Brief description of application or proposed action "A Local Law in relation to Amendments to Chapters 280-13,
280-17, 280-38, 280-41, 280-45, 280-48, 280-58 & 280-62, each entitled Use Regulations" :
It has been determined by the Town Board that there is a continuing need for affordable rental units
within the Town of Southold. It has further been determined that the development of such units must
be properly regulated in order to maintain community character and manage growth in accordance
with the Southold Town Comprehensive Plan. Accordingly, amendments to Chapter 280 are
warranted. The proposed local law would allow the conversion of an existing building with up to 6
apartments for workforce housing in the B, HB, LB, LI, LIO and RO zones within the Hamlet Locus
(HALO) Zone or Hamlet Center. No construction or development is proposed. The proposed use is
residential. No construction or development is proposed at this time.

This notice is issued pursuant to Part 617 of the implementing regulations pertaining to Article 8 (State
Environmental Quality Review Act) of the Environmental Law.
The Southold Town Board, as lead agency, has determined that the proposed action described below
will not have a significant effect on the environment and a Draft Environmental Impact Statement will
not be prepared.

Description of Action: It has been determined by the Town Board that there is a continuing need for
affordable rental units within the Town of Southold. It has further been determined that the
development of such units must be properly regulated in order to maintain community character and
manage growth in accordance with the Southold Town Comprehensive Plan. Accordingly,
amendments to Chapter 280 are warranted. The proposed local law would allow the conversion of an
existing building with up to 6 apartments for workforce housing in the B, HB, LB, LI, LIO and RO
zones within the Hamlet Locus (HALO)Zone or Hamlet Center. No construction or development is
proposed. The proposed use is residential. No construction or development is proposed at this time.
Reasons Supporting This Determination: A Full Environmental Assessment Form has been
submitted and reviewed and it was determined that no significant adverse effects to the environment
were likely to occur should the Local Law be adopted.

The determination was based upon the following:
1. No substantial adverse change in existing air quality, ground or surface water quality or quantity,
traffic or noise levels, no substantial increase in solid waste production, potential of erosion,
flooding, leaching or drainage problems will occur as a result of this action.
2. No storm water will be generated.
3. No significant removal or destruction of large quantities of vegetation or fauna, no substantial
interference with the movement of any resident or migratory fish or wildlife species is expected.
4. No significant adverse impacts to NYSDEC Critical Environmental Area located within the Town
of Southold will occur.
5. No substantial adverse impacts on threatened or endangered animal or plant species or the habitat
is expected to occur.
6. The proposed action is not in material conflict with a community's current plans or goals as
officially approved or adopted. The proposed action is not in conflict with the Southold Town
Comprehensive Plan.
7. The proposed action will not significantly impair the character or quality of important
historical, archaeological, architectural, or aesthetic resources or of existing community or
neighborhood character.
8. No major adverse change in the use of either the quantity or type of energy will occur.
9. No creation of a hazard to human health will occur as a result of this action.
10. The proposed action will not cause a substantial adverse change in the use, or intensity of use,
of land including agricultural, open space or recreational resources, or in its capacity to support
existing uses.
Based upon such, no significant adverse impacts to the environment are expected to occur.

the development of such units must be properly regulated in order to maintain community
character and manage growth in accordance with the Comprehensive Plan. Accordingly,
an amendment to Chapter 280 is warranted.
II. Chapter 280 of the Code of the Town of Southold is hereby amended as follows:

III. SEVERABILITY
If any clause, sentence,paragraph, section, or part of this Local Law shall be adjudged by any
court of competent jurisdiction to be invalid, the judgment shall not affect the validity of this law
as a whole or any part thereof other than the part so decided to be unconstitutional or invalid.
IV. EFFECTIVE DATE
This Local Law shall take effect immediately upon filing with the Secretary of State as provided
by law.
