HomeMy WebLinkAbout10/19/2023 SOUTHOLD TOWN ZONING UPDATE Zoning Update Advisory Committee Meeting Minutes October 19, 2023 Committee-members attending: Erin Argo, Megan Hood,Jeannette Judge,Patricia Kirkpatrick, Heather Lanza (Town Planning Dir.),Pastor Thomas MacLeod,Bruce Nelligan,Alvin Schein,Village Mayor Kevin Stuessi,Mark Terry(Assistant Town Planning Dir.), Leslie Weisman (Zoning Board Chair), Don Wilcenski (Planning Board Chair) Town Board members attending:Justice Louisa Evans and Councilman Brian Mealy 1. Introductions were made. 2. An overview of the Zoning Update Project was provided. • This included a description of the purpose of the project, the consultants working on the project, how they were chosen and why, and an overview of their contract with the Town. The consultant's contract and original RFP were shared with the committee via email. • We reviewed the grant received from NYSDOS and the basic requirements for the funding. • We reviewed the process that will be followed for this project, beginning with the evaluation of the current code, drafting ideas for new uses and zoning districts, and how we plan to bring this to the public for input along the way. 3. The progress to date is that the first step of evaluating the current code is completed. Next will be for the consultant to draft up tables called calibration tables, that provide a list of uses, both existing and proposed new, for each zoning district along with some new zoning districts. The timeline for this is to receive the first draft of this in mid to late November. 4. The responsibilities of this committee are to review and provide constructive feedback about all aspects of the zoning update project including the public engagement plan and information sessions, and review of the new draft zoning regulations and their consistency with the Southold Town Comprehensive Plan. This project is funded by the New York State Department of State ° NEWYORK Dqpartrnent under Title 11 of the Environmental Protection Fund `" w �,.,,� of State Page 2 SOUTHOLD TOWNZONING UPDATE We also discussed the challenges of maintaining community character in the zoning, and that community walking tours are a useful way to become more familiar with community character. The Planning Dept will be setting these up in the near future. 5. We reviewed briefly the initial tasks for the committee: • Review and recommend a name & tag line i. Some starter ideas were provided via email • Review website for suggested future additions 6. We agreed to set another meeting in two weeks and that homework would be provided ahead of the meeting. The Planning department will handle the logistics of arranging the meetings, scheduling the rooms, setting up the Zoom, and setting and sending out the agendas.
