A meeting of the Southold Town Conservation Advisory Council was held Wed., October
11, 2023 in the Town Hall Conference Room and via Zoom.

CALL TO ORDER
John Stein called the meeting to order at 4:35pm.
REPORTS
Inga Van Eysden attended the Board of Trustees meeting held on Wed., September 13th
and the meeting was business as usual. The applications made on behalf of Tuthill were
approved.

CLIMATE SMART COMMUNITIES
Jim Bunchuck, Solid Waste Coordinator for the Town of Southold will be the guest
speaker at the CAC meeting on December 6th
Anne Murray asked for an update on the points for the Town. John Stein said he would
have a print-out with the points structure in one week. Maggie Merrill and Councilman
Mealy offered their,assistance.
OTHER BUSINESS
Anne Murray updated the CAC on the status of the Suffolk Co. Water Quality Grant.
Unfortunately, the grant was not awarded to anyone. Mark Terry will apply again next year
and look for other grant opportunities in the meantime.

RECOMMENDATIONS —WETLAND PERMIT & COASTAL EROSION PERMIT
APPLICATIONS
Moved by John Chandler, seconded by Inga Van Eysden, it was
RESOLVED to SUPPORT the application of GEORGIOS KATSAMANIS to replace
existing failing bulkhead in-place, with a total of 70'6" of vinyl sheathing, 10" pilings 6 ft. of
center, 6'X 6" walers, 16' tie rods leading to vertical deadmen with horizontal lay log, finish
with non-treated lumber cap; remove and replace with new one 6'X 4' cantilevered
platform, access emergency swim ladder, water and electrical connections, and maintain
existing 5' non-turf buffer along entire length of bulkhead. Permit in existing 3'X 12' ramp
with handrails and 6'X 48'6" dock. Reclamation dredging to a maximum of 4' depth at
mean low tide along entire length of bulkhead, to extend to a maximum of 10' off bulkhead
resulting in approx. 10 cy. of material to be placed behind bulkhead.

RESOLVED to NOT SUPPORT the application of BASILICE DM REVOCABLE TRUST to
replace existing displaced rock groin with a vinyl sheathing groin 35' from new bulkhead to
MLW and set 18" above highest shoreline grade at bulkhead. Relocate existing groin
boulders against base of new vinyl bulkhead.

RESOLVED to SUPPORT the application of BUDDS POND MARINA, INC. for the
installation of a public utility wireless communication facility at portions of the .95 acre
commercial property. The purpose of the project is to provide wireless communications
coverage within the general surrounding area of the subject property and to improve the
emergency response capabilities of the Southold Fire Dept.

RESOLVED to NOT SUPPORT the application of THOMAS & ELAINE GINDELE to
remove existing overgrown and dead plant materials from existing 50' wide non-
disturbance buffer landward of the existing bulkhead and replace with native plantings to
create a new buffer area which will be drought tolerant and attract wildlife, while being
easily maintained and non-fertilizer dependent.

RESOLVED to SUPPORT the application of THEODORE & CARISSA STRATIGOS for a
proposed second story addition over the existing dwelling, and a first and second story
addition to the northeast corner of the existing dwelling. Addition over existing covered
porch, legalize an existing 11.25 sf. stair on southeast corner of existing deck, proposed
11.583 sf. stair to southeast corner of existing deck, and an outdoor shower on the
southwest side of the dwelling. A new I/A OWTS_system and gutters and leaders to
drywells.

The CAC Supports the application with the condition the existing buffer is planted with
native vegetation and a 10' non-turf buffer landward of the retaining wall planted with
native vegetation.

RESOLVED to SUPPORT the application of LAUGHING WATERS P.O.A. for a ten (10)
Year Maintenance Permit to dredge area known as the south marina of approx. 200 cy. of
and to a depth of-4 MLW. After dewatering, sand is to be deposited on the beach
between MHW and MLW.

The CAC Supports the application and recommends the applicant consult with Cornell
Cooperative Ext. for long-term solutions.

RESOLVED to SUPPORT the application of ABIGAIL A. WICKHAM, ERIC J.
BRESSLER & GAIL WICKHAM BRESSLER, TRUSTEE UM D.B. McNULTY to remove
and replace (in-place) approx. 205 If. of existing timber bulkhead with vinyl bulkhead, and
backfill with up to 100 cy. of clean sandy fill to be trucked in from an approved upland
source; construct approx. 83 If. of low-profile vinyl groin in place of existing 87 If. timber
groin; remove and replace (in-place), as needed, 4'X 32' section of existing 10'-15.6' X 32'
deck adjacent to bulkhead (existing 11.8'X 13.3' shed to remain); temporarily relocate
2.5'X 7' metal ladder to remain; revegetate disturbed portions of naturally vegetated bluff
slope with native plantings; and establish a 10' wide non-turf buffer along top of bluff.

RESOLVED to NOT SUPPORT the application of JOSEPH J. GRILLO SR. LIVING
TRUST to legalize as-built structures and improvements. Two-story framed dwelling-and
garage, decks, roof over stone porch and open stone porch, outdoor shower under deck,
stone walkway set in gravel, partially under deck, concrete pad for A/C unit, gravel
driveway, Belgium block curbing and rock edging, brick and stone wall along gravel
driveway, stone steps and pillars and wood steps, and to legalize the metal ramp and
floating dock. Designate a non-turf buffer including of an area from the bulkhead along
Great Peconic Bay and Brushes Creek and extending landward to the top of the bank,
with stone set-in gravel walk and along Belgium block curbing of gravel driveway. Portion
of non-turf buffer includes a slope from the toe to top of bank to be covered with one (1)
layer of jute O/E, grounded with 6" pins and planted with Cape American beachgrass 1' on
center and remainder of the area to be sand with interspersed areas of natural vegetation
in conformance with allowed vegetation and material.

The CAC does Not Support the permanency of the Belgium blocks due to their location.

BRIAN DeBROFF for a roof alteration with no change to the existing footprint or height of
the building. New dormer and windows and partial interior renovation of existing second-
floor. No change to use, egress or occupancy.
Located: 271 Gloaming Ext., Fishers Island. SCTM#10mn-9-14
The CAC did not make an inspection, therefore no recommendation was made.
FISHERS ISLAND FERRY DISTRICT to replace the corner ramp at the Fishers Island
Ferry terminal including counter weight towers, bumpers, steel sheet pile bulkhead,
access drive, railing fencing and utilities.
Located: Fishers Island Ferry Terminal, Trumbull Ave., Fishers Island. SCTM#12-1-10
The CAC did not make an inspection, therefore no recommendation was made.
The next meeting of the Conservation Advisory Council will be held on Wed., November 8,
2023 at 4:30PM in the Conference Room.
There being no further business to come before the Council, the meeting was adjourned
at 6:00 PM.
