 25th day
of November, 1997 at 5:00 o'clock P.M. (Prevailing Time) at the
Town Hall, 53095 Main Road, Southold, New York, in the Town, and
considerable discussion on the matter has been had and all
persons desiring to be heard have been heard, including those in
favor of and those in opposition to said increase and improvement
of facilities of the Southold Solid Waste Management District;
and
WHEREAS, the Town Board has given due consideration to
the impact that the increase and improvement of facilities of the
District may have on the environment and on the basis of such
consideration, the Town Board has found that no substantial
adverse environmental impact will be caused thereby; and
WHEREAS, the Town Board and the Town have complied in
every respect with all applicable federal, state and local laws
and regulations regarding environmental matters, including
compliance with the New York State Environmental Quality Review
Act, oomprising Article 8 of the Environmental Conservation Law
and, in oonnection~therewith, a duly executed Short Environmental
Assessment Form has been filed in the office of the Town Clerk;
NOW, THEREFORE, on the basis of the information given
at such hearing, it is hereby
DETERMINED, that it is in the public interest to
increase and improve the facilities of the District as
herelnabove described and referred to at the estimated total cost
of not to exceed $5,800,000; and it is hereby
ORDERED, that the facilities of the District shall be
so increased and improved as hereinabove described at the
-estimated maximum cost of $5,800,000 and, further, that the
Engineer heretofore retained by the Town Board shall prepare
specifications and make careful estimates of the expense of said
increase and improvement of the facilities and with the
assistance of the Town Attorney, prepare a proposed contract or

contracts therefor, which specifications, estimate and proposed
contract shall be presented to the Town Board as soon as
possible; and it is hereby
FURTHER ORDERED, that the expense of so increasing and
improving such facilities shall be financed by the issuance of
not to exceed $5,800,000 serial bonds of the Town, and the costs
thereof, including payment of principal of and interest on said
bonds, shall be assessed, levied and collected from the several
lots and parcels of land within said District by the Town Board
in the manner provided by law, but if not paid from such source,
all the taxable property within said Town shall be subject to the
levy of an ad valorem tax, without limitation as to rate or
amount, sufficient to pay the principal of and interest on said

Recital
WHEREAS, the Town Board of the Town of Southold (herein

hereinafter described and, after a public hearing duly called and

RESOLVED BY. THE TOWN BOARD OF THE TOWN OF SOUTHOLD, IN

Section 1. The Town hereby appropriates the amount of
$5,800,000 for the increase and improvement of the facilities of
the District heretofore authorized pursuant to the Resolution

Order After Public Hearing referred to in the Recital hereof and
described as the capping and closure of the Southold Landfill, in
CU'tchogue, in the District, consisting of the installation of a
geomembrane cap topped with dirt and sand and finished with
asphalt surface on the 11 acres, more or less, on the west side

the east side to maximize run-off and the installation of a

of said specific object or purpose, including preliminary costs
and costs incidental thereto and to the financing, is $5,800,000.
The plan of financing includes the issuance of $5,800,000 serial
bonds of the Town to finance said appropriation and such amount,
including installments of principal and interest on such bonds,
shall be assessed, levied and collected from the several lots and
parcels of land within said District by the Town Board in the
mann'~-~vlded by law, but if not paid from such source, all the
taxable proPerty within said Town shall be subject to the levy of
an ad valorem tax, without limitation as to rate or amount,
sufficient to pay the principal of and interest on said bonds.
Section 2. Serial bonds of the Town are hereby
authorized to be issued in the principal amount of $5,800,000
pursuant to the provisions of the Local Finance Law, constituting
Chapter 33-a of the Consolidated Laws of the State of New York
(herein called "Law"), to finance said appropriation.
Section 3. The following additional matters are hereby
determined and declared:
(a) The period of probable usefulness of each item of
the specific object or purpose for which said $5,800,000 serial
bonds are authorized to be issued, within the limitations of
Section 11.00 a. 6-b of the Law, is twenty (20) years.
(b) The proceeds of the bonds herein authorized and any
bond anticipation notes issued in anticipation of said bonds may
be applied to reimburse the Town for expenditures made after the
effective date of this resolution for the purpose for which said
bonds are authorized. The foregoing statement of intent with
respect to reimbursement is made in conformity with Treasury
Regulation Section 1.150-2 of tlie United States Treasury
Department.

(c) The Town Board, acting in the role of Lead Agency,
has determined and found that pursuant to the applicable
provisions of the State Environmental Quality Review Act
("SEQRA") no substantial adverse environmental impact will be
caused by the~increase and improvement of facilities of the
District; in connection therewith, a duly executed Short
Environmental Assessment Form has been filed in the office of the
Town Clerk.
Section 4. Each of the bonds authorized by this
resolution and any bond anticipation notes issued in anticipation
of said bonds shall contain the recital of validity prescribed by
Seotion 52.00 of the Law and said bonds, and any notes issued in
anticipation said bonds, shall be general obligations of the
Town, payable as to both principal and interest by a general tax
upon all the taxable real property within the Town without
limitation as to rate or amount. The faith and credit of the
Town are hereby irrevocably pledged to the punctual payment of
the principal of and interest on said bonds and any notes issued
in anticipation of the sale of said bonds and provision shall be
made annually in the budget of the Town by appropriation for (a)
the amortization and redemption of the bonds and any notes issued
in anticipation thereof to mature in such year and (b) the
payment of interest to be due and payable in such year.
Section 5. Subject to the provisions of this
resolution and of the Law and pursuant to the provisions of
Seotion 21.00 relative to the authorization of the issuance of
bonds having substantially level or declining annual debt
service, Section 30.00 relative to the authorization of the
issuance of bond anticipation notes, and Section 50.00 and
Sections 56.00 to 60.00 of the Law, the powers and duties of the
Town Board relative to authorizing bond anticipation notes and
prescribing their terms, form and contents and as to the sale and
issuance of the bonds herein authorized, and any other bonds
heretofore or hereafter authorized, and of any bond anticipation
notes issued in anticipation of said bonds, and the renewals of
said bond anticipation notes, are hereby delegated to the
Supervisor, the chief fiscal officer of the Town.

Section 6. The validity of the bonds authorized by
this resolution, and of any notes issued in anticipation of said
bonds, may be contested only if:
(a) such obligations are authorized for an object or
purpose for which the Town is not authorized to expend
money, or
(b) the provisions of law which should be complied with
at the date of the publication of such resolution are not
substantially complied with,
and an action, suit or proceeding contesting such validity, is
commenced within ~wenty days after the date of such publication,
or
(C) such obligations are authorized in violation of the
provisions of the constitution.
Section 7. This resolution shall take effect
immediately.

this time we would llke to give the opportunity to those attending to share
any concerns or Information they may have with the Board. This is the
time. Sir, you had called me, and said that you wanted to express some
concerns, so this is It.
ROGER WlNCETT.' My name is Roger Wingett. I reside on Dogwood
Lane in East Marion. I came across an article, that was sent to me by
relatives from out west, and I would llke to share thls article wlth each
one of you. I think I come to you tonight to really ask your help. Many of
us have enjoyed the' novel Plum Island, and a few of us seem to be aware
of the risks that exists at our doorstep. Having read this article it alarms
me to the point of saying, I've got to do something. I realize that this has
gone on for more than fifty years, but this article points out some thlngs
that I was not aware of, The first one that I would llke to point out to
you is the use of our highways. We talk a great deal about that, and on
page three I underlined a paragraph there that says how the viruses of the
world are transported through our town to Plum Island, and the security on
virus is atrocious. I don't approve of our highways being used In this
manner. One mistake in the transporting of these viruses could result In
many, many loss of lives. We, as a nation, are willing to go to war with
Iran over biological warfare, but we are unaware of the research that Is
done right under our noses. I know many times in the past we have been
told that everythlng is okay. I don't believe it. The cattle Industry
doesn't want the research done that is necessary for the cattle Industry in
the states that generate all the cattle industry. They say leave it right
there where it is. We pride ourselves In being a rural town, but we also
are aware our waters are polluted, and we can't drink water from our
wells, because of pollution. Cod forbid that our air would become polluted
by a mistake on Plum Island. I don't come to you here as an alarmist, but
I do think the people on the Nortl~ Fork need some answers. I feel I need
to make you aware of it. If Supervisor Cochran -~ys, that this Is more an
issue for the Federal government, I think it's time for we citlzens to
challenge the Federal government. I have sent an issue of this newsletter to
Mike Forbes. I am willing to send it to Ken LaValle, D'Amato,
Moynihan. I am Willing to do all I can to help, but I seek your help also. I
think the truth is that the government doesn't want us to know the answers
about Plum Island. Past adm|nlstratlon here have Investigated, and we
have been glven~ glib answers, and it goes away from the headlines. I think
we need to just tackle this issue, and I would ~ppeal to you in the coming
year that your administration, Jean, give some attention to this, and !
stand ready to help in any way I can. Thank you.
COUNCILWOMAN HUSSIE: Mr. Wingett, could you tell me, please, who
publishes Blue Duck, and where it is published?
ROGER WlNGETT: It's published in New Jersey, and I have to admit to
you I don't know anything about this publication.
SUPERVISOR COCHRAN: That is what we will find out. I had said to you
when we talked on the phone, that, yes, I agree I would send a copy of
this to not just Mike Forbes, but to the other Legislatlves, that represent
this area, but give me the opportunity to speak with Congressman Forbes,
and see if we can set up some sort of get-together with the people that are
involved, and once and for all clarify this. Through the years this concern
has been expressed many different times through the years, and It seems to

be that at that time it is dispelled as not being a hazard or a threat to
the community, but I would go through that again.

ROGER WINGETT: No. A relative sent me this from New Mexico.
SUPERVISOR COCHRAN: It's monthly by KGB Media, Inc., Highland Park,
New Jersey, $/~0~00 a year, so it must come out, although this is only
number 7 of volume 1. So, it's reasonably new. I think we have to check
on, not only the validity of this, but sit down, and talk with people. I
was just recently invited over to the island. I said I would prefer waiting
for warming weather, than right now, especially after reading the book,
Plum Island.
ROGER WINGETT: I just talked in the last week to someone who visited
the island within the last three years, and after the visit they had to sign
a form stating that they would not go near any cattle, or horse ranches.
COUNCILWOMAN OLIVA: That is standard.
SUPERVISOR COCHRAN: That has always been standard. It's been there
since the day ~hey opened.
ROGER WINGETT: That would be something to be alarmed about. Thank

to our attention, and we will take a direction with it. Is there anyone

Callas was a good friend of mine years ago. Did any one of you on the
Town Board since the last meeting of November 12th, speak to Ray Jacobs

from the Town Accountant. That dollar amount that was thrown out before,

put up a street light, it cost us electricity, it cost us money. You only
pay one fixed amount. That's my question on that one there. You only pay
a fixed amount one time.

The dollar figure we are using is the annual operation.

COUNCILMAN MOORE: That's installation. You are right, one time shot.

FRANK CARLIN: Some of these organizations, I believe, you can get funds
for these street lights, if you wanted to put more up. You know, DEC,
you know what that means, Department of Environmental Con~ervatlon,
DCR, Division for Code Resources, EPB, Environmental Protection
Bond, and this one here is Covernor Pataki's State Bond of 1.75 billion
dollars, New York State Clean Water and Clean Air Bond. Those are all out
there. DOT, Department of Transportation, and there are other ones,
where I believe if you look .for them you ~can get some money for these
street lights to be put up, more street lights. What bothers me, too, !i's 'if

instead of worrying about a $15,000 study, that I personally say', end .i will
stand by it, will never work here in Southold Town, because we won't be
able to handle it.

there are cheaper rates now, than it was in '867 'Does cars go any cheaper
since ~ '86?
SUPERVISOR COCHRAN: Anything else, Frank?
FRANK CARLIN: Well, I'll tell you. No, I don't think so.
