Minutes & Discussion Notes from Meeting held
Tuesday, October 17, 2023 at 7:00 p.m.
This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold Town
Hall Annex, 54375 Route 25 (Main Road), Southold, New York.
The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did not
have access to a computer or smartphone, there was an option to listen in via telephone.
Comments from the public may not be solicited nor received without an appointment. It is expected that the
Committee will enter into Executive Session* at some point after opening the Regular Meeting for the purpose of
discussing applications regarding proposed acquisitions of real property where publicity would substantially
affect the value thereof. The public is not allowed to attend, view, or listen to Executive Session.

Commencement
• All "Attendees" will be dismissed from this meeting upon the Committee's Motion to enter into Executive
Session.
• The meeting began at 7:09 p.m. with 4 LPC members present.
Committee Minutes and Administration
• Acceptance of LPC meeting minutes from September 19, 2023
MOTION made by Sam McCullough, seconded by Anne Murray, to accept the September 19, 2023 LPC
meeting minutes.

• Acceptance of LPC meeting minutes from October 3, 2023
Held over until the next meeting with a quorum of Committee members eligible to approve these
minutes.

General Preservation
• PDR Program Changes— Update re: Code Committee Meeting
Lilly confirmed that the Town Board set a Code Committee meeting for October 26, 2023 at 9:00 AM to
discuss processing on development rights sold land, and that the Land Preservation and Agricultural
Advisory Committee chairs will be invited to attend. The Town Board intends to host multiple Code
Committee meetings, with each meeting dedicated to a single use. Committee members expressed
concern that the Code Committee meeting did not have a written agenda. Sarah explained that this
meeting is intended for substantive discussion of processing so that the Board can make decisions about
definitions and specific parameters. Committee members identified key elements of processing that the
Board will need to discuss, including the size of processing structures, and the makeup of the agricultural
products that easement holders process. Sarah explained that the Town Attorney would not draft Code
language until after the Code Committee meeting, and the Committee members reiterated their request to
review and comment on draft Code and before the Board sets any public hearing.

The LPC members entered into EXECUTIVE SESSION at 7:30 p.m. Meeting locked.
o Lillian McCullough, Land Preservation Executive Assistant, gave updates on inquiries, new
applications, appraisals and current applications.

EXECUTIVE SESSION ENDED at 8:22 p.m.
Land Preservation Applications & Potential Applications -OPEN SESSION
MOTION made by Eric Keil, seconded by Sam McCullough, to recommend that the Town extend a
purchase offer to the landowner, as discussed in Executive Session, for a development rights easement
acquisition on a certain parcel of land at a price supported by the Town's authorized appraisal. The
proposed offer is a recommendation to the Town Board and subject to the Town Board's direction to
proceed. The offer letter to the landowner will be valid for 30 days.
