Box 728 ~y(i! ~ ~.~0~ Southold, New York 11971 TELEPHONE (516) 765-1801 LANDMARK PRESERVATION COMMISSION TOWN OF SOUTHOLD John Dorman-Chairrrran ]oy Bear William Peters Ralph Williams Louis Black-Secrernry JOHN HOWELL HOUSE EARLY 19th CEN'"URY CONSTRUCTION ON THE HOWELL FARM, SOUTH HARBOR ROAD, SOUTHOLD This house reveals early 19th Century construction, and today remains in nearly its original condition except for deterioration. The entire frame of the house is mortised and tenoned and the joints secured with wood pegs. Much of the hardware is hand-wrought, with three Norfolk latches remaining on second floor doors. The moldings are hand-made. Wall panels are hand- planed. Of particular interest is the milk paint used throughout. Upstairs it is a characteristic Federal blue, and in rather good condition. Down- . stairs the remains of the paint show tints of early green and early yellow. Two doors upstairs have frames applied to the front of the planks, suggesting a mortise and tenon construction. Louis Black, of Studio Galleries, Greenport, inspected the house on July 31, 1984, and made the above comments. Mr. Black is a member of the Southold Town Landmarks Preservation Committee. His reaction is that it is remarkable today to find an early 1800's house in nearly its original state, and that special effort should be made to keep it intact. The owner should be given leeway to preserve the house to maintain its character and integrity. Robert Pettit, 66 Huntington Road, Huntington, plans to move the house from the Howell Farm this fall and onto a two-acre site about 300 feet north of its present location. A historic marker was placed on this double Cape Cod home in 1960 which reads "John Howell House, 1827." In the Southold Historical Society's archives are records showing that John Howell bought his farm, with the house already on it, in 1827. ?.e cv L.- L Joy Bear, member Southold Town Landmarks Preservation Committee SOUTH HARBOR HOMES Requirements for Foundation at South Harbor Lane, Southold Property of R.H. Pettit, 66 Huntington Bay Rd, Huntington N.Y. 11743 Foundation to be located on west side of South Harbor Lane, set back 100 feet, approximately 300 feet north of driveway to Howell Farm. 1. Compliance. The contractor shall comply with the building code of the Town of Southold, specifically, the State of New York Code Manual for the State Building Construction Code, August 1, 1977 and any other requirements that the Town of Southold may invoke. Completion of the foundation shall require approval by the Building Department, Town of Southold. 2, lnsurance. The contractor agrees to carry all necessary compensation and liability insurance to protect the property owner from any and all claims for damages or injury to the public, workmen, or propery during the course of the construction. 3. The property owner shall obtain the building permit. 4. Prupose of foundation. The foundation shall be built to support an 1827 vintage cottage to be relocated to the site. 5. Excavation. The contractor agrees to furnish labor and equipment to ex- cavate as required. All excavated top soil shall be set aside for regrading. Contractor agrees to back fill and regrade around foundation. No backfilling shall be done until walls are damp proofed. 6. Walls. The walls shall be constructed of hallow masonry units - eight inches wide. The walls ahall be suitably damp proofed. 7. Footings. Footings shall be poured concrete at least eight inches thick and extending four inches beyond the walls (total width 16 inches), Footings under columns shall be 16 inches square and at least eight inches thick. 8. Top of Walls. The top of walls shall be finished level all around with the Cop of the foundation one foot above the final grade and seven feet above the Final floor level. 'w . ' 9. Support of beam. A recess four inches deep and 6 inches wide shall be located at the top of the 24 foot walls as shown on the plan for each end of a seven inch "I" Beam. 10. Floor slab. The floor slab shall be installed with an open space for the chimney base. The slab shall be at least four inches thick, reinforced with wire mesh and finished without a separate topping. 11. Anchors. Anchors shall be installed that extend three inches above the top of the foundation and shall be one-half inch in diameter, at least 24 inches long, galvanized steel and located as shown. There shall be a total of twenty anchors. 12. Window openings. Four window openings 15 inches high by 32 inches wide shall be provided in the 24' walls; two at the top of each wall as shown. Window frames will be provided by the property owner before construction. 13. Water and electricity. Water and electricity will not be available at the construction site unless provided by the contractor. 14. Chimney base. A chimney base is to be constructed in the future (about 1988) in the center opening of the basement floor. 15. Kitchen wing. A kitchen wing with a full basement will be added (about 1988) as located on the drawing. Two 36 inch openings - one for a stair and one for a doorway into the basement - will be cut through the foundation wall at that time. 16. Buttresses. Three integral internal and two external buttresses (as shown) shall be provided. The external buttresses shall permit proper tie-in of the future kitchen foundation. Restoration Plan Notes 1. After house is relocated on the new foundation and deck, extend the deteriorated studs to original full length. - Remove rotted sections (expected not to exceed 6 inches) - Using clamps, position two pieces of 2 x 4 on either side of the stud with approximately 10" overlap. - Drill thru the set for two z" bolts; one 2" above end of original stud and on 2" below the top end of the 2 x 4 pieces. - Insert galvanized bolts with nuts and tighten. Secure to deck with 4-16d nails. - For studs that have not deteriorated, cut off existing tenors and nail stud to deck with 4-16d nails. 2. Sound pieces of original floor planking will be reused over the new first floor platform deck---except in the bathroom, kitchen, and under the stairs. 3. All material which has deteriorated so as not to be suitable for use will be replaced or repaired to a sound condition. 4. Plaster walls and ceilings will be repaired where damaged or if the damage is severe, may be replaced with sheet rock; 3/8" thick on 16" centers, maximum, and thick on 24 inch centers, maximum. 5. Lowered vents will be installed in the three gables immediately beneath the ridge. 6. Since the spacing of the studs varies along walls, double headers will be provided. Over this, 3/4 plywood subfloor will be installed. The studs, original or repaired and extended, will be nailed directly to the plywood supported by the double header. No sole will be used. 7. The kitchen wing will be added starting in the summer of 1987. 8. The chimney will be installed in tle existing chimney space. There will be two flues; one from the fireplace in the north parlor (living room), and one from the boiler in the basement. The flues will be lined and constructed in accordance with the 1977 N.Y.S. Building Code. Original brick (b00).from the first chimney will be used in the fireplace facing and the extension of the chimney beyond the roof. Chimney will be built after 1987. 9. In order to secure the old and new construction, plywood sheathing will be added between the base of the new sill and lower 10" of the studs. 10. All new construction will be based upon the N.Y.S. 1977 Building Code except where variances are required to match original features. The ceiling height of the kitchen will be 86" instead of 96" in order to match the old building. Wiring and plumbing will conform to the code. 11. Six inch faced fiberglass insulation will be installed in the center ten foot flat portion of the second floor ceiling. In the bathroom area at the south- west corner next to the stairs, the plaster ceiling on the sloping portion will be removed and 2 x 4's will be nailed flat side to the existing 6 x 6 rafters. This will increase the space between the ceiling material and the roof boards to 7~Z inches and allow six inch faced insulation to be installed with a remaining lz inch air space. This is desirable due to the moisture generated in a bathroom. For the balance of the sloping ceiling, at the south end, the ceiling material will remain attached to the rafters. Since there is no moisture generated in these areas and a vapor barrier will be provided by the faced insulation, the 1'~ inch space is not necessary. These portions of the second floor are the only areas of the original plaster that remain in good condition.
