FEE SCHEDULE - SITE PLAN APPLICATIONS
1. New Site Plan Applications

PARK AND PLAYGROUND FEES
The park and playground fees are as follows:
1. Standard Subdivision $7,000 per vacant lot
2. Conservation Subdivision $3,500 per vacant lot
3. Affordable Housing District -none-
The park and playground fee shall be paid prior to the signing of the final plat by the
Chair of the Planning Board and is only applicable to parcels not improved with a
residential structure. Parcels that extinguish residential use are not subject to the fee.

Re: Hashamomuck Cove Coastal Storm Risk Management Feasibility Study
Dear Supervisor Russel,
The purpose of this letter is to gauge the Town of Southold's interest in partnering with the New
York State Department of Environmental Conservation (DEC) on the design and construction of
the Hashamomuck Cove Storm Risk Reduction Project.
The Army Corps of Engineers completed the Feasibility Study for the Project in September 2019.
The Final Feasabilty Study Report recommends the construction of a beachfill project along 8,500
I
linear feet of shoreline adjacent to County Road 48. The Project was included in the 2020 Water
Resources and Development Act, which authorized the Army Corps of Engineers to initiate the
design and construction of the Project. The final report with supporting information can be found at

WRDA 2020 provided the Corps with approximately $1,500,000 in federal funding for the 100%
Federal-funded design of the Project, and the Corps has provided DEC with a draft agreement for
the design work. This agreement would only be for the design of the project and does not include
construction. Construction would be cost shared between the Corps, DEC, and DEC's municipal
local sponsor after the completion of the design phase of the project.

In order for DEC to take on the role of the non-federal sponsor and execute the design agreement,
DEC's authority (Beach Erosion Protection Laws, Title 4, Chapter 7 Projects to Prevent Shore
Erosion) requires DEC to have a local sponsor for construction that will share in the non-federal
sponsor's costs and obligations.

Therefore, DEC cannot execute a design agreement with the Corps without the support of a local
sponsor and the execution of a local design agreement. While the funding is already in place for
the design, the Army Corps of Engineers is requesting strong assurances from DEC and our local
sponsor that we are willing to support the Project through both design and construction before
these design funds will be utilized.

The DEC understands that to the extent the Disaster Relief Appropriation Act of 2013, Public Law
113-2 (127 stat. 24-25) funds appropriated by Congress are available, the Government will cost
share construction of the Project at 65% Federal expense, with the remaining 35% to be split
between the DEC and the local sponsor at 70% State and 30% local sponsor.
If a Project Partnership Agreement were to be executed for the construction of the Project between
DEC and the Town of Southold after the completion of the design, the responsibilities of the Town
would include: cost-sharing construction and renourishment costs; provide the necessary real
estate to construct and maintain the project area; indemnify both the DEC and the Federal
Government; and conduct the Operations, Maintenance, Repair, Rehabilitation, and Replacement
tasks at 100% Town cost. If the Town were to agree to be a local sponsor for the construction of
the Project, the Town's cost share for initial construction is estimated to be approximately
$1,675,590, based on a 2019 estimate.
Your letter of support would not be a commitment for the funding of any portion of the Project. Your
commitment for construction can only be made when a Local Project Partnership Agreement with
the DEC for the Project is executed by the State Comptroller's office.
The DEC's continued participation in the project will depend upon execution of a formal design
agreement with a local sponsor. Attached is a letter provided from your office to DEC on December
12, 2019, indicating the Town would be willing to be the local sponsor for the Project, subject to a
formal agreement and congressional authorization for construction of the Project. Having
referenced this previous letter of support, please provide DEC a response within two weeks from
the date of this letter regarding the Town's continued interest in supporting DEC as a local sponsor
for the design and construction of the Project. If DEC does not receive a response within two
weeks, we will assume the Town is no longer interested in sponsoring the Project.

Dear Mr. Fuchs:
I am writing in response to the request by the Department of Environmental Conservation
("Department") for the Town of Southold ("Town") to act as a local sponsor that will share in
the non-federal sponsor's costs and obligations for the construction of the Hashamomuck Cove
Coastal Storm Risk Management Project("Project").
The Town fully supports the Federal Government's and the Department's efforts to assist the
residents of Hashamomuck Cove to protect their properties. To that end, the Town is willing to
act as the local sponsor, subject to the successful execution of a formal agreement, and supports
the recommended plan in the final feasibility report.
As I am sure the Department is aware, over the past few winters the North Fork of Long Island
was pummeled by no less than 4 Nor'easter storms, one of which was categorized as a"bomb
cyclone." These storms, and other major storm events, did further, extensive damage to the
Hashamomuck Cove area. It is critical that the U.S Army Corps of Engineers continues with and
finalizes it's the Plan to protect the homes and property of the residents of Hashamomuck Cove,
as well as County Road 48.
As you are aware, the Town has supported the residents by hosting public forums, lending the
expertise of Town personnel and acting as a liaison with other government agencies and elected
officials, and stands ready to continue to provide whatever assistance that is within the Town's
ability to provide.

Any comments by me recently indicating the contrary were a failure on my part to specify that
Southold Town is in the process of identifying sources of revenue to cover the cost of our local
share such as the creation of a special taxing district, or other options.
The Chiefs Report allows us to move forward with the next phase of the project, and the Town
looks forward to Congressional authorization for construction of the project.
